Drying machines, of a dry linen capacity <= 10 kg (excl. centrifugal driers)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers a wide range of machinery used for the functions indicated below: (I) For washing, bleaching, wringing, cleaning, ironing, dyeing, drying or similar operations on textile yarns, fabrics or made up textile articles, but excluding household or laundry-type washing machines (heading 8450). (II) For dressing or finishing yarn or fabric after spinning or weaving respectively, to impart certain properties or to improve the appearance (e.g., shearing, fulling, glazing) or to impart special new qualities (e.g., by impregnation or coating), but excluding machines for finishing felt or fur felt (heading 8449). (III) For reeling, unreeling, folding, cutting or piercing textile fabrics. Many of the machines and appliances of this heading consist simply of baths, tanks, vats or other vessels fitted with simple mechanical devices such as rollers for feeding the yarn or fabric or for squeezing out surplus moisture, agitating paddles, etc. Such equipment is used for various washing, bleaching, dyeing, cleaning, etc., operations or for finishing operations involving coating or impregnation (e.g., with size or with preparations for rendering waterproof, crease-resistant, fire-resistant, moth-proof, rot-proof, etc.). For equipment to be classified in this heading, it must have the mechanical features referred to above and must be clearly intended for the treatment of textile materials. (A) WASHING, WRINGING, IRONING OR PRESSING MACHINES, WITH OR WITHOUT HEATING DEVICES This category includes:
(1) Industrial washing or scouring machines, other than the washing machines of heading 8450, for yarn or fabrics or made up textile articles. The heading includes, for example, tunnel washing machines through which hanks of yarn pass to be successively washed by jets and dried, and batch-type festoon washing machines for textile articles. The heading covers industrial washing machines used in the process of manufacturing fabrics and textiles, the equipment of which is used for finishing or desizing the articles produced. (2) Wringing machines and mangles. (3) Vibratory and shaking machines, used in laundries for disentangling damp articles and spreading them out for ironing. (4) Ironing machines and steam presses for garments (including fusing presses), but excluding calendering-type ironing machines for domestic or other use, of heading 8420.
(B) WHITE OR DRESSING MACHINES These include jay boxes used in bleaching or other liquid finishing operations; they consist mainly of a vertically arranged two-sleeved J-shaped bath equipped with internal steam nozzles and rollers to feed the cloth. The fabric, pre-impregnated, when passing through the bath with a bleaching solution, enters a longer sleeve, where it is in the time required to ensure whitening, after which it comes out of the shorter sleeve. Other machines of this category are mainly machines of the type of bathtubs already mentioned earlier, which are adapted for the processing of certain types of textile products (for example, yarn in rolls or tangles, or on reels, etc., pieces of canvas or articles). This category also includes machines for dyeing or appreting piece textiles in a straightened state; a necessary feature of such machines is the presence of a number of rollers for pressing excess moisture. (C) Machines for dry cleaning These machines clean with solvents such as gasoline, carbon tetrachloride, etc., instead of water. They are usually complex machines, including, for example, washing devices for circulating fluid through processed products, centrifugal extractors, filters, cleaners and liquid storage tanks. Due to the flammability of many liquids used, these machines usually have an electric motor to drive the washing device and the circulating pump in an explosion-proof design. (D) Drying machines are classified in this heading only if they are designed specifically for drying textile yarn, fabrics or articles. These machines are represented by two main types: machines consisting mainly of a closed chamber in which products are exposed to hot air, and machines in which fabrics pass through heated rollers.
The heading excludes driers which are not designed for treating textile articles (heading 8419), and centrifugal driers (heading 8421). (E) DRESSING OR FINISHING MACHINES This category includes: (1) Mercerising machines, in which the yarn or fabric is treated with a solution of caustic soda. (2) Beetling machines, in which rows of hammers with wooden or cast-steel heads, mounted spirally on a shaft, compact the fabric by pounding; they reduce the spaces between the threads of the fabric and improve its lustre. (3) Rotary fulling machines. These machines compact the warp and weft threads of the fabric and produce a partial felting effect on the surface. Hammer machines, used mainly in the manufacture of felt or fur felt, are excluded from this heading (heading 8449). (4) Burling machines used for removing defects or burr particles remaining in the fabric. (5) Raising machines used for raising a nap on the surface of the fabric. Such machines consist essentially of a large drum fitted with bars or frames in which teasels are mounted, or of smaller drums covered with fine needles. (6) Machines for beating the reverse side of the fabric in order to raise a nap on its surface. (7) Shearing machines for levelling the height of the nap after raising; similar machines are used in finishing velvet. A patterned effect may be obtained by using notched supporting plates or rollers. (8) Ratining machines or ribbed-fabric machines, used for creating waves or ribs on napped fabric by rolling and twisting tufts of fibres. They consist of a plush-covered table above which another table (covered with rubber, felt or emery cloth) oscillates with a small amplitude and rotates. (9) Brushing machines, containing rotating cylindrical brushes for cleaning the fabric after raising or shearing. (10) Singeing machines for removing fuzz from yarn or fabric. This is achieved by passing the fabric rapidly over heated cylinders or curved plates, or over gas burners. (11) Machines for polishing or glazing cords, and for polishing silk yarn in hanks or silk fabric. (12) Emerizing machines for obtaining a smooth and even fabric surface. (13) Cylinder presses working on a flat or semicircular bed, for imparting a surface lustre or gloss. Calenders (heading 84 20) and general-purpose hydraulic presses (heading 8479) are also used for this purpose. (14) Decatising machines, in which the fabric is treated with steam in order to shrink it and fix the final finish; similar machines for conditioning yarn or fabric by steaming.
(15) Shifting machines for fabric alignment in width. (16) Shrinking machines, which provide a denser arrangement of the duck threads to obtain a denser structure of tissue, which thereafter is little susceptible to shrinkage. (17) Machines for coating or impregnation, ensuring the application of special surface coatings on yarn or cloth or impregnating them with special preparations (for example, resins, starch, mud, waxes, plastics, rubber or waterproof preparations). This heading covers machines for coating fabrics, cardboard, etc., in the manufacture of floor coverings such as linoleum, as well as apprette machines described in (B) above. (18) Machines for the manufacture of shaped yarn, in which special effects are obtained after spinning and rotting yarn (for example, machines for decorating yarn with small drops of gelatin or wax).
(F) MACHINES FOR REELING, UNREELING, FOLDING, CUTTING OR PINKING FABRICS This category includes: (1) Folding or rolling machines, which fold the fabric lengthwise or widthwise or wind it on a roller; and also inspection machines incorporating folding or winding devices, for checking fabrics for defects. Any of these machines may be combined with measuring equipment. (2) Machines for cutting or pinking fabrics, including machines for cutting out patterns or garment parts, etc. This heading also covers the following equipment: (1) Steaming apparatus (steam-air dummies, busts for steam pressing) for outer garments. (2) Equipment and apparatus (tables, etc.) for folding ironed articles (e.g., handkerchiefs, sheets, tablecloths). (3) Machines and equipment for boiling and washing woollen fabrics to clean them before bleaching or dyeing. (4) Machines for desizing fabrics before bleaching or dyeing. (5) * Machines for treating fabrics with sodium or potassium lye before bleaching or dyeing. (6) Steaming machines for damping yarn, fabric and other textile articles. (7) Forming and stabilising machines (heat-setting), including forming and finishing machines for treating socks or stockings. (8) Machines for impregnating and stretching fabrics for pneumatic tyres. (9) Machines for impregnating textile ribbons for typewriters and similar articles with ink paste.
(10) Machines for removing finishing preparations from fabrics. (11) Tissue flocculating machines (e.g. electrostatic flocating machines). (12) Plipping machines for fabrics. (13) Devices for cleaning carpets where they are located by injecting liquid cleaning agent into the carpet and then extracting it by suction, intended for use in establishments (other than residential areas) such as hotels, motels, hospitals, offices, restaurants and schools. Subject to the general provisions concerning the classification of parts (see the general provisions of Section XVI), this heading also includes parts for machinery and equipment of the heading. This heading also excludes: (a) autoclaves enclosed in a steam jacket of tanks and other heating appliances which cannot be identified as being intended for the heat treatment of textile materials (heading 8419); (b) calenders (for glossing, ravine, ironing, embossing, moire effect, etc.) and their shafts (heading 8420); (c) centrifugal dryers and other centrifuges (heading 8421).
