8301 40 — Locks of base metal (excl. padlocks and locks for motor vehicles or furniture)
Locks of base metal (excl. padlocks and locks for motor vehicles or furniture)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8301 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

This heading covers locking devices operated by a key (e.g., cylinder, lever, tumbler or Bramah type locks) or controlled by a combination of letters or numbers (combination locks). It also covers electrical locks (e.g., for the entrance doors of apartment buildings or for lift doors). These locks may be operated, for example, by inserting a magnetic card, by entering a combination on electronic
keypads or by a radio signal. The heading therefore includes, inter alia: (A) Padlocks of all types for doors, trunks, boxes, bags, bicycles, etc., including key-operated locking bolts. (B) Mortise locks for doors or gates, letter boxes, safes, boxes or caskets, furniture, pianos, travel trunks, suitcases, ladies' or men's handbags, document cases, etc.; for motor vehicles, railway rolling stock, tramcars, etc.; for lifts, shutters, sliding doors, etc. (C) Clasps and frames with clasps, incorporating locks. The heading also covers: (1) Base metal parts of the above articles which are clearly identifiable (e.g., cases, bolts, levers and tumblers, strikes, face plates, key and lock wards, mechanisms and cylinder barrels). (2) Base metal keys for the above articles, finished or not (including rough cast, forged or stamped blanks). The heading also covers special keys for railway compartments, skeleton keys, etc. The heading does not, however, cover ordinary latches or bolts, etc. (heading 8302), or clasps and fasteners (not operated by a key or combination) for ladies' or men's handbags, briefcases, document cases, etc. (heading 8308). Subheading Explanatory Note. Subheading 8301 30 This subheading covers locks not only for household furniture but also for office furniture.
