Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers installations which maintain temperature and humidity conditions in enclosed spaces. These installations may be equipped with air purifiers. They are installed in offices, houses, public places, on ships, in automobiles, etc., as well as in some industrial premises where special atmospheric conditions are required (for example, textile, paper, tobacco and food industries). This heading covers only installations (1) equipped with a fan or a supercharger with an engine; and (2) intended to vary both temperature (heating or cooling or both) and humidity (wetting or draining or both) of air; and (3) in which the elements referred to in paragraphs (1) and (2) are presented together. In these installations, air humidifiers and dehumidifiers can be separated from the elements for heating or cooling. However, some types have only one device capable of changing air temperature and humidity by condensing. These air conditioners cool and drain the air (condensation of water vapor on a cold coil) of the rooms where they are installed, and in the presence of an outdoor air intake, they cool and drain the mixture of outdoor and indoor air. They are usually provided with a pallet in which condensate is collected. Installations can be monoblock, including all necessary elements, such as window or wall type in a single housing (known as "through the wall" blocks). Or they can be in the form of “split systems” that act when connected, that is, a capacitor unit designed for outdoor placement, together with an evaporation unit designed for internal placement. Such “split systems” do not have airways and use a separate evaporator for each area in which air conditioning is required (e.g., in each room). The air conditioners of this heading must have, in addition to a fan with an engine or a supercharger to ensure the circulation of air, at least the following elements: an air heating device (using tubes of hot water, steam or hot air or electrical resistance, etc.) and an air humidifier (composed usually of a water sprayer) or a dehumidifier; or
cold water coil or refrigeration unit evaporator (both change the temperature and humidity of the air by condensation); or another type of cooling element with a separate device that changes the humidity of the air. In some cases, the dehumidifier uses the hygroscopic properties of absorbent materials. This heading covers, inter alia, reversible heat pumps designed as a single system equipped with a cooling/heating cycle switching valve to perform the dual function of heating and cooling the room. In the cooling cycle, the reversible valve directs a stream of high-pressure hot vapor to the heat exchanger of the outer unit, where the heat released during the condensation process is dissipated by the fan in the outside air, and then the liquefied refrigerant enters the heat exchanger of the inner unit, where it evaporates, absorbing heat and cooling the air that moves in the room by the fan. In the heating cycle, switching the reversible valve causes the refrigerant flow direction to change so that heat is released indoors. Air conditioners can be provided by heating or cooling means from an external source. They are usually equipped with air filters. Filters consist of one or more layers of filtering material, often moistened in oil (textile material, glass wool, steel or copper "wool", vent sheet, etc.), through which air passes to remove the contained dust, etc. Air conditioners can be equipped with devices to regulate or automatically control air temperature and humidity. This heading also includes devices which, although not equipped with a device for separately adjusting air humidity, alter its condensation. Examples of such devices are the above-mentioned monoblock installations and split systems, which use a separate evaporator for each area in which air conditioning is necessary (for example, in each room), as well as refrigerator devices consisting of a cooling evaporator combined with a blower equipped with an engine. Also included are the enclosed space heating/cooling units (truck, trailer or container) consisting of a compressor, condenser and engine mounted in an outdoor housing and a fan and evaporator housed inside. However, this heading does not include refrigeration units designed to maintain a fixed temperature well below 0°C in enclosed compartments (e.g. trucks, trailers or containers) and having a heating system to raise the temperature of the chamber within specified limits if the outside temperature is very low. This equipment is classified in heading 8418 as refrigeration or freezer equipment in which the heating function is of secondary importance to the primary function of keeping perishable products chilled during transport. In accordance with the provisions of Note 2(b) to Section XVI, this heading includes separately presented internal and external units of a compression-type air conditioning unit of that heading. The remaining parts of air conditioners (including those intended for fitting into stand-alone units) shall be classified in accordance with the provisions of Note 2(a) to Section XVI (headings 8414, 8418, 8419, 8421, 8479, etc.) or, if Note 2(a) is not applicable, in accordance with Note 2(b) or 2(c) to Section XVI in
whether or not they are identifiable as suitable for use solely or principally with the air conditioning machines of which they are parts. This heading excludes: (a) air heaters and hot air distributors of heading 7322, which may also distribute fresh or conditioned air; (b) non-reversible heat pumps of heading 8418 and refrigerating chambers of air conditioning machines (heading 8418); (c) appliances which, although incorporating a motor-driven fan, have the sole function of changing either the temperature or the humidity of the air (headings 8479, 8516, etc.). Subheading Explanatory Notes. Subheading 8415 10 This subheading covers air conditioning machines of a kind designed to be fixed to a window, wall, ceiling or floor, self-contained or "split-system". The terms "of a kind designed to be fixed to a window, wall, ceiling, floor" refer to the possibility of a more or less permanent corresponding placement or installation, taking into account such factors as dimensions, weight, physical construction (e.g., the presence or absence of castors or handles), interconnections, etc. Self-contained air conditioners are made as a single unit combining all the necessary elements in one housing. "Split-system" air conditioners do not use ducting and use a separate evaporator for each zone in which the air is to be conditioned (e.g., in each room). The indoor heat exchange unit may be installed in various locations, e.g., on a wall or in a window, or on a ceiling or floor. However, this subheading excludes central air conditioning systems in which the cooled air from the evaporator is delivered through ducting to the zones to be cooled. Subheading 8415 20 This subheading covers equipment intended mainly for passenger motor vehicles of all kinds, but which may also be used in motor vehicles of other kinds for conditioning the air in cabins or compartments in which persons are accommodated. Subheading 8415 90 This subheading covers both the indoor and the outdoor units of split-system air conditioning machines of subheading 8415 10, presented separately. The units are designed to be connected by electrical wiring and copper tubing, through which the refrigerant circulates between the outdoor and indoor units.

In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.
If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
