Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

With the exception of lifting and handling machinery of headings 8425 to 8427, this heading covers a wide range of machinery for the mechanical movement of materials, goods, etc. (lifting, conveying, loading, unloading, etc.). They are included in this heading even if they are specifically intended for use in a separate branch of industry, such as agriculture, metallurgy, etc. This heading includes loading -
handling equipment not only for solid materials but also similar equipment for liquids or gases. However, the heading excludes liquid elevators of heading 8413, and also floating docks, caissons and similar marine lifting and salvage appliances working solely on the principle of hydrostatic buoyancy (heading 8905 or 8907). The provisions of the Explanatory Note to heading 8426 apply, mutatis mutandis, to the machinery of this heading as regards self-propelled and other mobile machines, multi-function machines, and lifting, loading, handling, etc., machines designed for use as part of other machines or for mounting on the transport equipment or vessels of Section XVII. The heading covers lifting or handling machines usually employing systems of pulleys, winches or jacks, which often incorporate a large amount of static steel structures, etc. These static structural elements (e.g., pylons specially designed for aerial ropeways, etc.) are classified in this heading when they are presented as parts of a more or less complete handling machine. When presented separately, they fall in heading 8431 provided they are fitted with, or designed to be fitted with, the mechanical elements necessary for the working of the moving parts of the whole installation (wheels, rollers, pulleys, running or guide rails and other parts). Otherwise these structural elements fall in heading 7308. These most complex machines include: (I) MACHINES OF THE DISCONTINUOUS-ACTION TYPE (A) Lifts are usually operated by winch and cable or by a plunger actuated by water, air or oil. They are used for raising or lowering a passenger cage or goods platform between vertical guides and are usually fitted with counterweights. Control, stopping, safety and other equipment, whether or not electrical, is also classified in this heading provided it is presented with the lift. The heading also covers hand-operated lifts. Lifts or hoists driven by rack and pinion also fall in this category. These lifts and hoists consist of a lift car fitted with a motor driving the pinion, and a mast fitted with a toothed rack. On engaging with the pinion, the rack guides the movement of the lift car along the mast downwards or upwards at a controlled speed. This category includes so-called "ship lifts", i.e., very powerful installations using hydraulic systems or jacks to raise a water-filled lock chamber containing a vessel from one canal level to another (replacing conventional locks). (B) Skip hoists are a kind of lift for raising containers of bulk materials along an inclined or vertical shaft. They are used for raising coal from pits, for delivering ore, limestone, fuel, etc., to blast furnaces, lime kilns and other installations. The heading also covers skips for skip hoists, i.e., large metal containers or hoppers, often fitted with automatic
opening bottom. Mine skips are usually equipped with a cab for miners, which is installed on top of the cargo bunker. (B) Certain lifting machines: (1) Lifting mechanisms such as a lifting gate, consisting of a winch mounted on a bipedal or tripod support. (2) Drilling derricks for the lifting of drilling pipes, etc., in the drilling of oil and other wells (other than those installed on trucks, etc., see the HS Explanatory Note to heading 8426). (3) Telfers operate on a principle similar to bridge cranes or bridge overloaders. Lifting trolleys move (sometimes for a considerable distance) on rails fixed on pylons at a certain height. (G) Cable cars are large winch-powered installations designed mainly for the delivery of passengers or goods in the mountains. They consist of load-bearing and traction ropes fixed on pylons, and two cabins (or buckets, containers, etc.) that rise and fall along the load-bearing rope. (D) Funiculars operate on the same principle as cable cars, only their trailers move on rails. In this case, the heading covers only the traction mechanism and the winch and excludes the trailers (heading 8605) and the rail track (heading 7302 or 8608, depending on the type). (E) Wagon rollers are platforms equipped with guide rails or grooves in such a way that the wagon can be placed in the desired position, fixed in this position and then empty it by tilting, overturning or rotating the entire rolling mechanism by means of jacks or other lifting system. This heading also includes wagon-shaking mechanisms which facilitate emptying of bunker-type wagons. (A) Elevators are used to continuously lift the flow of goods or people in a vertical or inclined direction. They consist mainly of a number of carriers of various types, attached at intervals to the connecting device, which rotates as a b infinite circuit. Elevators include: bucket lifts for bulk or granular materials, platform lifts for boxes, parcels, etc., noria for lifting bags, barrels, straw bundles, sheaves and other loads, as well as multi-cab continuous lifts for passengers, etc. (B) Escalators and moving tracks. Conveyors are used to transport goods usually in a horizontal direction, sometimes over very long distances (in mines, quarries and other facilities). They include: (1) Conveyors that move goods continuously by moving load-bearing or pushing elements, for example, bucket, tray, plate conveyors; scraper or screw conveyors (in which materials are fed through the trough, respectively, by a pushing plate or worm); belt, plate, chain and other conveyors. (2) Conveyors consisting of a group of rollers with a drive engine (for example, conveyors that are used to supply steel to a crimping mill). In this
The heading also includes roller conveyors without drive, which are usually installed on bearings (for example, horizontal roller tracks for the transport of boxes and other containers, and gravity roller conveyors). However, this heading does not cover similar equipment not fitted with rollers, such as straight, curved or spiral gutters (heading 7308, 7325 or 7326, depending on the species). (3) Vibrational or swinging conveyors, driven by the oscillating or reciprocating movement of the tray that carries the goods. (D) Pneumatic lifts and conveyors (e.g. pneumatic tube conveyors) in which small containers (for documents, small parts or other articles) or bulk materials (grain, straw, hay, sawdust, pulverized coal, etc.) are transported through the pipe by air (including similar machines for transporting and cleaning grain). (E) Roller supports (with roller wheels for furniture), similar to roller conveyors. They consist of a series of tubular racks, reinforced in the floor of the production room. The top of each support consists of a roller on bearings rotating freely in all directions, so that all supports are a roller table system (for example, to move sheet metal in rolling mills). (F) Cable lifting or towing machines, including endless towing ropes or chains that are in continuous motion. These machines are designed for rolling back wagons (e.g. mine trolleys and rollover trolleys), for towing barges, sledges, etc., for transporting passengers (ski lifts), etc. (III) OTHER SPECIAL OR TRANSPORT MACHINES (A) Mechanisms for moving locomotives or wagons, designed to transfer locomotives, trolleys, etc. from one path to another. (B) Pushers of various types of wagons, e.g.: (1) Apparatus fitted between the rails, usually consisting of two pistons operated by a mechanical actuator, which make reciprocal movement, engage with the axles and push the wagon trolleys forward. (2) Hydraulic plunger or piston machines for pushing mine trolleys into mine cages, etc. (3) Self-propelled single-wheeled cars moving on one rail of the railway track. They should be held by a walking worker in the same way as wheelbarrows. They are driven by small gasoline engines. It should be noted that small tractors, sometimes referred to as “wagon pushers” and used for this purpose, are not included in this heading (heading 8701). (C) Mechanical loaders used for loading coal, ore, excavated earth, pebbles, sand and other bulk materials. These machines are usually used in conjunction with a conveyor or elevator (swinging conveyor-reloader, lift conveyor-reloader and other mechanisms). (D) Auxiliary mechanical devices for manipulating pneumatic, hydraulic or electrical hand tools
(drills, pneumatic hammers and others). These appliances serve to hold the tool or to feed it during work. For example, pneumatic pushers and pneumatic tool feeds; boring and drilling appliances, drill carriages; mechanical balancing devices for suspending the tool during work. However, the heading excludes simple static supports and the like. (E) Industrial robots specially designed for lifting, moving, loading or unloading. (F) Mechanical ladders consisting of extending sections, operated by some mechanism (e.g., a pulley tackle or a winch). (G) Mechanically propelled wheeled platforms (of the dolly type) for mounting and manoeuvring cinematographic cameras. (H) Remote-controlled mechanical manipulators, whether stationary or mobile, for handling radioactive products, consisting of a lever mechanism located outside the protective cell and operated by the hand of the operator, and a lever mechanism located inside the cell which reproduces the movements of the operator. The movement is transmitted by mechanical, hydraulic, pneumatic or electrical devices. Manipulators held in the hands during work (as hand tools) fall in heading 8203, 8204 or 8205. (IJ) Self-propelled or non-self-propelled platforms for container or pallet operations, used at airports for loading and unloading aircraft. This equipment consists essentially of a lifting platform supported by two diagonal crossed beams. The platform is fitted with a moving belt for conveying loads. This equipment is not designed for transporting containers or pallets even over short distances. It is positioned unloaded beside the aircraft and is used only directly at the aircraft. (K) Automatic bottle palletisers – electrically driven machines designed for automatically aligning empty bottles in rows of a given length (using powered or roller conveyors) and then moving the aligned rows onto a pallet for layer stacking. These palletisers, which do not perform filling, closing or sealing operations on bottles, nor the affixing of labels or stickers to bottles, may be used either separately or as part of production lines in combination with other machines performing such functions as filling or packing bottles in heat-shrinkable packing material. (L) Patient lifts. These are devices with a supporting structure and a seat for raising and lowering a seated person, e.g., into a bath or onto a bed. The movable seat is fixed to the supporting structure by means of ropes or chains. (M) Stair lifts. These are lifting devices fitted with a load platform, fixed to the handrail, to the wall or to the steps of a staircase and used for moving disabled persons or wheelchairs with disabled persons down or up the staircase. Lifting or handling devices are often used for furnaces, converters, rolling mills and other installations. For example, machines for charging, positioning or discharging the workpieces; for operating doors, lids, fireboxes and other devices; tipping or tilting machines. When these machines form separate constructionally distinct units which can be clearly identified
from furnaces and other installations, they fall in this heading even if presented together with the furnaces and other installations. The following machines may serve as examples: (1) Coke-oven discharging machines, which move backwards and forwards behind a row of ovens. They are equipped with a mechanical ram which opens the doors and discharges the oven. (2) Ram or piston charging machines for converters of the "Siemens-Martin" type and other units. (3) Special lifting machines for opening the lids of metallurgical roasting or soaking pits or for unloading ingots. (4) Manipulators, tilters and other devices for performing movement operations on ingots, forgings and other articles. (5) Machines used in certain types of furnaces for charging or discharging materials during process operations by means of cylinders fitted with mechanical pushers or rams. It should, however, be noted that this heading excludes lifting or handling machines designed to be fitted in furnaces, converters, etc., or to form a single unit with such installations, provided that they are presented together with the furnaces and other installations, etc. (see headings 8417, 8454, 8455 and others). When presented separately, these machines fall in this heading. It should be noted that this heading also excludes mechanical stokers, mechanical grates and similar appliances (heading 8416). PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the machines of this heading fall in heading 8431. This heading also excludes: (a) liquid elevators of the bucket, chain, screw, band or similar types (heading 8413); (b) machinery for sorting, screening, separating or washing earth, stone, ores or other mineral substances in solid form (heading 8474); (c) passenger boarding bridges (heading 8479); (d) machines and apparatus used solely or principally for lifting, handling, loading or unloading boules, wafers, semiconductor devices, electronic integrated circuits or flat panel displays (heading 8486); (e) turntables of heading 8608; (f) dumpers (heading 8704).
