Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8472 Other office machines (e.g., hectograph or stencil duplicating machines, addressing machines, automatic banknote dispensers, coin-sorting, coin-counting or coin-wrapping machines, pencil-sharpening machines, perforating or stapling machines): 8472 10 – Duplicating machines 8472 30 – Machines for sorting or folding mail or for inserting mail in envelopes or bands, machines for opening, closing or sealing mail and machines for affixing or cancelling postage stamps 8472 90 – Other

This heading covers all office equipment not included in the preceding two headings or more specifically in another heading of the Nomenclature. The term "office equipment" should be understood broadly as including all machines used in offices, shops, factories, workshops, schools, railway stations, hotels, etc. to perform "office work" (i.e., work related to the recording, registration, typification, filing, etc. correspondence, documents, forms, reports, certificates, invoices, etc.). Office equipment is classified here only if it has grounds for fixing or installing them on a desk, office, etc. This heading does not include hand tools without such a basis in Chapter 82. The machinery of this heading may be operated manually, mechanically or electrically (including machinery powered by electromagnetic relays or electronic devices). This heading covers, inter alia: (1) Hectographic type multipliers (e.g., gelatin or alcohol copiers) and stencil multipliers that operate using wax paper stencils pre-cut by lancet or carved on a typewriter. This heading covers small printing presses intended for use in conjunction with hectographic apparatus. However, this heading does not include small printing presses (e.g. high-pressing machines, lithographic or offset printing machines), even if they are intended for office use, copiers using embossed plastic or metal sheets (including such machines as may also be operated using stencils), photocopiers or thermocopiers (heading 8443) and microfilming machines (Chapter 90). (2) Addressing machines. These machines with a high speed furnace address the bills - textures, letters, envelopes, etc.; when working, they usually use a series of small

cards or metal stencils, or embossed metal plates. In addition, this heading also covers special machines used for cutting stencils or embossing metal plates, as well as machines for selecting particular plates or stencils from a whole series of address plates or stencils. (3) Ticket-issuing machines (other than machines incorporating calculating devices (heading 8470) and coin-operated machines (heading 8476)). This heading includes small portable ticket-punching machines, as well as those which print on a roll of paper and issue tickets (e.g., those used by bus or tram conductors); the heading also covers machines for dating tickets. (4) Coin-sorting or coin-counting machines (including banknote counting and dispensing machines). The heading covers these machines whether or not they are equipped with a device for wrapping the coins or banknotes, or in some cases with devices for printing the quantity on the wrapper. Coin-counting machines operating on the weighing principle fall in heading 8423 or 9016. (5) Automatic banknote dispensers, operating in conjunction with an automatic data processing machine, whether on-line or off-line. (6) Automated teller machines, by means of which customers deposit, withdraw and transfer money and check the balances of their accounts without the involvement of bank staff. (7) Pencil sharpening machines, including hand-operated ones. The heading excludes non-mechanical pencil sharpeners; these fall in heading 8214 or, if they have the character of toys, in Chapter 95. (8) Perforators used for punching holes in paper cards or documents (e.g., for filing loose sheets or simply for indexing or sorting). The heading excludes machines for making rows of small perforations (as in sheets of postage stamps) (heading 8441). (9) Machines for perforating paper tapes which may be used in automatic typewriters. (10) Machines controlled by perforated tape, which do not themselves contain any printing mechanism but are separate devices used in conjunction with ordinary typewriters for automatic typing. Some of these machines are capable of selecting particular parts of the perforated tape required for typing a particular letter or document. (11) Stapling machines (used for fastening documents by means of wire staples) and staple removers. However, the heading excludes: (a) stapling guns (heading 8205); (b) stapling machines used in bookbinding equipment (heading 8440); (c) stapling machines used in the manufacture of cardboard boxes (heading 8441).

(12) Letter-folding machines, sometimes combined with a device for inserting the letter into an envelope or for wrapping it in a paper band. (13) Machines for opening letters and for closing letters or sealing mail. (14) Stamp-cancelling machines. (15) Letter-sorting machines used in post offices, including machines consisting of a series of coding devices, channel pre-sorting systems, intermediate sorting devices and final sorting devices, the whole being controlled by a computer and constituting a functional unit as defined in Note 4 to Section XVI (see also the General Explanatory Note to Section XVI). (16) Machines for dispensing wrapping paper or gummed paper. (17) Machines for moistening gummed paper or stamps (including simple roller-type machines). (18) Paper shredders of the kind used in offices for destroying confidential documents. (19) Cheque-writing machines; these are usually of small size and specially designed for the purpose. In addition to printing letter by letter, they can often print whole words or groups of words at a time (e.g., when writing out the amount of money in words). They usually use special indelible chemical inks which penetrate beneath the surface of the paper, and in some cases these machines also perform perforating or embossing operations. (20) Cheque-signing machines; these machines automatically affix a signature to cheques using indelible chemical inks and usually at the same time also reproduce a background with an intricate pattern which is difficult to copy. (21) Automatic change-giving devices used in conjunction with cash registers for automatically dispensing change to customers. (22) Stand-alone machines used in offices for sorting and collating documents and printed matter. (23) Typewriters (other than printers of heading 8443). Typewriters are in general characterised by a manual keyboard by means of which the corresponding characters are printed directly on paper. In some cases they operate by a series of levers and hammers, the characters being engraved in relief on the faces of the hammers; in other cases the characters are carried on a ball, cylinder, daisy wheel or cylindrical elements (shuttles) which rotate to present the required character to the paper, on which it is then printed. The text is reproduced letter by letter, although in some cases combinations of letters may be used (e.g., for standard designations, words or abbreviations). This heading covers typewriters irrespective of the characters used (e.g., ordinary letters and figures, shorthand symbols, musical notation or Braille characters). Machines for printing in code and for decoding, operating in the same way as ordinary typewriters, are also covered by this heading.

Electric typewriters, whether powered by electric motors or electromagnetic relays or in the case of certain types of automatic typewriters with electronic devices, also fall within this heading. This heading also covers: (i) automatic typewriters. These include: (a) machines in which a pre-perforated paper tape is passed through machines, thereby ensuring the printing of a finished paragraph or a whole finished letter; (b) machines with a limited capacity memory device that are able, using additional functional keys, to memorize, correct and automatically reprint texts; (c) keyboardless machines (printers) that print sequentially sign after sign using interchangeable printing wheels. These machines are designed to be connected via an appropriate interface to other typewriters, word processing machines, computers, etc. Subject to the provisions of Note 5(B)(i) to this Chapter, printers meeting the conditions of Note 5(D)(i) to this Chapter are classified as printers in heading 8443. (ii) machines for printing identification marks (and sometimes also for marking with heated marks) on insulating tubes of electrical wires. (iii) typewriters which do not contain any counting device but are specifically designed to carry out accounting operations (for example, for printing forms on specially prepared forms, in particular invoices, separate sheet accounting registers, daily logs or registration cards). (iv) typewriters containing a device for transmitting the numbers printed on them to a separate counting machine or containing a counting device for use in speed tests. (24) Text processing devices. In addition to the keyboard, they contain one or more storage devices of large capacity (for example, disk, mini-disk or cassette), a visual reproduction device and a printer. Various components can be placed as a single unit or as separate units connected to the combat cables. Word processing devices may be equipped with interfaces that allow, for example, the transmission of messages to other word processing machines, phototype equipment, computers or telecommunications systems. The ability to correct or compose texts is higher than that of automatic typewriters. Their ability to perform arithmetic operations is not comparable to that of computers (as defined in note 5 to this chapter), and they therefore do not lose the characteristics of word-processing machines. They differ from computers of heading 8471 in that they, in particular, cannot make logical decisions in the process of processing to change the course of execution of the program (see note 5 to this chapter).

The machines referred to in Items (19) and (20) above may also be used for filling in and signing other documents. PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories of the machines of this heading fall in heading 8473. The heading also excludes: (a) Sorting devices which are parts or accessories of the machines of heading 8443. (b) Accounting machines (heading 8470). (c) Automatic data processing machines (heading 8471). (d) Teleprinters (heading 8517). (e) Dictating machines and other sound recording or reproducing apparatus (heading 8519). (f) X-ray apparatus for examining banknotes or other documents (heading 9022). (g) Time-recording apparatus (heading 9106). (h) Toy typewriters (heading 9503). (ij) Date, sealing or similar stamps designed for operating in the hand (heading 9611).
