Parts of packing or wrapping machinery and of other machinery of heading 8422, n.e.s. (excl. parts of dishwashing machines)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
Exempt if it is a medical device on the exemption list. Otherwise 22%.

Explanatory notes to heading 8422 4 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8422 Dish washing machines; machinery for cleaning or drying bottles or other containers; machinery for filling, closing, sealing or labelling bottles, cans, boxes, bags or other containers; machinery for capsuling bottles, jars, tubes and similar containers; other packing or wrapping machinery (including heat-shrink wrapping machinery); machinery for aerating beverages (+): – Dish washing machines: 8422 11 – – Of the household type 8422 19 – – Other 8422 20 – Machinery for cleaning or drying bottles or other containers 8422 30 – Machinery for filling, closing, sealing or labelling bottles, cans, boxes, bags or other containers; machinery for capsuling bottles, jars, tubes and similar containers; machinery for aerating beverages 8422 40 – Other packing or wrapping machinery (including heat-shrink wrapping machinery) 8422 90 – Parts
This heading covers dish washing machines (for plates, glasses, spoons, forks, etc.), whether or not equipped with drying devices, including electric machines of the household or non-household type. The heading also covers various types of machinery for washing or drying bottles or other containers, for filling and closing such vessels (including machinery for aerating beverages) and, in general, for packing goods (including with heat-shrinking of the packing material) for trade, transport or storage. They include: (1) Machinery (whether or not using steam) for cleaning, washing, rinsing or drying bottles, jugs, jars, boxes, canisters, churns, cream separator bowls or other containers. These machines are sometimes fitted with disinfecting or sterilising devices. (2) Machinery for filling containers (e.g., kegs, barrels, jars, bottles, jugs, tubes, ampoules, boxes, bags or sacks), often fitted with auxiliary devices for controlling volume or weight, and also with devices for closing the containers themselves. (3) Machinery for closing bottles or for stoppering them with corks or caps; machinery for closing and sealing cans (including sealing by soldering). (4) Machinery for wrapping articles or packing them in cartons, including those types which provide for forming, printing, tying, stapling, capping, gluing, closing and other operations completing the packing. The heading covers machines for packing filled cans or bottles into outer containers (boxes, crates, etc.).
(5) Labelling machinery, including types which also print, cut and apply the labels. (6) Machinery for aerating beverages. These are in practice machines for filling and closing bottles, which introduce carbon dioxide at the same time as the liquid. (7) Baling or strapping machines, including hand-held portable appliances, having supports or similar fittings which enable them to be placed during operation on the bales, cases or other packages to be tied. The machinery of this heading is often used to carry out several of the operations mentioned. It may also incorporate equipment for filling or sealing under vacuum or under other controlled conditions. Machines which, in addition to packing, wrapping, etc., perform other operations fall in this heading provided that the additional operations are subsidiary to the packing, etc., operations. Thus, machines which pack and wrap goods in the form in which they are put on the market and sold fall in this heading whether or not they incorporate weighing or measuring devices. This heading also covers machines which carry out such subsidiary operations as cutting, shaping or pressing already finished products in order to give them a marketable form without affecting their essential character (e.g., shaping butter and margarine into blocks, etc., and wrapping them). This heading excludes machines designed primarily not for packing, wrapping, etc., but for processing raw materials or semi-finished products into finished products (e.g., combined machines for making and packing cigarettes). PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), this heading also covers parts of the machinery described above. It should be noted, however, that in the case of combined machines, the parts of each constituent unit which is not itself covered by this heading are classified in the headings appropriate to those units, e.g., parts of weighing machinery (heading 8423), parts of machines for making paper or paperboard bags (heading 8441) or parts of printing machines (heading 8443). This heading excludes: (a) domestic bottling or can-sealing appliances and other domestic mechanical appliances weighing 10 kg or less (heading 8210); (b) pick-up balers (heading 8433); (c) machinery for making paper bags or paperboard boxes (heading 8441); (d) sewing machines for closing sacks after filling (heading 8452); (e) presses for baling scrap metal, etc. (heading 8462); (f) machines for nailing boxes (heading 8465); (g) machines for inserting letters in envelopes or for banding them with paper strips (heading 8472). Subheading Explanatory Note. Subheading 8422 11
This subheading covers household dishwashers regardless of their intended use and regardless of whether they are powered. The external overall dimensions of such machines installed on the floor are as follows: - width up to 65 cm; - height up to 95 cm; - length up to 70 cm. The overall dimensions of machines and devices intended for installation on a table or counter are much smaller.

For the purposes of subheading 8482 10 900 1, the term “gross mass” means the total mass of the goods with all kinds of packaging materials and packagings ensuring their safety during storage and transport. The total weight of the goods does not include the mass of packaging materials or containers that are clearly suitable for reuse.
2. For the purposes of subheading 8415 81 001 0, the term “special production facilities” means premises in which the maintenance of precise values of temperature and humidity is due to the operational requirements of the equipment installed therein, such as machines, computers, switching equipment, surgical equipment, etc., or to the operations performed therein.
3. In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.
If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
4. For the purpose of classification of goods in subheading 8482 10 900 1 in the states, whose territories constitute the customs territory of the Eurasian Economic Union, when applying the term "French border of the country of importation", the country of import is understood as the customs territory of the Eurasian Economic Union.
