9005 90 — Parts and accessories, incl. mountings, for binoculars, monoculars, astronomical and other optical telescopes, and other astronomical instruments, n.e.s.
Parts and accessories, incl. mountings, for binoculars, monoculars, astronomical and other optical telescopes, and other astronomical instruments, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 9005 4 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
9005 Binoculars, monoculars, other spectral tubes and their fittings; other astronomical instruments and their fittings, except radio astronomy instruments: 9005 10 – binoculars 9005 80 – other 9005 90 – parts and accessories (including fittings)
This heading covers: (1) Binoculars, such as opera glasses, touring or hunting binoculars, military binoculars (including night-vision binoculars and certain periscopic binoculars) and binoculars made in the form of spectacles. (2) Monocular telescopes for hunting, touring, marine use, for shooting ranges, holiday resorts (for viewing scenery or the sky), etc. They may be of one piece (pocket or other telescopes) or with draw-tubes for focusing; they may also be designed for mounting on a stand. Some telescopes may incorporate a device allowing them to be used only after inserting a coin. (3) Astronomical refracting telescopes. Unlike reflecting telescopes, which have a mirror as objective, refracting telescopes have objectives consisting of a system of lenses, some of which may be of large diameter. They are not fitted with a draw-tube eyepiece, which could cause loss of light. The heading covers refracting telescopes designed for visual observation, for combined visual and photographic observation, or exclusively for photographic observation. If they are fitted with a camera which forms an integral part of the instrument as a whole, they are classified in this heading; however, a camera which is not an integral part of the instrument as a whole falls in heading 9006. (4) Reflecting telescopes, or reflectors. These are the main general-purpose astronomical instruments. The objective, which forms the primary image, consists of a concave parabolic mirror, which may be of considerable diameter; the reflecting surface is coated with silver or aluminium. Reflecting telescopes are usually designed for mounting on stands, which are often large structures with considerable ancillary equipment. If they are fitted with a camera which forms an integral part of the instrument as a whole, they are classified in this heading; however, a camera which is not an integral part of the instrument as a whole is classified in heading 9006. This heading also covers the Schmidt reflecting telescope, often called the Schmidt camera. It is used exclusively in astronomy for photographic observation. It employs a spherical mirror and
corrective plate, which is located parallel to the mirror in the center of its arc. The image is recorded in focus on the convex film. (5) Astronomical telescopes equipped with photomultipliers or electron-optical transducers. In this type of telescope, the energy of incident light is used to emit electrons from a photovoltaic surface placed where the eyepiece would otherwise be. These electrons can be multiplied and measured to show the amount of light initially received by the telescope, or can be focused (e.g., using magnetic lenses) to form an image on a photographic plate or fluorescent screen. (6) Meridian instruments used to observe the apparent passage (associated with the rotation of the Earth) of celestial bodies over the meridian line at the observation point. They consist of a telescope mounted on a horizontal east-west axis and able to move in the meridional plane. (7) Equatorials. They are mounted on an equatorial rack that allows the telescope to move around an axis parallel to the Earth’s axis (the polar axis) and around another axis perpendicular to the previous one (the magnetic declination axis). (8) Zenith telescopes, which are telescopes installed so that they can move around horizontal and vertical axes. (9) Altazimuths, or azimuth circles. These are telescopes that move around a horizontal axis while their frames move around a vertical axis. These instruments are designed to measure both height and azimuth. Theodolites, which are instruments of smaller dimensions, constructed on the same principle but used for surveying, are not included in this heading (heading 9015). (10) Celostats, which are instruments designed to facilitate astronomical observations, especially by reflecting a given part of the sky into a vertical or horizontal stationary instrument (telescope, spectroheliograph). They consist essentially of two flat mirrors, one of which is controlled by a clockwork mechanism and completes a revolution in 48 hours. Heliostats and siderostates are special types of coelostats used for astronomical purposes. Some instruments, also called heliostats, are used for surveying; they do not fall under this heading (heading 9015). (11) Spectroheliographs and spectrohelioscopes, which are instruments used in the study of the Sun. The spectroheliograph is used to take photos of the Sun in light of any desired wavelength. It consists of a spectroscope with a slit in place of the eyepiece so that only light of the required wavelength can pass through it onto the photographic plate. The spectrohelioscope works on the same principle as the spectroheliograph, but it uses a rapidly oscillating slit so that the Sun can be observed with the naked eye. Other methods are used to obtain the same result (e.g., a rotating glass prism with a fixed slit). (12) Heliometers consisting of a telescope whose lens is divided along the diameter and the two halves can move; they are used to measure the angular diameter of the Sun and the angular distance between two celestial bodies. (13) Coronographers and similar instruments used to observe the corona of the Sun during periods other than total solar eclipses.
The heading also covers telescopes, and in particular binoculars, which use infra-red radiation and incorporate electronic image converters for converting the magnified infra-red image into an image visible to the human eye; these infra-red instruments are used at night, mainly by the armed forces. Also covered are telescopes, binoculars and the like which incorporate light intensifiers (also known as image intensifiers) to increase the brightness of an image below the threshold of visibility to a level at which the image can be seen. However, in accordance with Note 4 to this Chapter, the heading excludes telescopic sights for fitting to arms, periscopic telescopes for submarines or tanks, and telescopes for machines, appliances, instruments or apparatus of this Chapter (e.g., telescopes for fitting to theodolites, levels and other surveying instruments) or of Section XVI (heading 9013). PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), this heading also covers parts and accessories of the articles of this heading. Such parts and accessories include: mountings, bodies, tubes and fittings; filar micrometers used with equatorials for measuring the diameters of planets (these devices consist of a graduated disc fitted to the eyepiece of the telescope and provided with two fixed wires and one movable one); Gerrish drives used with a motor for driving astronomical instruments. The heading further excludes: (a) the superstructures of buildings used for housing instruments or facilitating access to them (domes, platforms, control desks, etc.); they fall in their appropriate headings (e.g., in Section XV); (b) optical elements such as mirrors, lenses and prisms presented separately (heading 9001 or 9002, as the case may be); (c) blink microscopes used in astronomy for detecting new stars by comparing photographs of the sky (heading 9011); (d) "door viewers" or devices for viewing through doors (heading 9013); (e) instruments used for determining terrestrial position by reference to the stars, e.g., sextants (heading 9014); (f) microphotometers or microdensitometers for the study of spectrograms (heading 9027); (g) astronomical clocks (Chapter 91).
