Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8448 51 - Platinums, needles and other elements for the formation of loops, seams, stitches, weaves 8448 59 - other

This heading includes: (I) All auxiliary machinery and equipment which perform, separately or simultaneously, a function complementary to that of the machinery referred to in heading 8444, 8445, 8446 or 8447 (in particular spinning machines, looms, knitting machines or embroidery machines). These auxiliary machines can either extend the capabilities of the main machines (as in the case of remis lifting coaches to and Jacquard machines), or mechanically perform a specific function necessary for the normal operation of the main machine (as in the case of stop mechanisms at the break of the base or duck, machines for tying the base). (II) Parts of machinery of this heading and parts of machinery of heading 8444, 8445, 8446 or 8447 (see general provisions to section XVI). (III) Miscellaneous accessories used with machines of heading 8444, 8445, 8446 or 8447 or of this heading; in general, the term "accessions" refers to equipment which is not an integral part of machinery which is interchangeable and must be replaced frequently (for example, by reason of rapid wear and tear or, if necessary, replacement for different types of work). (A) Auxiliary Equipment to this category of goods includes: (1) Auxiliary equipment for use with spinning machines, for example, automatic devices that remove fully wound packs and replace them with empty cartridges, as well as mobile devices for installing rows of empty cartridges. (2) Stands or frames for weaving navoi. These struts hold the weaving navoi in the process of slicing or during the winding of the weaving navoi; in some cases they hold the weaving navoi in the process of weaving. (3) Remis lifting carriages and jacquard machines, which are used to obtain more complex weaving on the loom than is possible without these mechanisms. Remis lifting carriages control the lifting of a large number of remises, and Jacquard machines provide the lifting of individual threads of the base. They are controlled by several slats with protruding pins that form cardboard, or in many cases (notably Jacquard machines) – a set of perforated cards loosely connected to form continuous cardboard. These pins or needles, some of which begin to move in accordance with the perforation of the cards, actuate the mechanism of lifting the threads of the base. Similar mechanisms (Verdol machines) work with continuous punch tapes. (4) Mechanisms for installation on Jacquard machines for the purpose of leaving certain cards in place when more than one thread is inserted. This reduces the number of cards required and increases the speed of weaving. (5) Machines for cross-linking perforated cards to be assembled into cardboard ready for use on Jacquard machines.

(6) Warp or weft stop motions. These mechanisms cause the immediate stopping of the loom in the event of breakage of a warp thread or a weft thread; and also weft package feelers for ensuring continuous feeding of the weft threads by changing the package when necessary. This heading covers equipment of this type whether electric or non-electric. (7) Knotters. These are small mechanisms mounted on the loom above the sheet of warp threads and used for joining them in case of breakage during weaving. This heading excludes the warp-tying or warp-drawing-in machines of heading 8445. (8) Leno devices, which, during weaving, cross certain warp threads to form loops through which the weft threads pass. They are used for producing gauze and other leno fabrics. (9) Swivel shuttle mechanisms. These devices enable a swivel shuttle to pass between certain warp threads to produce stitched patterns. (10) Warp pile devices. These devices, by alternating movement of the reed, form loops on one or both sides of the fabric (terry fabrics, etc.). (11) Selvedge-forming machines. When a wide loom is used for the simultaneous production of several narrow fabrics, these machines produce a leno weave or overstitch the edge of the fabrics at which the weft threads are to be cut to separate the narrow fabrics. (12) Devices containing photoelectric cells, which detect defects in articles during knitting, in yarn during winding on a warping machine, etc., and stop the machine with which they are used when a defect is detected. (13) Automatic cop-changing devices for looms. (14) Mechanisms for inserting drop wires into automatic stop motions. (15) Warp protectors for warping, sizing and knitting machines. (16) Bobbin holders. (17) Grid bars and beaters (beater blades) for opening machines, and beaters for mechanical quilting machines. (18) Cylinders and drums for mechanical quilting machines, and for carding or combing machines. (19) Agitators, drums and cylinders for wool-washing machines or oiling machines. (20) Drafting systems for drawing frames, roving frames or ring spinning frames, and cylinders for them. (21) Mechanical yarn clearers of simple construction for winding machines, designed for removing knots and other yarn defects. Some of the above devices may form an integral part of certain looms (Jacquard looms, automatic looms and

etc.). On a separate presentation, they are classified in this heading not as auxiliary equipment but as parts of machinery of heading 8444, 8445, 8446 or 8447. (b) PARTS AND PRACTICES This category of goods includes: (1) Spoolers for holding bolts in the process of resting. (2) Spinner spindles and rods for spinning machines. (3) Centrifugal circles (often plastic) in which chemical threads are laid in the form of cakes during their production. (4) Crests for comb machines; falling combs, that is, needle slats used on rowing tape machines. (5) A needle-shaped headset (including narrow tapes known as needle tapes) with wire needles and an all-metal saw-shaped headset. (6) Runners, which are open rings mounted on the spinning rings of the spinning frame to ensure the torsion necessary for the formation of yarn. (7) Molding tips, filters, etc., used in the molding of chemical filaments, including those made of precious metals, but excluding those made of ceramics (heading 6909) or glass (heading 7020). (8) Guides for thread (but not of glass or ceramics, see headings 7020 and 6909, or consisting wholly of ag ata or other precious or semi-precious stones, see heading 7116). (9) Weaving waxes, from which the threads of the base are wound in the process of weaving. (10) Byrd for looms (including adjustable expanding rows). They make the surf of each refinement to the previous one in the process of weaving. (11) Frames on which remakes of looms are mounted. (12) Shuttles, with the exception of spools on which yarn (thread) is wound. (13) Metallic galleys, both plate-shaped and made of two twisted wire segments, with eyes through which the base threads pass, and metal garters that connect the remise frames to the yawning mechanism. This heading does not cover straps and garters of yarn or cords (heading 5911). (14) Faces, thin metal weights with holes at the upper ends for attachment to each arcade cord of the loom. (15) Frame and cassette boards, i.e. perforated boards (usually made of wood or vulcanized fiber) used with Jacquard or similar machines. (16) Jacquard machine hooks: A large number of these special latching hooks are used in Jacquard machines to connect arcade cords to frame cords. (17) Knitting machine needles, such as hook needles, including knives to cut pile and needles of canvas dissolution machines, tongue needles (called

also latch needles), with one or two latches, compound needles in which the latch is replaced by a sliding closing element, tubular needles, hook needles for chain-stitch machines. (18) Needle bars, combs, pushers, etc., of machines for making tulle or lace and of embroidery machines. (19) Jacks for knitting machines. (20) Elastic sleeves of plastics for pressure rollers. (22) Sinkers for knitting machines, e.g., holding-down sinkers, forming sinkers, knock-over sinkers, comb sinkers, double-nosed sinkers, yarn-guiding sinkers, Jacquard sinkers. These parts are made of thin steel plates approximately 0.1 – 2 mm thick with a very wide variety of profiles, which assist the needles (mainly bearded or latch needles) in forming the loops. (23) Auxiliary loop-forming devices, e.g., wave mechanisms, their guides, pattern mechanism knives, spreaders, pins and pushers. (24) Weavers' beams, sectional beams and beam trays, beam brakes and automatic beam let-off regulators. (25) Plates and hanging hooks of knives, and teeth for combs.
