Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

With the exception of balances of a sensitivity of 0.05 g or better (heading 9016), this heading covers: (A) Machinery and appliances for the direct determination of the weight of articles using the following principles of operation: electronic operation (by means of sensors); balancing the article against interchangeable weights; determining the required position of movable weights (sliding poises) on a calibrated beam (steelyards and the like); or automatic registration of the weight on a scale or indicator in devices using springs, levers and counterweights; or hydraulic operation, etc. (B) Devices operating on the principle of weight determination but automatically registering, in other units, other parameters directly related to weight (e.g., volume, quantity, price or length). (C) Devices for preliminary weighing in order to check the uniformity of weight of products or to detect deviations in weight, or to distribute goods of a fixed weight ready for packing. The numerous types of machines falling in this heading include the following apparatus: (1) Spring balances. (2) Household or shop scales. (3) Letter or parcel scales.
(4) Scales for weighing people (both powered by dropping coins and others), including infants. (5) Portable and transportable platform scales. (10) Bunker scales for automatic weighing of materials coming from bunkers, including those scales that weigh components coming from several bunkers when preparing mixtures. (11) Scales for weighing individual portions of material in bags or containers, other than those apparatuses which also pack or wrap goods in the form in which they are normally distributed and sold in the trade network. (12) Automatic scales for weighing a constant flow of liquid. (13) Fully automatic devices that weigh pre-packaged goods and affix labels to them. These include automatic scales, a counting machine and a printing device with a built-in summation device for the number of packages and a labeling device. These various weighing machines may include equipment for automatically printing weight labels, recording and summing a number of weighings, projecting or enlarging readings, etc. This heading also covers weights of all kinds and of any material, whether complete, packaged in boxes or not, for all types of weights, including separately supplied weights for precision apparatus of heading 9016; weights supplied with such precision apparatus are classified together with these apparatus. Mobile balances (including platinum) are also included in this heading. For the purposes of subheading 8415 81 001 0, the term “special production facilities” means premises in which the maintenance of precise values of temperature and humidity is due to the operational requirements of the equipment installed therein, such as machines, computers, switching equipment, surgical equipment, etc., or to the operations performed therein.
3. In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.
If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
4. For the purpose of classification of goods in subheading 8482 10 900 1 in the states, whose territories constitute the customs territory of the Eurasian Economic Union, when applying the term "French border of the country of importation", the country of import is understood as the customs territory of the Eurasian Economic Union.
