8452 10 — Sewing machines of the household type

Sewing machines of the household type

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8452 4 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8452 Sewing machines, other than book-sewing machines of heading 8440; furniture, bases and covers specially designed for sewing machines; sewing machine needles (+): 8452 10 – Sewing machines of the household type – Other sewing machines: 8452 21 – – Automatic units 8452 29 – – Other 8452 30 – Sewing machine needles 8452 90 – Furniture, bases and covers specially designed for sewing machines and parts thereof; other parts of sewing machines

(A) SEWING MACHINES The sewing machines and sewing machine heads covered by this heading are designed for sewing together two or more pieces of textile material, leather, etc. This heading includes sewing machines which, in addition to ordinary sewing, can perform purely decorative work (e.g., embroidery); however, machines designed solely for embroidering (including decorative stitching) fall in heading 8447. Book-sewing machines fall in heading 8440, and stitch-bonding machines and other needle-punching machines in heading 8447. Except when performing certain embroidery work, such machines normally work with two threads, one of which is inserted by the needle while the other is laid from below by the shuttle. They usually have one needle and one shuttle, but may be equipped with several needles and shuttles (e.g., for producing double or triple seams).

Electric sewing machines with a built-in electric motor, whether for domestic or other use, fall in this heading. In addition to ordinary sewing machines used at home or by tailors, clothing manufacturers, etc., the heading also covers special machines which may be used only for certain other kinds of sewing, such as: (1) Sewing machines used in the manufacture or repair of footwear or for sewing other leather articles. (2) Buttonhole machines; these may incorporate a device for cutting the buttonholes. (3) Button-sewing machines. (4) Machines for sewing straw hats. (5) Machines for sewing furskin articles. (6) Machines for sewing up sacks after filling (with flour or cement, etc.); these machines may be suspended and usually have no shuttles. (7) Machines for sewing up holes in sacks. (8) Overedge stitch sewing machines for manufacturing sacks, for finishing the edges of blankets, carpets, etc. (9) Machines for turning edges or hemming blankets. (10) Machines for linking edge to edge the pieces of knitted articles. Apart from sewing, some machines of this heading may also perform other operations, e.g., trimming, piercing, perforating or pleating textile materials, leather, paper, etc. (B) FURNITURE, BASES AND COVERS SPECIALLY DESIGNED FOR SEWING MACHINES For example, stands which can be used as tables or cabinets, and parts of such furniture (drawers or leaves, etc.), as well as bases and covers, fall in this heading even if presented separately. Separate boxes designed essentially for protection or transport, when presented separately, fall in their appropriate headings. (C) SEWING MACHINE NEEDLES This heading covers not only needles for the types of sewing machines described above, but also, provided they are needles of the sewing machine type (usually with the eye near the point), needles for the book-sewing machines of heading 8440 or for the embroidery machines of heading 8447. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), this heading also covers parts (e.g., stands and shuttles) of the machines of this heading. Bobbins, however, are classified according to their constituent material. The heading excludes toy sewing machines (heading 9503). Subheading Explanatory Note. Subheading 8452 10

Subheading 8452 10 covers the following sewing machines and sewing machine heads, each of which is capable of performing at least the lock-stitch sewing operation: (a) Machines with treadle or hand drive; (b) Machines incorporating an electric motor of a power not exceeding 120 W; (c) Power-driven machines presented without a motor, with heads weighing not more than 16 kg. This subheading also covers sewing machines known as "overlockers" or overedge-stitch machines with a built-in electric motor of a power not exceeding 120 W, which work with three, four or five thread guides, and sewing machine heads similar in design and performance to those described above, which work with a stitch other than lock stitch but are nevertheless designed for domestic use, so that their working speed does not normally exceed 1500 stitches in 1 minute. This subheading also covers hand-held battery-operated sewing machines which sew with a single-thread chain stitch. However, this subheading does not cover sewing machines designed to perform special functions, such as buttonholing or sewing up filled sacks.
