Parts of trailers, semi-trailers and other vehicles not mechanically propelled, n.e.s. (excl. chassis, bodies and axles)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers a category of non-mechanically propelled vehicles (other than those referred to in the preceding headings) having one or more wheels and constructed for the transport of goods or persons. It also covers non-mechanically propelled vehicles not fitted with wheels (e.g., sledges, special sleds for moving along wooden runners). The vehicles of this heading are designed to be towed by other vehicles (tractors, lorries, road tractors, motorcycles, bicycles, etc.), to be pushed or pulled by hand, to be pushed by foot, or are animal-drawn. The heading covers: (A) Trailers and semi-trailers. For the purposes of this heading, the terms "trailers" and "semi-trailers" mean vehicles (other than side-cars) which are designed exclusively to be coupled to another vehicle by means of a special coupling device (whether or not automatic). The most important types of trailers and semi-trailers falling in this heading are those designed for use with motor vehicles. Trailers generally have two or more pairs of wheels and a coupling device mounted on the pivoting front wheels, which provide for the steering of these vehicles. Semi-trailers have only rear wheels, their front end resting on the platform of the towing vehicle, to which they are connected by a special coupling device. In the following Explanatory Notes the term "trailers" also refers to semi-trailers. The trailers included here are: (1) Trailers of the caravan type (house trailers) for habitation or for camping. (2) Self-loading trailers for agricultural purposes, equipped with automatic loading devices and possibly also with appliances for chopping forage, maize stalks, etc. The heading excludes self-loading trailers with permanently mounted harvesting equipment for mowing, chopping and transporting grass, maize, etc. (heading 8433). (3) Self-unloading trailers for carrying various loads (forage, manure, etc.) with a movable floor for unloading; such vehicles may be fitted with various devices (for shredding manure, for chopping forage, etc.) in order to adapt them for use as manure spreaders, forage boxes or root-crop trailers. (4) Other trailers for the transport of goods, such as: (a) tank trailers (whether or not fitted with pumps); (b) agricultural trailers, public works trailers, etc. (whether or not with a tipping body); (c) refrigerated or insulated trailers for the transport of perishable goods;
(d) trailers for the transport of household removals; (e) single- or double-deck trailers for the transport of livestock, motor cars, bicycles, etc.; (f) trailers adapted for the transport of specific goods (e.g., flat glass); (g) "road-rail" (combined transport) trailers (designed mainly for use as road trailers but constructed so that they can be carried on special railway wagons fitted with guide rails); (h) trailers fitted with rails for the transport of railway wagons by road; (ij) low-loader trailers with loading ramps for the transport of heavy machinery (tanks, cranes, bulldozers, electrical transformers, etc.); (k) two- or four-wheeled self-contained timber bogies; (l) timber-carrying trailers; (m) small trailers towed by bicycles or motorcycles. (5) Other trailers, such as: (a) motor car trailers specially designed for the transport of persons; (b) living vans for use at fairs (other than those of heading 9508); (c) exhibition trailers; (d) library trailers. (B) Vehicles propelled by hand or foot. This category includes: (1) Goods vehicles and trucks of various kinds, including those specially designed for use in particular industries (textile or ceramics industry, dairies, etc.). (2) Wheelbarrows, luggage trucks, hopper trucks and tipping trucks. (3) Food trolleys, buffet trolleys (other than those of heading 9403) used at railway stations. (4) Handcarts, e.g., for refuse collection. (5) Rickshaws. (6) Small insulated carts for ice-cream vendors. (7) Shopping trolleys of all kinds. These light vehicles sometimes have pneumatic tyres. (8) Sledges (hand-drawn) for transporting firewood in mountain regions. (9) Kick-sledges, propelled by the pressure of the rider's foot on the snow-covered ground, designed in particular for the transport of persons in sub-arctic regions.
The heading excludes: (a) orthopaedic walking aids known as "rollators", which generally consist of a tubular metal frame on three or four wheels (some or all of which may swivel), handles and hand brakes (heading 9021); (b) small wheeled containers (e.g., wheeled baskets) of plaiting materials, metal, etc., without a chassis, used in shops, which are classified according to the material of which they are made. (C) Animal-drawn vehicles. This category includes: (1) State (ceremonial) carriages, coupés, barouches, phaetons, cabriolets. (2) Hearses. (3) Gigs. (4) Children's carriages drawn by donkeys or ponies, used in parks, squares, etc. (5) Vehicles of all kinds for the delivery of goods; removal vans. (6) Carts of all kinds, including tip-carts. (7) Sledges. VEHICLES WITH MACHINERY, ETC. MOUNTED ON THEM The classification of units consisting of vehicles with equipment or appliances permanently incorporated in them is determined by the principal function of the unit as a whole. Accordingly, this heading covers units whose function is determined by the vehicle itself. On the other hand, units whose function is determined by the equipment or appliances forming part of them are excluded from this heading. It follows that: (I) Goods vehicles, carts or trailers with tanks mounted on them, whether or not additionally fitted with pumps for filling or emptying, are classified in this heading. (II) The following goods, for example, are excluded from this heading and fall in the heading relating to the machinery or equipment concerned: (a) spraying appliances on hand carts, animal-drawn carts or trailers, of heading 8424; (b) equipment and appliances mounted on simple wheeled chassis, designed for towing, such as mobile pumps and compressors (heading 8413 or 8414) and mobile cranes and ladders (heading 8426 or 8428); (c) trailer-mounted concrete mixers (heading 8474). PARTS This heading also covers parts of the vehicles listed above, provided they satisfy both of the following conditions: (i) they must be identifiable as being suitable for use solely or principally with such vehicles; and
(ii) they shall not be excluded by the notes to Section XVII (see the relevant general provisions). Parts of this heading include: (1) The chassis and its constituent parts (sparter frames, crossbars, etc.). (2) Axes (bridges). (3) Bodies and their parts. (4) Wooden or steel wheels and their parts, including wheels equipped with tyres. (5) Coupling devices. (6) Brakes and parts thereof. (7) Shafts, oglobli and similar parts. Winter sports equipment, such as toboggans, bobsleigh sleds, etc., is not included in this heading (heading 9506).
