8461 50 — Sawing or cutting-off machines, for working metals, metal carbides or cermets (excl. machines for working in the hand)

Sawing or cutting-off machines, for working metals, metal carbides or cermets (excl. machines for working in the hand)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8461 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8461 Machine-tools for planing, shaping, slotting, broaching, gear cutting, gear grinding or gear finishing, sawing, cutting-off and other machine-tools working by removing metal or cermets, not elsewhere specified or included: 8461 20 – Shaping or slotting machines 8461 30 – Broaching machines 8461 40 – Gear cutting, gear grinding or gear finishing machines 8461 50 – Sawing or cutting-off machines 8461 90 – Other

This heading covers machines for the processing of metals or ceramics by removal of material, not elsewhere specified or included. Machine tools are generally mechanically driven, but similar machine tools with manual or foot drive are also included in this heading. These latter can be distinguished from the hand tools of heading 8205 and from the hand tools of heading 8467 in that they are generally designed to be mounted on the floor, workbench, wall or other machine and are therefore supplied with a support plate, mounting frame, stanina, etc. This heading covers (1) Longitudinal cutting machines designed to treat the outer plane or cross-sectional surfaces of a product with a tool having a single cutting edge. These include machines in which the tool is stationary, and the table on which the processed product is installed performs reciprocal-recurring

moving in the plane. However, some large machines, for example, edge-strogal, have a stationary table and are used to turn the bot long products (for example, rails). Some longitudinal planer machines are equipped with one or two additional or auxiliary milling calipers that replace an equal number of planer calipers. Such machines are called "strict milling" and are considered planar despite the fact that you can reduce the speed of the table and use them for milling. They are not to be confused with certain milling machines, which are called "longitudinal milling machines" of heading 8459, which are similar in appearance to longitudinal planing machines, but are equipped with milling calipers only. In addition to planer calipers, longitudinal planer machines can be equipped with one or two grinding carriages. They allow you to use these machines as machines for editing the surface of the tables. Some models are simultaneously equipped with planer calipers, milling calipers and grinding carriages, and other models are equipped with devices that allow to carry out operations of finishing. (2) Transverse planer machines, which are machines that operate according to the method of planing, in which the machined part is stationary, and the tool performs rectilinear reciprocating movements, than they differ from longitudinal planer machines. The departure of the deck limits the course of the tool, so such machines are used to process small parts. (3) Looming machines are machines operating according to the method of planing, in which the processed product is stationary, and the tool makes reciprocal translational movements in vertical or sometimes in an inclined plane. These machines are divided by fields of application into collapsible machines, which are machines characterized by a short carriage stroke; hole-piercing machines used for work, requiring their rapid removal of large quantities of material from products of very large thickness. Such machines use either a movable cutter (with one cutting edge) or a puncher (with four cutting edges); vertical looms; machines with transverse and sleds; machines for cutting grooves (stretching or pushing), the working process in which resembles the process of stretching in stretching machines. The difference between them lies in the tool used. (4) Extending machine tools: A tool (truck) is stretched or pushed through a part or through a hole to machin or plan the surface. Different types of longitudinal machines include horizontal and vertical machines with one sled; twin machines ("duplex") containing two sleds, each of which has its own draw, and firmware presses, which are a vertical machine in which the tool is pressured. (5) Tooth cutting, tooth grinding and tooth finishing machines. This heading covers furrowing machines designed exclusively for the manufacture of gears from cylindrical or conical blanks by the extraction of metal. Tooth cutting machines perform mainly the following operations: modular milling, which uses di cylindrical or conical milling; this process is currently used for the manufacture of cylindrical rectooth gears;

– cutting using reciprocating motion, in which the teeth are made by stitching (directly cutting tool); this process is used for conical and cylindrical gears; – cutting by running-in method, which uses tools such as a worm cutter, a tool for cutting slats (comb) or a tool for cutting gears. This process allows you to cut straight-toothed, oblique and conical gear wheels of external and internal engagement; – abrasive cutting. (6) Saw machines. Depending on the shape of the tool used, these machines include the following: – machines that perform reciprocating movements, or hacksaws, in which the tool is a straight blade with teeth, performing linear reciprocating movements; – roundsaw machines, in which a round and a tool is used, the outer surface of which has teeth and which rotates at high speed; such tools are called cut or slot saws; – tapesaws, which use a very long cloth of saw, one edge of which has a round and a tool for the formation of the horses. (7) Cutting machines. Machines differ from sawing machines by the tools used. They use either incisors similar to turning, or abrasive or metal discs. Cutting machines with cutting tools that use one of these two methods. Machines of the same type work in the same way as lathes, but differ from them in that the recessors cannot perform longitudinal movements like the caliper of a lathe. The other type of machine works like central-drive lathes in which the tool is stationary and the processed product is moved on the caliper. They differ from such machines with central drive in that the product can move only in one direction. Both types of machines can perform only one cutting operation. Machines, working on the principle of lathes, contain a hollow spindle of large diameter, which holds the rotating product. A very short stanza supports one or two recedes of the herring, which can move in a transverse direction. Machines operating on the principle of machine tools with central drive have a movable caliper on which the processed product is installed. The tool is fixed on the machine and contains a crown rotating at high speed, on which the incisors are ring-shaped. Cutting machines with abrasive discs have a design similar to the design of circular saws, but the saw was replaced by a double-sided abrasive disc. Cutting machines with metal discs, also known as friction cutting machines, are characterized by the use of a disk of soft steel, the circumference of which there are no teeth. The disc may have grooves and rotates at such a speed that when the disk approaches the surface of the processed product, the last

melts immediately, even before coming into close contact with the disc. This phenomenon is the result of friction combined with oxidation by the air trapped between the disc and the metal being cut. (8) Filing machines, of the same construction as hacksaw machines, but using a file instead of a saw. (9) Engraving machines, other than those of heading 8459 or 8460. PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories (other than tools of Chapter 82) of the machines of this heading fall in heading 8466. The heading also excludes: (a) Hand tools (heading 8205). (b) Machine-tools for working any material by removal of material, by laser or other light or photon beam, ultrasonic, electro-discharge, electro-chemical, electron beam, ionic-beam or plasma arc processes; water-jet cutting machines (heading 8456). (c) Machining centres, unit construction machines (single station) and multi-station transfer machines, for working metal (heading 8457). (d) Tools for working in the hand, pneumatic, hydraulic or with self-contained electric or non-electric motor (heading 8467). (e) Testing machines and appliances (heading 9024).
