8604 00 — Railway or tramway maintenance or service vehicles, whether or not self-propelled, e.g., workshops, cranes, ballast tampers, trackliners, testing coaches and track inspection vehicles

Railway or tramway maintenance or service vehicles, whether or not self-propelled, e.g., workshops, cranes, ballast tampers, trackliners, testing coaches and track inspection vehicles

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8604 Self-propelled or non-self-propelled vehicles intended for the repair or maintenance of railway or tram tracks (e.g. workshop wagons, cranes, sleeper batters, puterichtovaya machines, control wagons and transport means for track inspection)

The vehicles included in this heading, self-propelled or non-self-propelled, are specially designed for use, for example, in the installation, maintenance and repair of the upper structure of the track and artificial structures. This heading includes: (1) Workshop cars and platforms equipped with tools, machines, electric generators, lifting devices (jacks, lifts, etc.), welding equipment, chains, cables, etc. (2) Emergency and other crane cars; cranes for lifting elbows and wagons; cranes for lifting and transporting rail sections; cranes for loading and unloading at station platforms. (3) Platforms with winches. (4) Platforms with ballast cleaning and tamping equipment. (5) Platforms equipped with concrete mixers and used in road construction works (for the foundations of electric cable supports, etc.). (6) Platforms for calibration of wagon scales. (7) Platforms with towers for installation and repair of contact wires. (8) Wagons for spraying liquid that destroys weeds. (9) Self-propelled road-repair vehicles (in particular a railway-tracking machine) equipped with one or more engines which not only supply power to the working machinery installed on them

(Travel, sleeper, etc.) and drive these vehicles when they are in operation, but also allow them to independently move along the tracks at high speed when the working mechanisms do not work. (10) Rail test wagons equipped with special devices, such as automatic devices for checking the operation of the engine, brakes, etc. (for example, for measuring traction, detecting defects in rails, track base, bridges, etc.); defectoscope wagons, which during movement register any defects in the path. (11) Tracks, including motorized rail bikes, used by railway repair personnel. They usually have internal combustion engines, are self-propelled and can quickly transport both repair personnel and necessary materials. (12) Platforms with non-mechanical drive for track inspection, including rail bikes used by railway personnel (e.g. manual or foot drive). If they are mounted on simple wheeled platforms and not on railway or tram subframes (and therefore are not railway or tram rolling stock), machines, measuring instruments and other equipment do not fall into this heading and fall into specific headings (headings 8425, 8426, 8428, 8429, 8430, etc.).
