8302 10 — Hinges of all kinds, of base metal

Hinges of all kinds, of base metal

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers general purpose classes of base metal accessory fittings and mountings, such as are used largely on furniture, doors, windows, coachwork, etc. Goods within such general classes remain in this heading even if they are designed for particular uses (e.g., door handles or hinges for motor cars). The heading does not, however, extend to goods forming an essential part of the structure of the article, such as window frames or swivel devices for revolving chairs. The heading covers: (A) Hinges of all kinds (e.g., butt hinges, lift-off hinges, angle hinges, strap hinges and hinge pulleys). (B) Castors as defined in Note 2 to this Chapter. To fall in this heading castors must have mountings of base metal, but the wheels may be of any material (other than precious metal). Where castors are fitted with pneumatic tyres, the diameter of the castor is measured with the tyre inflated to normal pressure. The classification of castors in this heading is not affected by the presence of spokes on them. Castors not complying with the definitions in the heading text or in Note 2 to this Chapter are excluded (e.g., Chapter 87). (C) Mountings, fittings and similar articles for motor vehicles (e.g., for motor cars, lorries or motor coaches), not being parts or accessories of Section XVII. For example: made-up ornamental beadings and trim strips; foot rests; grip bars, rails and handles; blind fittings (rods, brackets, fixing fittings, spring mechanisms, etc.); interior luggage racks; window opening mechanisms; specialised ash trays; tail-board fasteners. (D) Mountings, fittings and similar articles for buildings. This category includes: (1) Door guards with chain, bar, etc.; espagnolette or cremorne bolts and fittings therefor; window catches and stays; fanlight or skylight openers, stays and fittings; cabin hooks and eyes; hooks and fittings for double windows; hooks, catches, stops, brackets and end rollers for louvres or blinds; letter box plates; door knockers, spy-holes, etc. (other than those fitted with optical elements). (2) Catches (including ball-spring catches), bolts, fasteners, latches, etc. (other than key-operated bolts, which fall in heading 8301), for doors. (3) Fittings for sliding doors or windows of shops, garages, sheds, hangars, etc. (e.g., channels and guides, runners and rollers). (4) Keyhole escutcheons and lock-plates for doors in buildings. (5) Fittings for curtains, blinds or portières (e.g., rods, tubes, connecting sleeves, brackets, tie-backs, hooks with cords, clips, sliding or runner rings, stops); cleat hooks, guides and knot holders for blind cords, etc.; staircase fittings such as protective

devices for ladder steps; clamps for ladder carpets, stair bars, stairwells of ladder railings. Stacks, tubes and rods suitable for use as rods for curtains or stair rods, etc., only cut in length and drilled, are classified according to their constituent metal. (6) Corner mounts, fastening plates, ugo bows, etc. for doors, windows or blinds. (7) Bottles and brackets for doors; handles and pads for doors, including lock handles or latches. (8) Door locks and door closing devices (other than those relating to paragraph (D) below). (D) Fixtures, fittings and similar products for furniture.
