8424 30 08 — Water cleaning appliances with built-in motor, without heating device
Water cleaning appliances with built-in motor, without heating device
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8424 5 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8424 Mechanical appliances (whether or not hand-operated) for projecting, dispersing or spraying liquids or powders; fire extinguishers, whether or not charged; spray guns and similar appliances; steam or sand blasting machines and similar jet projecting machines (+): 8424 10 – Fire extinguishers, whether or not charged 8424 20 – Spray guns and similar appliances 8424 30 – Steam or sand blasting machines and similar jet projecting machines – Agricultural or horticultural sprayers: 8424 41 – – Portable sprayers 8424 49 – – Other – Other appliances: 8424 82 – – Agricultural or horticultural 8424 89 – – Other 8424 90 – Parts
This heading covers machinery and appliances for projecting, dispersing or spraying steam, liquids or solid materials (e.g., sand, powders, granules, grit or metal abrasives) in the form of a jet, a dispersion (whether or not in droplets) or a spray. However, this heading excludes machines for cutting by means of a jet of water or of a water-abrasive mixture, designed for high-precision cutting of a wide variety of materials (e.g., stone, composite materials, rubber, glass, metal). These machines generally operate at pressures of 3 000 to 4 000 bar with a water jet, or a water jet to which a fine abrasive has been added, directed at a speed 2 to 3 times the speed of sound (heading 8456). (A) FIRE EXTINGUISHERS, WHETHER OR NOT CHARGED This category of goods includes fire extinguishers (whether or not filled) of the kinds using foam-producing or other charges, including simple extinguishers fitted with taps, valves, percussion caps or other devices for setting the extinguishers in operation. This heading excludes: (a) charges for fire-extinguishers and charged fire-extinguishing grenades (heading 3813); (b) fire pumps, with or without their own tanks, heading 8413 (non-vehicle types) or heading 8705 (vehicle types). (B) SPRAY GUNS AND SIMILAR APPLIANCES Hand-operated spray guns and similar appliances are usually designed for connection to compressed air or steam lines, and also, directly or through piping, to a reservoir containing the material to be sprayed. They are fitted with triggers or other valves to control the flow passing through a nozzle which usually
is adjustable to give a jet or a spray with a wider or narrower angle of spray. They are used for spraying paint (including distemper), varnishes, oils, plastics, cement, metal powders, textile flock, etc. They may also be used to produce a powerful jet of compressed air or steam for cleaning the stonework of buildings, sculptures, etc. This category also covers separately presented hand-operated "anti-set-off" spraying devices designed to be fitted to printing machines, and hand pistols for spraying metals, working either on the principle of feeding compressed air carrying suspended particles, or on a principle combining the action of an electric heater and a jet of compressed air. Hand-operated sprayers fitted with a self-contained electric motor and having a pump and a container for the material to be sprayed (paints, varnishes, etc.) are also classified in this heading. (C) STEAM OR SAND BLASTING MACHINES AND SIMILAR JET PROJECTING MACHINES Sand blasting and similar machines are often of heavy construction and sometimes incorporate compressors. They are used for descaling or cleaning metal articles, for etching or frosting glass, stone and other materials, by projecting against the articles high-pressure jets containing sand, metal abrasive, etc. They are generally fitted with dust extractors for removing residual sand and dust. The heading also covers steam jet appliances used, for example, for degreasing machined metal surfaces, etc. (D) SPRAYERS FITTED WITH NOZZLES, ATOMISERS AND POWDER DISTRIBUTORS These appliances are used for insecticides, fungicides and other chemical products in agriculture, horticulture or in the household. The heading covers appliances with or without built-in reservoirs, hand-operated (including simple sprayers with piston pumps) or operated by foot pedal, and also powder bellows, knapsack sprayers and mobile spraying appliances. The heading also covers self-propelled spraying appliances in which the engine, in addition to supplying power for the pumps and the spraying, may be engaged to provide limited movement of the appliance for working purposes. However, the heading excludes appliances forming part of the motor vehicles of heading 8705. Provided that they incorporate mechanical devices for producing or distributing the spray or for automatically regulating the direction of the jet (including simple mechanisms actuated by water pressure), the heading covers the following types of appliances (fixed, mobile or self-propelled): (1) Sprinklers and sprayers for lawns, orchards, etc. (e.g., rotating and oscillating sprinklers). (2) Hydraulic appliances designed for washing out minerals (e.g., auriferous sand) from hillsides, etc., by projecting a powerful jet of water, and water-jet barking machines used in the paper industry.
The heading also covers mechanical devices for washing the windscreens and headlamps of motor vehicles, and flame-throwers used for destroying weeds or for other agricultural purposes. The heading excludes: (a) insecticides put up in pressurised containers fitted with simple discharge valves (heading 3808); (b) nozzles for hose-pipes (Section XV, or heading 8481 if they are fitted with taps, cocks, valves or other devices for regulating the flow of liquid); (c) medical appliances of heading 9018; (d) scent sprayers and similar toilet sprayers (heading 9616). (E) IRRIGATION SYSTEMS These irrigation systems, consisting of various components connected to one another, generally comprise: (i) a control station (mesh filters, fertiliser injectors, metering valves, check valves, pressure regulators, pressure gauges, air vents, etc.); (ii) an underground network (distribution lines and branch lines which carry the water from the control station to the irrigation area); and (iii) a surface network (drip lines fitted with dripper outlets). Such systems are classified in this heading as functional units as described in Note 4 to Section XVI (see the General Explanatory Note to that Section). The heading also covers: (1) Machines for coating various articles (e.g., lids, cardboard containers, boxes) by spraying them with paraffin wax or molten wax. (2) Electrostatic painting appliances consisting of a spray gun connected to the paint reservoir by a flexible tube through which the paint is fed, and by an electric cable to a high-voltage generator. The electrostatic field formed between the object to be painted and the spray gun attracts to that object the particles of paint atomised by compressed air and prevents their dispersal. (3) Industrial robots specially designed for projecting or spraying liquids or powders. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), the heading covers parts of the appliances and apparatus of this heading. Thus, parts falling in this heading include, inter alia, reservoirs for sprayers, spray nozzles, tubes and heads of turbulence sprayers, other than those of the kinds falling in heading 8481. The heading also excludes: (a) hand-operated oil cans and grease guns (heading 8205), and grease guns operated by compressed air and other lubricating equipment with forced feed of lubricant (heading 8467); (b) steam soot blowers for boilers (heading 8404);
(c) furnace burners (heading 8416); (d) machinery for cleaning casks or other containers by means of a jet of water, steam, sand, etc. (heading 8422); (e) ink-jet printing machines (heading 8443); (f) automatic vending machines for spraying aromatic substances, of the perfume-spray type (heading 8476); (g) machinery for spreading mortar or concrete evenly, or for spreading gravel on road or similar surfaces (heading 8479); (h) salt and sand spreaders for snow clearing, designed to be mounted on a lorry (heading 8479); (ij) spraying appliances for etching, developing, stripping resist or cleaning semiconductor wafers and flat panel displays; machines for cleaning and removing contaminants from the metal leads of semiconductor packages prior to electroplating (high-pressure jet cleaning) (heading 8486); (k) electric machines and apparatus for hot spraying of metals or cermets (heading 8515); (l) dental jet drills (heading 90 18) and aerosol therapy apparatus (heading 9019). Subheading Explanatory Notes. Subheading 8424 20 This subheading covers the appliances described in Item (B) of the Explanatory Note to heading 8424. Subheading 8424 41 The term «portable sprayers» means spraying appliances which the user can pull along or carry by a handle or on one or two shoulder straps. This subheading covers pressure sprayers (which may be sold as «spray guns»), consisting of a pressurised reservoir fitted with an integral pressure pump and a funnel, a carrying strap, a flexible hose and a hand-held spray wand fitted with a brass tube and an adjustable nozzle; all the elements of the sprayer have physical characteristics which clearly make them most suitable for use in agriculture or horticulture (e.g., a working pressure of 3 bar, a capacity of 5 l, a nozzle with an adjustable orifice). Other examples of portable sprayers of this subheading are knapsack sprayers with a hand lever pump, motorised knapsack sprayers, motorised knapsack mist-blowers, portable sprayers with rotary atomisers and boom sprayers pulled or pushed by hand. This subheading excludes hot and cold fog generators.
