8406 81 — Steam and other vapour turbines, of an output > 40 MW (excl. those for marine propulsion)

Steam and other vapour turbines, of an output > 40 MW (excl. those for marine propulsion)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8406 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8406 Water steam turbines and other steam turbines: 8406 10 – turbines for power ship installations – other turbines: 8406 81 – – with a nominal power output of more than 40 MW 8406 82 – with a rated power output of not more than 40 MW 8406 90 – parts

This heading covers steam turbines, which are driven by the kinetic energy of expanding steam directed on to the blades or vanes of a wheel. They consist essentially of: (1) A rotor, comprising a shaft on which is mounted a wheel (or wheels) carrying on its rim a series of closely-spaced blades or vanes, usually of curved cross-section, sometimes called "buckets".

(2) A stator consisting of a casing in which the rotor is mounted and rotated and in which a system of fixed blades or nozzles directing steam to the rotor blades is placed. In "active" turbines, the stator is equipped with nozzles in which the steam expands and exits at a high speed tangentially relative to the rotor blades. In "reactive" turbines, the rotor blades rotate between similarly shaped fixed blades mounted in reverse orientation around the end of the stator and arranged so that steam flowing along the axis through the stator blades falls on adjacent rotor blades. To increase efficiency, these two systems are often combined into a “compound turbine”, but even more often several rotors (multi-stage turbines) are mounted on the common shaft, which allows for the gradual expansion of steam. The high speed of rotation of turbines makes them especially suitable for direct drive of machines such as electric generators (turbogenerators), compressors, fans or centrifugal pumps. Sometimes (for example, on steamships and some locomotives) turbines are equipped with reverse or downshift gear. If presented separately, such reverse or downshift gears are not included in this heading (heading 8483). This heading also includes mercury vapor turbines whose design and application are similar to the water vapor turbines described above, but mercury vapor is used instead of water vapor. One of the most important elements of a turbine is a regulatory mechanism designed to regulate the amount of steam or gas supplied to the turbine according to load and to maintain a constant speed. This heading covers such regulators and, subject to the general provisions relating to the classification of parts (see general provisions to section XVI), other parts of the turbine (e.g. rotors and stators and their segments, rotor blades or stator blades).

1. For the purposes of subheading 8482 10 900 1, the term “gross mass” means the total mass of the goods with all kinds of packaging materials and packagings ensuring their safety during storage and transport. The total weight of the goods does not include the mass of packaging materials or containers that are clearly suitable for reuse.

For the purposes of subheading 8415 81 001 0, the term “special production facilities” means premises in which the maintenance of precise values of temperature and humidity is due to the operational requirements of the equipment installed therein, such as machines, computers, switching equipment, surgical equipment, etc., or to the operations performed therein.

3. In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.

If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.

4. For the purpose of classification of goods in subheading 8482 10 900 1 in the states, whose territories constitute the customs territory of the Eurasian Economic Union, when applying the term "French border of the country of importation", the country of import is understood as the customs territory of the Eurasian Economic Union.
