Photographic cameras (other than cinematographic); photographic flashlight apparatus and flashbulbs other than discharge lamps of heading 8539: instant print cameras

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(I) Photo cameras (other than film cameras) This category of cameras includes all types of cameras (except cinema cameras) both professional and amateur, presented or not presented with optical elements (lenses, viewfinders, etc.). In cameras, exposure to a film, plate or paper chemical (e.g., silver halide) by an image or light from the camera's optical system causes a chemical change in the film, plate or paper. Further processing is required to obtain a visible image. There are a large number of different types of cameras, but the standard type usually consists of a lightproof camera, lens, shutter, aperture, place where the photographic plate or film is placed, and viewfinder. Differences in the listed attributes of cameras cause the presence of different types of cameras, such as: (A) Studio cameras; they are the simplest. (B) Folding or sliding cameras are both studio and amateur. (C) Mirror cameras. In most of these cameras, a lens image is blasted from a mirror into a viewfinder using a special prism (single-lens mirror camera). In other devices of this kind there is a second lens from which the image is transferred to the screen located at the top of the camera (mirror cameras with two lenses). (D) Pocket cameras, which typically use film in cassettes; however, some use discs. These cameras may also include an automatic focusing system, a motor drive for film pulling, an internal pulsed photo illuminator and a liquid crystal display, all of which may be controlled by a microprocessor. Photographers in this category include: (1) Stereo cameras equipped with two identical lenses and a shutter that displays two images simultaneously. (2) Panoramic cameras used to capture a wide panorama or a long chain of people. The camera can rotate at a constant speed around the vertical axis, while exposure occurs through a vertical slit moving along the plate or film. (3) Recording chambers. These cameras usually do not have a shutter, and the film moves continuously behind the lens. They are usually designed to work in conjunction with other equipment (for example, oscilloscopes with electron-beam tube) to record fast processes.

(4) Cameras with instant acquisition of the finished image (portable or stationary), in which the processing of the photographic material takes place automatically after its exposure and the finished photograph is obtained after an unknown period of time. Stationary cameras activated by a coin, token or magnetic card with instantaneous receipt of a finished picture are classified in this heading and not in heading 8476. (5) Wide-angle cameras for shooting are very wide. They use special lenses with a wide angle of view for wide coverage. Cameras with an extremely wide angle of shooting turn the lens during exposure synchronously with the shutter. (6) "Disposable" cameras, also known as single-use cameras, which are pre-charged with a film generally not replaceable after use. (7) Pavilion cameras. They contain folding harmonica furs connected to the front and rear panels moving on a rigid base. A lens mounted in the holder is attached to the front panel, and a film holder is placed in the rear panel. Folding harmonica furs connect the lens holder to the film holder and allow them to move freely relative to each other. (8) Cameras with air and waterproof housings for underwater photography. (9) Cameras with automatic shutter operation (such as chambers in which the shutter is activated by an electronic device) controlled by a clock mechanism that provides a series of activations at regular intervals. This includes cameras for hidden photography; they have a photocell in the shutter circuit, and some of them are in the form of small wristwatches. (10) Aerial photography cameras for the production of a series of final oval images at predetermined times, covering a strip of the earth's surface. Some aerial cameras have lenses for vertical and perspective shooting. This category includes aerial photogrammetry cameras. (11) Area photogrammetry cameras containing two interconnected chambers mounted on a tripod for simultaneous imaging. Such chambers are commonly used in archaeological research, monument restoration or road accidents. (12) Comparison chambers for judicial or forensic purposes. Such cameras make it possible to photograph two objects in the same way and compare images; they are used to compare fingerprints, match fakes, etc. (13) Cameras for medical or surgical purposes, for example, inserted into the stomach, for examination and diagnosis. This heading does not include cameras used for this purpose (heading 8525). (14) Microphoto cameras. (15) Cameras for photocopying documents (letters, invoices, checks, applications, other documents, etc.), including those recorded on microfilms, microfiches or other microforms or on photosensitive paper. (16) Laser photo-output device for obtaining by laser hidden images of "printed circuit boards" on a light-sensitive film, mainly in digital format (which are later used in the manufacture of printed circuit boards) using a laser beam.

a beam tube), a raster procedure for quarreling images and an image reproduction device. (17) Cameras used to assemble or prepare printed plates or cylinders by photographic means. Such equipment can be cumbersome and differ significantly from other types of cameras mentioned above. This group of products includes: (i) vertical and horizontal cameras, tricolor cameras, etc.; (ii) cameras that photograph printed matrixes that are pre-typed by hand or machine; (iii) equipment for highlighting primary colors in illustrations (photographs, slides, etc.), consisting mainly of an optical device and an electronic calculator, designed for the production of photographic corrected negatives that will be used in the preparation of printed plates; (iv) a laser photo output device for obtaining hidden images using a laser in a digital format, for the use of digital reproduction of color (e.g. To reproduce the image, the primary colors (blue, red, yellow) are first selected, then each color is separately converted to raster using a computer or raster image processor. The processor can be integrated into the photo output device. Equipment for the preparation of printed plates or cylinders operating on the principle of photocopying or thermal copying is not included in this heading, but falls in heading 8443. Increasing or decreasing photographic apparatus falls in heading 9008. (ii) Photo flashes and flash lamps This category includes flashes and flash lamps used in professional or amateur photography, in photo laboratories or in the production of photoengraving works. These devices give a very bright light for a very short period of time (flash), this distinguishes them from the photographic lighting equipment of the heading

The flash may be obtained by electrical or mechanical ignition devices or by discharge lamps (see HS Explanatory Note to heading 8539). This includes (1) individual flash lamps. In them, the flash occurs due to a chemical reaction initiated by an electric current. The flash lamp can only be used once. It consists of a flask containing the active substance and a flammable device (filament or electrodes). The most common types of flash lamps are: (i) oxygen-filled bulbs containing wire or a thinly split strip, such as aluminum, zirconium, aluminum-magnesium or aluminum-zirconium alloys;

(ii) bulbs in which a bead of active substance, consisting of the powder of one or more metals (e.g., zirconium) mixed with an oxidising agent, is attached to both electrodes. (2) Flashcubes. These are cube-shaped devices containing four flashbulbs and four reflectors. Each of the bulbs of the cube is fired in turn, electrically or mechanically, by percussion of an explosive substance. (3) Battery-operated flashlight apparatus. Apparatus of this kind is provided with an electric battery and a flashbulb or cube fired electrically, their operation usually being synchronised with the camera shutter. Apparatus using discharge lamps is more complex. It may be in the form of a single unit or comprise several elements, including: (A) A power unit operating from the mains or from batteries or accumulators; it works on the principle of charging and discharging a capacitor and is usually controlled by a synchroniser built into the camera and linked to its shutter. In some types the intensity and duration of the flash can be adjusted. (B) The discharge lamp with its console and reflector. (C) A pilot lamp. (D) A socket for connecting additional flash lamps. Portable power units without flash lamp consoles and reflectors, but containing, in addition to the discharge elements, the flash trigger device and (possibly) auxiliary equipment for varying the intensity and duration of the flashes, are classified in this heading as incomplete apparatus having the essential character of the complete apparatus. PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), this heading also covers parts and accessories of the articles of this heading. Such parts and accessories include: camera bodies; folding bellows; ball-and-socket tripod heads; shutters and diaphragms; shutter releases (including delayed-action releases); plate or film holders; lens hoods, special stands or brackets for forensic photography on which the camera is mounted (these often have discharge lamps and adjustable graduated masts for varying the height of the camera). On the other hand, monopods, bipods, tripods and similar articles are excluded (heading 9620). The heading excludes apparatus consisting of an instrument equipped for recording images by photographic means but essentially designed for some other purpose, e.g., a telescope, microscope, spectrograph, stroboscope. A camera presented separately, even if it is a specialised part of another instrument (telescope, microscope, spectrograph, phototheodolite, stroboscope, etc.), is classified in this heading, but not as a part of that instrument. The heading also excludes: (a) screens for screen printing or similar printing (headings 3705, 9001, 9002, etc., as the case may be);

(b) photocopying or thermo-copying apparatus (heading 8443); (c) digital cameras (heading 8525); (d) digital camera adapters (heading 8529); (e) electric flash discharge lamps (heading 8539); (f) photographic enlargers and reducers of heading 9008; (g) electron diffraction apparatus (heading 9012); (h) photographic rangefinders (heading 9015), exposure meters (heading 9027), whether or not designed for fitting to cameras; (ij) X-ray diffraction cameras (used in conjunction with X-ray apparatus for the examination of crystals), radiographic apparatus (heading 9022).
