Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(I) AUTOMATIC DATA PROCESSING MACHINES AND UNITS THEREOF Data processing consists of operations of various kinds for handling information in pre-established logical sequences and for a specific purpose or purposes. Automatic data processing machines are devices which, by means of logically related operations performed in accordance with pre-established instructions (program), provide data which may be used as such or as source data for other data processing operations. This heading covers automatic data processing machines in which the logical sequences of operations can be modified from one job to another and whose operation can be carried out automatically, that is to say, without manual intervention throughout the course of the task. In most cases these machines use electronic signals, but they may also use other technologies. They may be in the form of self-contained units with all the elements required for data processing in a single housing, or they may be in the form of systems consisting of a variable number of separate units. In addition, this heading also covers the constituent units of the data processing systems described above, presented separately. However, the heading excludes machines, instruments or apparatus incorporating or working in conjunction with an automatic data processing machine and performing a specific function. Such machines, instruments or apparatus fall in the headings appropriate to their specific functions or, failing that, in residual headings (see Part (E) of the General Explanatory Note to this Chapter). (A) AUTOMATIC DATA PROCESSING MACHINES Automatic data processing machines of this heading must be capable of simultaneously meeting the conditions laid down in Note 5 (A) to this Chapter. In other words, they must be capable of: (1) storing the processing program or programs and at least the data immediately necessary for the execution of the program; (2) being freely programmed in accordance with the requirements of the user; (3) performing arithmetical computations specified by the user; and (4) executing, without human intervention, a processing program which requires them to modify their execution, by logical decision during the processing run. Accordingly, machines which operate only on fixed programs, i.e., programs which cannot be modified by the user, are not covered here, even though the user may be able to choose between a number of such fixed programs.

These computers have memory devices, as well as programs stored in the memory device, which can be replaced when moving from one type of work to another. Computers process information in coded form. The code consists of a finite number of characters (binary code, standard six-bit code of the International Organization for Standardization (ISO), etc.). The input of information is usually carried out automatically using data carriers such as magnetic tapes, as well as by directly reading the original documents, etc. Devices for manual input of information by keyboards may also be used, or information may be entered directly by some instruments (e.g., measuring instruments). The input information is converted by input devices into signals and stored in memory devices. Part of the data and the program or programs may be temporarily stored in auxiliary storage devices, such as those that use magnetic disks or drums, magnetic tapes, etc. But such machines must have a main storage device that is directly accessible for the execution of a particular program and which has a capacity sufficient at least to store those parts of the processing program and the conversion program, as well as data that are immediately necessary during the current processing process. Computing machines may comprise a central processing unit, an input device (e.g., a keyboard or scanner) and an output device (e.g., a visual display device) in a single housing, or may consist of several individual units interconnected. In the latter case, the blocks form a “system” which comprises at least a central processing unit, an input device and an output device (see note to subheadings 2 of this chapter). The connection can be carried out both wired and wirelessly. The complete computing system must contain at least (1) a central processing unit, which typically includes a main memory, arithmetic and logic elements, and control elements; however, in some cases these elements may be executed as separate units. (2) An input device that receives input data and converts it into signals that can be processed by a machine. (3) An output device that converts signals produced by a machine to a perceptible appearance (printed text, graphics, images on reproducing devices, etc.) or presents them in encoded form for further use (processing, control, etc.). Two of these devices (e.g., input and output devices) may be combined in one common device. A complete computing system is classified in this heading even if one or more of the units comprising it may belong to another heading of the Nomenclature if they are presented separately (see paragraph (B) of Separately Submitted Units below).

These systems may include remote input or output devices in the form of terminals. These systems may also include, in addition to input or output devices, units designed to enhance the capabilities of the system, for example, by extending one or more functions of the central device (see paragraph (B) below). Such devices are connected between input or output devices (beginning and end of the system), although pairing devices and converters (communication channel adapters and signal converters) may sometimes be connected before the input device or after the output device. Computing machines and systems have a variety of applications, for example, in industry, trade, research, and public and private management institutions. (See General Clause (D) of Chapter 84 concerning the classification of machines containing or working in conjunction with a computer and performing special ifical functions (Note 5(D) to this Chapter). (B) SELF-Subject to the provisions of Notes 5(D) and (D) to this Chapter, this heading also includes separately presented computer units. They can be made in the form of blocks having separate housings, or in the form of blocks that do not have a separate housing and are intended for installation in the bus machine (for example, installing a central data processing unit on the main board). The constituent units are defined in part (A) above and in the following paragraphs as part of the complete system. An apparatus may be classified in this heading as a computer unit if it: (a) performs an information processing function; (b) satisfies the following criteria listed in Note 5(B) to this Chapter: (i) is exclusively or mainly used in a computer; (ii) is capable of being connected to a central processing unit either directly or through one or more other units; and (iii) is capable of receiving or presenting information in such form (codes or signals) as may be used by the system; (c) is not excluded by the provisions of Notes 5(D) and (D) of this Chapter. In accordance with the last paragraph of Note 5(B) to this Chapter, keyboards, X-Y-coordinate input devices and disk storage units that satisfy the conditions set out in points (b)(ii) and (iii) above shall in all cases be classified as component units of computing systems. If the unit performs a specific function other than information processing, it shall be classified in the heading corresponding to that function or, if this is not possible, in the residual heading (see note 5(D) to this chapter). If a device does not meet the criteria set out in Note 5(B) to this Chapter or does not perform the function of information processing, it shall be classified according to its characteristics on the basis of Basic Interpretation Rule 1 and, if necessary, in conjunction with Basic Interpretation Rule 3(a).

Separately presented devices, such as measuring or checking instruments, modified by the addition of devices (e.g., signal converters) enabling them to be connected directly to an automatic data processing machine, are not to be regarded as units of automatic data processing machines. Such devices are to be classified in their appropriate headings. Apart from central processing units and input and output units, other units include, for example: (1) Additional storage units, external to the central processing unit (magnetic card transport mechanisms, magnetic or optical disk storage units, magnetic tape autoloaders and libraries, optical disk jukeboxes (sometimes called "optical disk drives with automatic disk changing"), etc.). This category also includes additional storage units known as "proprietary format storage devices", either for installation within an automatic data processing machine or for external use with such machines. The units may be in the form of disk drives or tape drives. (2) Additional units which expand the capabilities of the central processing unit (e.g., floating point arithmetic units). (3) Control and adaptor units of the kind which provide the interconnection of the central processing unit with input or output units (e.g., USB port). Nevertheless, control units and adaptors for communication in wired or wireless communication networks (e.g., in a local or wide area network) are excluded (heading 8517). (4) Signal converting units. On input, these units enable external signals to be accepted by the machine, and on output they convert the output signals resulting from the processing carried out by the machine into signals which can be used by external devices. (5) X-Y coordinate input devices, which are devices for entering positional data into automatic data processing machines. Such devices include: the mouse, light pen, joystick, track ball and touch screen. The common feature of these devices is that their input data are data on position relative to some fixed point, or are interpreted as such. They are usually used for controlling the position of the cursor on a visual display unit, as a substitute for or supplement to the cursor control keys on a keyboard. This category also includes graphics tablets, which are X-Y coordinate input devices allowing the coordinates of a curve or any other geometric shape to be captured and traced. These devices usually consist of a rectangular tablet with an active sensitive surface, a pointer or stylus for creating drawings and a crosshair linked to a magnifier, allowing the data to be entered. This category also includes digitisers, which perform functions similar to those of graphics tablets. However, while graphics tablets are used for creating original drawings and diagrams, as well as for selecting application menus and manipulating an object displayed on the screen, digitisers are usually used for entering into the machine drawings which exist only in hard copy form. The pointing devices of digitisers may be of any kind, but must be small enough to be held in the hand and moved across the (active) sensitive area of the digitiser. Crosshair cursors are the most common kind.

(II) Magnetic or Optical Reading Devices, Machines for the Transfer of Data in the Codified Form and Machines for the Processing of Similar Information, in another place not named or included in the Codified Form, and machines for the processing of such Information, which are generally used for electronic accounting or for the execution of many other categories of operations, and which are generally used for electronic accounting or other purposes. This category includes magnetic or optical readers, machines for transferring data to media in encoded form, and machines that process data and decode the result. This category includes only machines not elsewhere specified or included. Thus, this category does not include, for example: (a) computers and their units described above in paragraph I, other than devices for reading bar codes; (b) computers, accounting machines and cash registers of heading 8470, from which machines in this category differ in that they do not have manual input devices, but receive data only in encoded form (on magnetic tape, disks, CD-ROM, etc.). (c) automatic typewriters and word-processing devices (heading 8472). (A) Magnetic or optical reading devices enable the reading of signs normally presented in a special form and their conversion into electrical signals (pulses) which can be directly used by machines to carry or process encoded information. (1) Magnetic readers . . In these types of devices, signs printed with a special "magnetic" printing ink are magnetized and then converted into electrical impulses by the magnetic head of the reader. They are consistently identified either by comparison with data recorded in the machine's memory or by digital code, usually binary. (2) Optical readers. "" They don't require special printing ink. Signs are read directly using a series of photovoltaic elements, and their transformation is carried out on the principle of binary code. This category also includes devices for reading bar code. These machines typically use light-sensitive semiconductor devices, such as laser diodes, and are used as input devices in conjunction with a computer or with other machines, such as cash registers. They are designed to work when held in hands, placed on a table or fixed on a machine. Readers discussed above are classified in this heading only if they are presented separately. When they are combined with other machines (e.g., machines for transferring data to media in coded form and machines for processing such information in coded form), these devices are classified with these machines, provided that they are presented together.

(B) Machines for the transfer of data to information carriers in a codified form: (1) Machines for the transfer of encrypted information from one medium to another. These machines can be used either to transfer encoded information from one type of media to another type, or to transfer information to another medium of the same type. The latter category includes reproduction machines, which are used to reproduce all or only part of the data contained on the main (magnetic) tape, magnetic or optical disk (for example, DVD, CD-ROM) by making a new tape or disk. (2) Machines for entering fixed programs into integrated circuits (programmers). These machines are designed to transfer in encoded form information contained in the internal memory of programmers to integrated circuits. Programmers enter information into one or more integrated circuits using various methods according to the type of integrated circuits used. Some programmers have an additional function (emulator) that allows the user to present graphically or simulate the results of the ramming program before directly writing the program to the integrated circuit. Subject to the general provisions relating to the classification of parts (see general provisions to section XVI), parts and accessories of machinery of this heading are classified in heading 8473. This heading also excludes: (a) power supplies (heading 8504); (b) modulator-demodulator apparatuses (modems) which modulate the information received from a computing machine, presenting it in a form suitable for transmission over a telephone network, and converting it back to digital form (heading 8517); (c) electronic integrated circuits (heading 8542); (d) ground-based flight simulators (for example heading 8805). Explanation of subheadings. Subheading 8471 30 This subheading covers portable computers of a mass not exceeding 10 kg. These flat-screen machines may be able to operate without an external power source and often have a modem for network communication. Subheading 8471 90 This subheading includes, inter alia, optical disk drive systems, which generally include keyboards, displays, optical disk drives, scanners and printers. These systems may include a computing machine as a control device, or may be configured to be accessible to perception by a computing machine or controlled by a computing machine. These systems usually perform the following functions: – image recording by electronic scanning;

- storage; - search, extraction; - visual reproduction; - printing on ordinary paper.
