Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8308 Clasps, frames with clasps, buckles, buckle-clasps, hooks, eyes, eyelets and the like, of base metal, of a kind used for clothing or clothing accessories, footwear, jewellery, wrist-watches, books, awnings, leather goods, travel goods or saddlery or for other made up articles; tubular or bifurcated rivets, of base metal; beads and spangles, of base metal: 8308 10 – hooks, eyes and eyelets 8308 20 – tubular or bifurcated rivets 8308 90 – other, including parts
This heading covers: (A) Hooks, eyes and eyelets, for clothing, footwear, awnings, tents or sails. (B) Tubular or bifurcated rivets of all kinds. They are used in clothing, footwear, awnings, tents, travel goods, leather goods, belts, etc.; they are also used in engineering (e.g., in aircraft construction). The heading also covers blind rivets with a breakable mandrel, in which, during riveting, the mandrel is pulled into or against the rivet body and then snaps off at a point near the junction of the mandrel shank and its expanding head. (C) Clasps, catches and frames with clasps, for ladies' or men's handbags, purses, briefcases, document cases or other travel goods, and also for books or wrist-watches; but the heading excludes locks (including locking clasps) and frames with clasps incorporating a lock (heading 8301). (D) Buckles (with or without tongues) and buckle-clasps, whether or not ornamental, for clothing, belts, braces, suspenders, gloves, footwear, gaiters, wrist-watches, rucksacks, travel goods and leather goods. (E) Metal beads and spangles, used, inter alia, in the manufacture of imitation jewellery or for trimming textiles, embroidery, clothing, etc. They are generally of copper, of its alloys or of aluminium (often gilded or silvered) and are intended to be fixed by gluing, sewing, etc. Beads are usually round or tubular or sometimes faceted; spangles are generally of regular geometric shape (round, hexagonal, etc.), are cut out of metal foil and are usually pierced. The articles referred to in Items (A), (C) and (D) above may incorporate parts of leather, textile materials, plastics, wood, horn, bone, ebonite, mother of pearl, ivory, imitation precious stones, etc., provided they retain the character of articles of base metal. They may also be ornamented with metal parts. The heading also excludes: (a) Ornaments, other than buckles, for hats, ladies' or men's handbags, shoes, belts, etc. (heading 7117). (b) Metal scales (Chapters 74 to 76, in particular). (c) Rivets other than tubular or bifurcated; snap hooks (generally Chapters 73 to 76). (d) Clothing buttons and press-buttons (heading 9606);
(e) zippers and parts thereof (heading 9607).
