Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
0%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 8484 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8484 Gaskets and similar joints of metal sheeting combined with other material or of two or more layers of metal; sets or assortments of gaskets and similar joints, dissimilar in composition, put up in pouches, envelopes or similar packings; mechanical seals: 8484 10 – Gaskets and similar joints of metal sheeting combined with other material or of two or more layers of metal 8484 20 – Mechanical seals 8484 90 – Other

(A) GASKETS AND SIMILAR JOINTS OF METAL SHEETING COMBINED WITH OTHER MATERIAL OR OF TWO OR MORE LAYERS OF METAL These consist of: (i) a layer of asbestos (or sometimes of felt, paperboard or other non-metallic material) sandwiched between two layers of sheet metal; or (ii) a piece of asbestos or other non-metallic material cut to shape, combined with a metal sheet which is folded over at the outer edge and at the edges of any holes punched in the gasket or joint; or (iii) layers or metal foil (of different metals or of the same metal) pressed together. They are used mainly in certain engines or pumps or in certain pipe joints. The heading does not, however, cover gaskets and joints of asbestos reinforced with metal wire or metal gauze (heading 6812), unless they form part of a set or assortment of this heading. (B) SETS OR ASSORTMENTS OF GASKETS AND SIMILAR JOINTS Such assortments or sets of gaskets of any material (agglomerated cork, leather, rubber, textile materials, paperboard, asbestos, etc.) fall in this heading if put up in pouches, envelopes, boxes, etc., provided that not all of the gaskets or joints are of the same material. To be classified in this heading, the sets and assortments must contain at least two gaskets or joints of different materials; thus, a pouch, envelope, box, etc., containing, e.g., five gaskets made solely of paperboard is excluded from this heading and falls in heading 4823; but if a rubber gasket were also included in such a set, it would be classified in this heading. (C) MECHANICAL SEALS Mechanical seals (e.g., seals with sliding and spring rings) are mechanical assemblies which help to form a leak-tight joint between flat rotating surfaces, in order to prevent leakage of fluid, possible because of high pressure, in the machine or apparatus in which these seals are used, and to resist the pressure and stress

acting on them due to the movement of parts of the machine or vibration, etc. The design of these seals is generally quite complex. They consist of: (i) fixed parts, which, after the sealing is installed, become an integral part of the machine or apparatus; and (ii) moving parts: rotating elements, spring elements, etc. Taking into account these moving parts, these products are called "mechanical seals". These seals act as vibration-reducing devices, bearings, seals themselves, and in some cases as joints. These seals are widely used in a variety of machines, including pumps, compressors, mixers, stirrers and turbines; they are produced from a variety of materials and in various design variants. This heading does not cover: (a) gaskets and connecting elements, other than composite or multicomponent, containing sheet metal or foil, which do not meet the conditions of paragraph (B) above; they are generally classified according to the material of which they are made; (b) padding for glands (for example, of an asbestos harness of heading 6812); (c) oil-sealing rings of heading 8487.
