Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8413 82 – Liquid lifts – parts: 8413 91 – pumps 8413 92 – Liquid lifts

This heading covers most machines and appliances for raising or otherwise continuously moving volumes of liquids (including molten metal and concrete), whether hand-operated or driven by any other power unit, whether or not integral. The heading also covers pumps fitted with measuring or price-computing devices, used for dispensing petrol or oil in garages, as well as pumps specially designed for other machines, vehicles, etc. (including petrol, oil and water pumps for internal combustion engines, and pumps for spinning machines for man-made filaments). According to their operating principle, the pumps of this heading are divided into the following five types. (A) RECIPROCATING POSITIVE DISPLACEMENT PUMPS In pumps of this type, suction is produced by the reciprocating motion of a piston or plunger in a cylinder with valve-controlled inlet and outlet. Single-acting pumps use the thrust or suction of one side of the piston only; in "double-acting" pumps useful work is done by both sides of the piston on both the forward and the return strokes. In simple "suction" pumps the liquid is merely drawn in and discharged against atmospheric pressure. In "force" pumps, in addition to the suction stroke, a compression stroke is used in order to raise the liquid to a given height or to overcome pressure. Multi-cylinder pumps are used to obtain greater power. The cylinders may be arranged in line or radially. This type includes: (1) Diaphragm pumps. In these pumps an oscillating metal, leather, etc. membrane (actuated directly or by a hydraulic drive) is used to raise the liquid. (2) "Membrane" pumps (drainage, irrigation, for viscous liquids, acids, etc.). In these pumps the function of the membrane is performed by a liquid which does not mix with the liquid being pumped. (3) Electromagnetic pumps. In these pumps the reciprocating movements of the piston are produced by electromagnetic action (oscillation of a plate placed in an electromagnetic field). (4) Pumps using the suction or delivery movement of two pistons, such as pumps designed for delivering concrete (concrete pumps). This group does not include special purpose vehicles permanently fitted with concrete pumps of this heading (heading 8705). (B) ROTARY POSITIVE DISPLACEMENT PUMPS In these pumps, the intake and discharge of the liquid are effected by suction and compression produced, in this case, by cams, lobes or similar devices rotating continuously on an axis. These devices at one or

several points of the sopri touch with the wall of the pump housing, forming chambers in which the liquid moves. Depending on the rotating mechanism, they are divided into (1) gear pumps, in which the liquid is moved by the teeth of special gears. (2) Plate pumps with mouth orom in the form of a rotating eccentric cylinder with protruding plates that move freely in the radial direction. Sliding during rotation plates are constantly in contact with the inner walls of the body, thereby moving the liquid. This type also includes pumps in which rollers or a wheel with small flexible plates are used instead of plates or there is a radial sliding plate attached to the pump body and rubbing against a smooth eccentric rotor. (3) Rotary pumps with two interacting working organs rotating in the housing. (4) Screw pumps in which the liquid moves in the housing longitudinally under the pressure of several helicoid screws engaged and making a rotational movement (pumps with two or more screws, pumps with helicoid shafts, worm pumps). (5) Peristaltic pumps consisting of a flexible tube through which liquid runs along the entire length of the housing, and a rotor with rollers at the ends. The rollers press on the flexible tube, and the liquid moves as they rotate. (C) CENTROPIGN PASES In these pumps, the fluid absorbed in the axial direction is given a rotational motion as a result of the rotation of the rotor blades (work wheel), the resulting centrifugal force displaces the liquid outward to the periphery of the cylindrical housing with a relative outlet. Sometimes the housing is equipped with expanding (diffusive) guide devices that serve to convert the kinetic energy of the liquid into high pressure. To create high pressure, multistage centrifugal pumps are used, in which the liquid is consistently directed to a number of working wheels located on a common shaft. Centrifugal pumps are driven by an electric motor, internal combustion engine or turbine. Due to the high operating speed of rotation, they can be connected directly, whereas the transmission for piston or rotary pumps is carried out by means of gearboxes. This product category also includes submersible pumps, central heating circulation pumps, channel centrifugal pumps, vortex pumps and radial centrifugal pumps. (D) Other pumps This category of products includes: (1) Electromagnetic pumps. These pumps have no moving parts. The liquid in them circulates due to the phenomenon of electrical conductivity. These pumps should not be confused with some reciprocating bulk pumps in which

The reciprocal movement of the piston is carried out due to the electromagnetic effect, as well as with those pumps that function on the basis of magnetic induction. (2) Ejectors. In these pumps, the kinetic energy of the jet of air, steam, water, etc., supplied under pressure from the pipe, causes the effect of suction and movement of the transported liquid. These pumps have a complex system of expanding and tapering tubes placed in a closed chamber from which the pipe system departs. Giffard injectors for supplying water to boilers and pore fuel injectors of internal combustion engines operating on the same principle are also classified in this heading. (3) Emulsion pumps (gas lifts) In pumps of this type, the liquid is mixed with the compressed gas in the exhaust pipe, the density of the emulsified liquid is reduced and thus its lift is ensured. When using compressed air, the pump is called an airlift. (4) Pumps where the vapor or gas pressure is applied directly to the surface of the liquid. Examples: (a) gas pumps using e to lift the liquid explosive force of the corresponding fuel or gas; (b) steam pulsators (pulsometers) providing the supply of liquid, which is displaced by steam from the chamber of the pulsator; suction effect is created by a drop in pressure due to condensation of steam in the chamber; (c) chamber pneumatic lifts (Montejus), using compressed air; (d) hydraulic cylinders, in which an increase in the energy of the column of the moving fluid due to the liquid flow and the sudden release of the pipe into the current part of the device. (E) Liquid lifts These include: (1) Lifting wheels with buckets, scoops, etc. (2) Chain or cable lifts with buckets, ladles, rubber glasses, etc. (3) Tape lifts are endless tapes of textile material or metal (grooved, multi-cell or spiral), water in which is held by capillary forces and poured through centrifugal force. (4) Water lifting machines of the Archimedean screw type.

PARTS Subject to the general provisions relating to the classification of parts (see the general provisions of Section XVI), parts of the goods of this heading are also included in this heading, for example, pump housings and casings, rods specially designed to connect and drive a piston in pumps located at a certain distance from the engine (for example, pump rods), pistons, plungers, blades, cams, helicoid screws, work wheels, spray blades to it, buckles and buckets, belts for lifts. This heading also does not include:

(a) pumps of ceramics (e.g. for aggressive liquids) (heading 6909); (b) hand-operated oils and syringes for lubrication (heading 8205), pneumatic syringes for lubrication (heading 8467); (c) machines for filling bottles, etc. of heading 8422; (d) devices for throwing, splashing or spraying liquids (heading 8424); (e) fire-powered vehicles (heading 8705).

Explanation of subheadings. Subheadings 8413 11 and 8413 19 These subheadings cover only pumps on which an appliance for determining the amount of fluid pumped is installed or provided, whether or not the appliance is presented with the pump. The measuring device may be very simple (e.g., a graduated bell) or, conversely, complex, consisting of mechanisms that automatically stop the pump after a given amount of liquid has passed (e.g., the feed pump consists of a dividing cylinder (a measuring cylinder) and an instrument that allows, on the one hand, to set the required amount of liquid and, on the other hand, to stop the pump engine after passing a set amount of liquid). The device can perform other operations related to the dosage of the liquid (for example, pumps determining the total amount, advance payment, pump counters, pumps for sampling, pumps for automatic adjustment of the mixture and pumps with automatic dosage). If, for example, a measuring device is placed on a pipe through which a liquid driven by a pump flows, each of the two articles (the pump and the measuring device) shall be classified in the appropriate headings, even if presented together. These subheadings include, for example, pumps for the supply of gasoline or other motor fuels and oils, and pumps with measuring devices for grocery stores, laboratories and other industrial purposes.

Correspondence keys of the Russian Ministry of Economic Development, edition of 20.07.2023. The ministry’s caveat:
