8207 90 — Interchangeable tools for hand tools, whether or not power-operated, or for machine tools, n.e.s.
Interchangeable tools for hand tools, whether or not power-operated, or for machine tools, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8207 Interchangeable tools for hand tools, whether or not power-operated, or for machine-tools (for example, for pressing, stamping, punching, threading, drilling, boring, broaching, milling, turning or screw driving), including dies for drawing or extruding metal, and rock drilling or earth boring tools: – rock drilling or earth boring tools: 8207 13 – – with working part of cermets 8207 19 – – other, including parts 8207 20 – dies for drawing or extruding metal 8207 30 – tools for pressing, stamping or punching 8207 40 – tools for tapping or threading 8207 50 – tools for drilling, other than for rock drilling 8207 60 – tools for boring or broaching 8207 70 – tools for milling 8207 80 – tools for turning 8207 90 – other interchangeable tools
Whereas (apart from a few exceptions, such as blades for power saws) the preceding headings of this Chapter cover mainly hand tools ready for use either immediately or after being fitted with holders, this heading covers an important category of tools which cannot be used independently and which are designed to be fitted, according to the specific application, to: (A) hand tools, whether or not power-operated (e.g., hand drills, braces and die stocks); (B) machine-tools of headings 8457 to 8465 or of heading 8479, pursuant to Note 7 to Chapter 84; (C) tools of heading 8467 for pressing, stamping, punching, tapping, threading, drilling,
boring, countersinking, broaching, milling, gear cutting, turning, cutting-off, mortising or drawing, etc., metals, metal carbides, wood, stone, ebonite, certain plastics or other hard materials, or for screwdriving. The heading also covers tools for use with the rock drilling or earth boring machinery of heading 8430. Moulds, dies, bits and other interchangeable tools for machines or appliances, other than those mentioned above, are classified as parts of the machines or appliances for which they are intended. The tools of this heading may be of one-piece or composite construction. One-piece tools, made entirely of one kind of material, are usually of alloy steel or high carbon steel. Composite tools consist of one or more working parts of base metal, of metal carbides or cermets, of diamond or of other precious or semi-precious stones, either permanently fixed to a base metal support by welding or mechanical fixing, or fitted as removable parts. In the latter case the tool comprises a base metal body and one or more working parts (blade, tip, point) attached to the body by means of a device consisting, for example, of a clamp, a clamping screw or a split pin with a chip-breaking edge, where necessary. The heading further covers tools with a working part of base metal fitted or coated with abrasive materials, provided that they have cutting teeth, flutes, grooves, etc., which remain as such and retain their function even after the abrasive has been applied, i.e., tools that are ready for use even without the abrasive; however, most abrasive tools are excluded from this heading (see the Explanatory Note to heading 6804). The tools covered by this heading include: (1) Rock drilling or earth boring tools, including tools for rock drilling and for oil well drilling or prospecting (e.g., auger bits, drill heads and hammer drills). (2) Dies for drawing or extruding metal, including draw plates. (3) Tools for pressing, stamping or punching, including dies and moulds for cold stamping or pressing sheet metal; forging dies; perforating or blanking dies, and machine-tool dies. (4) Tools for tapping or threading, such as taps and dies, thread chasers and die-heads. (5) Tools for drilling, other than for rock drilling, including drills (twist or spiral drills, centre drills, etc.), brace bits, etc. (6) Tools for boring or broaching, including countersinks. (7) Tools for milling, e.g., milling cutters (plain cutters, helical cutters, staggered-tooth cutters or angle cutters); hobs, etc.
(8) Tools for turning. (9) Other interchangeable tools, such as: (a) tools for sharpening, planing, grooving, lapping or dressing; (b) tools for mortising, milling or tenoning wood, including chain cutters for mortising wood; (c) tools for mixing (stirring), agitating, etc., materials such as paint, glue, mortar, mastic, putty and primer; (d) screwdriver bits. Drawing dies, turning tools, etc., fall in this heading even if they are radioactive. The heading further excludes: (a) polishing wheels and other tools the working parts of which are of rubber, leather, felt or fur felt, etc., and which are classified according to their constituent material (Chapters 40, 42, 59, etc.); (b) saw blades of all kinds (heading 8202); (c) plane irons and similar tool parts (heading 8205); (d) knives and cutting blades for machines or mechanical appliances (heading 8208); (e) plates, sticks, tips and the like for tools, unmounted, of cermets (heading 8209); (f) spinnerets for extruding man-made fibres (heading 8448); (g) tool holders and work holders for machines or hand tools, and self-opening dieheads (heading 8466); (h) dies for drawing glass fibres (heading 8475); (ij) brushes (metallic or non-metallic) used as parts of machines (heading 9603).

Notes to chapter 82 — Tools, implements, cutlery, spoons and forks, of base metal; parts thereof of base metal 3 items
Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:
(a) base metal;
(b) metal carbides or cermets;
(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or
(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.
2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.
3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
