Light-vessels, fire-floats, floating cranes and other vessels, the navigability of which is subsidiary to their main function (excl. dredgers, floating or submersible drilling or production platforms; fishing vessels and warships)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8905 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8905 Floating lighthouses, fire-fighting vessels, dredgers, floating cranes and other floating craft for which navigability is secondary to their primary function; floating docks; floating or underwater drilling or operating platforms: 8905 10 – dredgers 8905 20 – floating or underwater drilling or operating platforms 8905 90 – other

This heading includes: (A) Floating lighthouses, firefighters, dredgers, floating cranes and other craft for which navigability is secondary to their primary function. As a rule, they perform their function in a stationary position. This includes: floating lighthouses; drilling vessels; firefighting vessels; dredgers of all kinds (e.g. grapple shells, earth-suckers); rescue vessels to lift wrecks; permanently moored life rafts to rescue victims of disaster in the air or on the water; bathyscaphes; pontoons equipped with lifting or loading and unloading equipment (e.g., derrick cranes, grain elevators), and pontoons explicitly intended as a base for this equipment. Residential vessels, laundry vessels and floating factories also fall into this category of ships. (B) Floating docks. Floating docks are a type of floating workshop used instead of dry docks. As a rule, they are made in the form of a U-shaped structure consisting of the bottom and side walls, and are equipped with pump compartments, with the help of which the d oki are partially filled with water, which allows the vessel requiring repair to enter them. In some cases, the docks can be towed. Another type of floating dock works in a similar way, but this self-propelled dock, which has powerful engines, is used to repair or transport amphibious vehicles or other vessels. (C) Floating or underwater drilling or operating platforms.

Such platforms are generally designed for the exploration and exploitation of offshore deposits of oil or natural gas. In addition to the equipment necessary for drilling or exploitation, such as derricks, cranes, pumps, cementing units, silos, etc., these platforms have living quarters for the personnel. These platforms, which are towed or, in some cases, move under their own power to the exploration or exploitation site, and can sometimes move afloat from one site to another, can be divided into the following main groups: (1) Jack-up platforms which, in addition to the working platform, are equipped with devices (hulls, caissons, etc.) for keeping the platforms afloat, and with retractable legs which are lowered on arrival at the site, rest on the sea bed and raise the platform above water level. (2) Submersible platforms, whose lower structures are submerged in the water above the working area of the sea bed, with ballast tanks resting on the sea bed, giving a greater degree of stability to the working platform, which is situated above water level. The ballast tanks may have skirts or piles which penetrate the sea bed to a greater or lesser depth. (3) Semi-submersible platforms, which are similar to submersible platforms but differ from them in that the submerged part does not rest on the sea bed. In operation these floating platforms are kept in a stationary position by anchor lines or by dynamic positioning. Fixed platforms used for the exploration or exploitation of offshore deposits of oil or natural gas, which are neither floating nor submersible, are excluded from this heading (heading 8430). The heading also excludes ferries (heading 89 01), floating factories for processing fish products (heading 8902), cable ships and floating weather stations (heading 8906).
