8465 96 — Splitting, slicing or paring machines, for working wood (excl. machining centres)
Splitting, slicing or paring machines, for working wood (excl. machining centres)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers machines for shaping or surface working (including cutting, shaping and assembling) wood (and materials obtained from wood), cork, bone, hardened rubber, hard plastics and similar hard materials (horn, "vegetable ivory" palm wood, mother-of-pearl, ivory, etc.). The heading excludes machines for working materials which, although mentioned in the heading text, do not have the characteristics of hard materials at the moment when their working begins. For this reason, machines for cutting soft plastics or unhardened rubber are excluded (heading 8477). Furthermore, the heading excludes machines for making articles from granules or powder, e.g., machines for moulding plastic materials (heading 8477), machines for agglomerating or moulding particles or fibres of wood or other ligneous material (heading 8479) or other similar machines. Although they may be regarded as machines for working the materials mentioned in the heading text, the heading also excludes machines and appliances the function of which is in general not to work the material or its surface, e.g., machines for drying wood or seasoning it by drying (heading 8419), machines for expanding cork (heading 8419) or machines for pressing, agglomerating or impregnating wood (heading 8479). The machines are generally power-operated, but similar hand- or pedal-operated machines also fall in this heading. The latter can be distinguished from the hand tools of heading 8205 and from the tools for working in the hand of heading 8467 in that they are usually designed for mounting on the floor, a bench, a wall or on another machine, and are therefore provided with a base plate, mounting frame, bed, etc. (A) MACHINES NOT GENERALLY DESIGNED FOR A PARTICULAR INDUSTRY This category includes: (1) Mechanical saws of all types. These work by means of blades or chains, usually provided with teeth. They include: (a) Mechanical saws with a reciprocating tool, e.g., mechanical saws with straight-toothed blades for cross-cutting logs, fret saws, sawing machines with a vertical or horizontal frame for cutting timber into boards. (b) Mechanical saws in which the tool rotates. These include chain saws and band saws, e.g., vertical and horizontal band saws, ripping and edging saws, carriage and table band saws, and also various specialised machines, e.g., multiple band sawing machines for making blocks, strips, friezes, etc., for wooden flooring, and band sawing machines for the paper industry;
(c) mechanical saws in which the tool performs a rotary motion. This large category includes all machines which cut by means of one or more toothed blades moving in a circular motion. It includes, for example, pendulum saws, cut-off saws with straight-line travel of the tool, radial arm saws, block-travel saws for cutting in the longitudinal direction, circular saws for cutting logs, circular cross-cut saws, table saws, sliding table saws, circular saws for cutting panels. (2) Planing-moulding machines and planing machines, which prepare the surface of the workpiece using blades that remove chips from the material. They include machines which work on one or two faces, as well as planing machines which can work up to four faces. (3) Shaping and milling machines, which give the required shape to the workpiece using a profiled rotating tool that removes chips from the material. They include, for example, spindle moulders, single-end tenoning machines, dovetailing machines, slot mortising machines, countersinking machines, milling machines for pattern cutting and for recessing, copying machines (other than lathes), 1-, 2-, 3- or 4-sided moulding machines, profiling machines, rotating-workpiece machines, grooving machines and log milling machines. This category also includes numerically controlled milling machines. (4) Machining centres (see Subheading Note 1 to this Chapter), also known as numerically controlled machining centres. These machines carry out several machining operations and provide automatic tool change from a magazine or other similar device in accordance with a machining programme. This category therefore includes machine-tools which carry out two or more machining operations by automatic tool change from a magazine or other similar device, whereas machine-tools which carry out a single operation with a single tool or with several tools working simultaneously or successively (e.g., multi-spindle drilling machines or multi-tool milling machines) fall in the appropriate subheadings as drilling or milling machines. (5) Grinding, sanding and polishing machines. Grinding machines, which use grinding stones, are used mainly for working articles of hard material, e.g., wood of the "vegetable ivory" palm, hard rubber, horn and ivory. Sanding machines use abrasives to improve the surface finish and also to increase the dimensional accuracy of the work. This category includes oscillating machines, belt sanders using sandpaper, disc sanders using sandpaper, bobbin and drum sanders using sandpaper. This category also includes machines known as finishing machines. Polishing machines impart a lustre by means of belts, drums or flexible rollers and are designed for working workpieces which have previously undergone finishing.
(6) Bending machines, which mechanically change the shape or physical characteristics of the workpiece by acting on its structure. (7) Assembling machines. These include: (a) machines which assemble two or more parts by means of binding agents, adhesives or gummed paper. This category includes veneer splicing machines, assembly machines for gluing strips, panel forming machines, frame clamps, carcass clamps, plywood and laminated wood presses, veneering presses. These machines may also incorporate devices for spreading the adhesive over the surface of the wood; (b) machines which join by means of nails, staples, wire, etc.; (c) machines for joining without binding agents or fasteners, e.g., crimping presses. (8) Drilling machines. They are used exclusively for drilling a round hole by means of a rotating tool (drill or bit). The centre of the tool and that of the hole being drilled lie on a common axis. This category includes single- and multi-spindle drilling machines, knot-boring machines, dowel-hole drilling machines. This category also includes numerically controlled drilling machines. (9) Mortising machines. These machines cut holes of non-cylindrical shape using a chisel, a mortising chain or a bit moved along a set path, e.g., slot mortisers, chisel or chain mortisers. (10) Splitting, punching, chipping, peeling and slicing machines. All these machines work the workpiece mechanically without removing chips from the wood. They include: (a) splitting machines, which break the bond between the fibres by the action of a wedge. They include firewood splitting machines, log splitting machines, root splitting machines, osier, bamboo and rattan splitting machines; (b) punching machines, which obtain the required shape by impact punching, e.g., veneer punching machines; (c) chipping machines, by means of which small pieces of wood of the same size and shape are obtained. They include machines for cutting wood chips, machines for producing small pieces of wood, wood wool machines, as well as firewood splitting and edge trimming machines. However, the heading excludes defibrators for the production of wood pulp (heading 8439); (d) peeling and slicing machines, which use a straight cutting edge to produce thin sheets either by peeling (machines for making thin boards) or by slicing (machines for producing veneers or thin sheets for the manufacture of plywood). This category of equipment also includes veneer peeling machines using straight blades, mitre-cutting machines and core-cutting machines.
(11) Lathes, which are used for shaping the workpiece by rotating it about its own axis, the tool itself not rotating. This category includes lathes of all kinds, including copying lathes. (12) Machines for lopping branches from felled trees or for sawing logs. (13) Barking machines (log decorticators, barking machines for making poles, etc.), other than water-jet barking machines of heading 8424 and barking drums of heading 8479. (14) Knot-boring machines used in working logs (e.g., for use in the preparation of wood pulp). This heading also includes machine-tools which can carry out different types of machining operations without tool change between such operations. Examples are: (1) Combined woodworking machines, combining in one unit several machines performing different functions, used independently of one another. In machines of this type manual handling of the workpiece is required in passing from one operation to another. These machines include surface planing machines combined with devices for performing one or more further operations, and also saw-moulding-mortising machines. (2) Multi-purpose machines in which, unlike the preceding class, no auxiliary manual operation is required once the workpiece has been placed in the machine. These machines include: single-ended tenoning machines with several spindles, double-ended tenoning machines; machines for fitting hardware, for drilling dowel holes, etc.; machines for assembling operations using adhesives and for finishing operations (for producing veneer strips or for making panels from battens). (B) MACHINES SPECIALLY DESIGNED FOR A PARTICULAR INDUSTRY This category of machines includes: (1) Cooperage machines (e.g., stave jointing machines, stave planing machines, stave bending machines, crozing machines for cutting the groove into which the head of the barrel is fitted, or chiming and crozing machines, barrel assembling machines, barrel hooping machines). But the heading excludes appliances for steaming barrels or staves (heading 8419). (2) Machines used in the pencil industry. (3) Machines for mortising or boring railway sleepers. (4) Wood-carving machines, engraving machines, including copying machines. (5) Machines for grinding wood flour. However, the heading excludes defibrators used in the pulp and paper industry (heading 8439). (6) Machines for nailing, stapling, glueing and for otherwise assembling crates, baskets, boxes, barrels, etc. (7) Machines for making wooden buttons.
(8) Machines for making shoes on wooden soles, wooden soles or heels for shoes or boots. (9) Machines for the processing of willow, reed, etc. (peeling, splitting, rounding, etc.), with the exception of machines for the manufacture of baskets or wicker products (heading 8479). This heading covers machines used for processing cork (e.g. sawing, pruning, cutting, polishing), bone, hard rubber, solid plastics and similar solid materials. These machines are constructed according to the same principles as wood processing machines.
PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories (other than tools of Chapter 82) of the machines of this heading fall in heading 8466. The heading also excludes: (a) Bamboo crushers, chipping machines for producing wood chips and defibrators used in the manufacture of wood pulp (heading 8439). (b) Machine-tools for working any material by removal of material, by laser or other light or photon beam, ultrasonic or plasma arc processes and other machines of heading 8456.
