8213 00 — Scissors, tailors' shears and similar shears, and blades therefor, of base metal (excl. hedge shears, two-handed pruning shears and similar two-handed shears, secateurs and similar one-handed pruners and shears and hoof nippers for farriers)

Scissors, tailors' shears and similar shears, and blades therefor, of base metal (excl. hedge shears, two-handed pruning shears and similar two-handed shears, secateurs and similar one-handed pruners and shears and hoof nippers for farriers)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

8213 Scissors, tailor scissors and similar scissors, and blades therefor

The scissors of this heading consist of two cutting blades, sometimes serrated, overlapping one another and pivoted, approximately in the middle, by a screw or rivet. In principle, this heading covers only scissors in which each cutting part has a finger ring at one end. The cutting blades may be in one piece or consist of the blade proper and a handle fixed together. The heading also covers certain types of shears with a hinge at one end and a single finger ring (used mainly in the textile industry). The heading includes, inter alia: (1) Ordinary scissors for household or office use or for sewing, etc., with straight or curved cutting blades. (2) Scissors for professional use, e.g., tailors' shears (including buttonhole scissors); hairdressers' scissors (including thinning scissors); scissors for upholsterers, leather workers, glovers or hatters. (3) Manicure scissors, including scissors with a nail file on one side of the cutting blade. (4) Small folding scissors, e.g., pocket scissors and embroidery scissors; flower scissors; grape scissors; cigar cutters. (5) Special scissors such as piercing scissors; double scissors (with four cutting blades) for cutting strips of fabric; horse-clipping shears; hoof-trimming shears; secateur-type scissors (with one concave and one convex blade), but with the finger rings characteristic of scissors (e.g., for cutting flowers). The heading includes blades for scissors, finished or not. The heading excludes:

(a) hedge cutting scissors, sheep cutting machines, etc., with blades without finger rings, and one-handed cutters and similar scissors (including bird cutting scissors) of heading 8201; (b) special veterinary scissors for cutting hooves of animals intended for two-hand work (heading 8205).
