Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers certain machine-tools for finishing the surface of metal or cermets, other than gear cutting, gear grinding or gear finishing machines (heading 8461). These machines work by removing material by means of grinding stones, abrasives or polishing products. In this heading the term "polishing products" means: (1) Polishing wheels made of metal carbides, steel, soft metals, wood, felt or fur felt, textile material or leather. (2) Wire brushes. (3) Polishing pads. The machines are generally power-operated, but similar hand- or pedal-operated machines also fall in this heading. The latter are distinguished from the hand tools of heading 8205 and from the tools for working in the hand of heading 8467 by the fact that they are usually designed to be fixed to the floor, a bench, a wall or to another machine and are therefore fitted with a base plate, mounting frame, bed, etc. The heading includes: (1) Deburring machines using metal brushes or abrasive tools for fettling castings or the rough edges of cut metal. (2) Sharpening machines (tool or cutter grinders), including machines for grinding the cermet or hard alloy cutting edges of tools, as well as machines for sharpening the clothing of carding machines. (3) Grinding machines of various types (e.g., internal grinders, centreless grinders, surface grinders, thread grinders, machines for grinding valves and valve seats), whose function is to bring to a specified degree of precision the work done by other machine-tools. This category includes, for example: (i) Centreless grinding machines. These machines are characterised by the absence of a spindle and by the presence of two abrasive wheels (grinding and regulating) and a work rest blade on which the workpiece rests. (ii) Cylindrical grinding machines. These machines are characterised by having a spindle and a support which holds and moves the workpiece, as well as one or more grinding wheels. They can work the external surface of the workpiece, its internal surface or both surfaces. (4) Honing and lapping machines for obtaining precisely mating surfaces. (5) Polishing machines for finishing the surfaces of parts. (6) Engraving machines, other than those of heading 8459 or 8461. PARTS AND ACCESSORIES
Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories (other than tools of Chapter 82) of the machines of this heading fall in heading 8466. The heading excludes: (a) Hand tools or grinding wheels, hand- or pedal-operated (heading 8205). (b) Sand-blasting machines (heading 8424). (c) Machine-tools for working any material by removal of material, by laser or other light or photon beam, ultrasonic, electro-discharge, electro-chemical, electron beam, ionic-beam or plasma arc processes; water-jet cutting machines (heading 8456). (d) Machining centres, unit construction machines (single station) and multi-station transfer machines, for working metal (heading 8457). (e) Tools for working in the hand, pneumatic, hydraulic or with self-contained electric or non-electric motor (heading 8467). (f) Rotating drums for removing moulding sand, scale or for polishing metal articles (heading 8479). (g) Testing machines and appliances (heading 9024). Subheading Explanatory Notes. Subheadings 8460 12, 8460 22, 8460 23, 8460 24 and 8460 31 See the Explanatory Note to subheadings 8458 11 and 8458 91 concerning the term "numerically controlled".
