8311 10 — Coated electrodes of base metal, for electric arc-welding

Coated electrodes of base metal, for electric arc-welding

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8311 Wire, rods, tubes, plates, electrodes and similar products, of base metal or of metal carbides, coated or cored with flux material, of a kind used for soldering, brazing, welding or deposition of metal or of metal carbides; wire and rods, of agglomerated base metal powder, used for metal spraying: 8311 10 – coated electrodes of base metal, for electric arc-welding 8311 20 – cored wire of base metal, for electric arc-welding 8311 30 – coated rods and cored wire, used for soldering, brazing or welding by flame, of base metal 8311 90 – other

This heading covers wire, rods, tubes, plates, electrodes and similar products, of base metal or of metal carbides, of a kind used for soldering, brazing, welding or deposition of metal or of metal carbides, provided they are coated or cored with flux material; in the latter case the outer part usually consists of a tube or sometimes of a spirally wound strip. Wire, rods, tubes, plates, electrodes, etc., of base metal, not coated or cored with flux material, are excluded from this heading (Chapters 72 to 76 and 78 to 81). The materials used for coating or filling are fluxes (e.g., zinc chloride, ammonium chloride, borax, quartz, resin or lanolin) which would otherwise have to be added separately during soldering, brazing, welding or deposition. The electrodes, etc., may also contain filler metal in powder form. In electric welding the coating may also contain certain refractory material (asbestos, etc.) to direct the electric arc on to the part to be welded. Coated electrodes or cored wire are used in electric arc welding. The former consist of a metal core and a coating of non-metallic material which may vary in thickness and composition. Cored wire is a hollow product filled with material similar to that used for coating electrodes. It is supplied in coils or on reels. Metal plates prepared for brazing are inserted between the parts to be joined (generally of ferrous metal). They consist of a metal strip, wire gauze or grill coated with flux; they may be given a special shape for use, or be in the form of strips suitable for cutting if required. The heading also covers wire and rods obtained by extruding base metal powder (usually nickel) sintered with a plastics-based binder, used for metal spraying of various materials (e.g., metals or cement). The heading excludes wire and rods of cored solder which, apart from the flux material, consists of an alloy containing 2 % or more by weight of any one precious metal (Chapter 71).

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. In this Chapter, parts of articles made of base metals shall be classified in the same headings as the articles to which they belong. However, articles of ferrous metals of heading 7312, 7315, 7317, 7318 or 7320 or similar articles of other base metals (Chapters 74 to 76 and 78 to 81) are not to be regarded as parts of articles of this Chapter.

2. For the purposes of heading 8302, the term “furniture wheels” means furniture wheels or rollers of a diameter (including, where appropriate, a tyre) not exceeding 75 mm or the same wheels or rollers of a diameter (including, where applicable, a tyre) greater than 75 mm, provided that the width of the wheel or tyre mounted on it is less than 30 mm.
