9017 20 05 — Plotters as drawing or marking-out instruments

Plotters as drawing or marking-out instruments

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 9017 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9017 Drawing, marking-out or mathematical calculating instruments (for example, drafting machines, pantographs, protractors, drawing sets, slide rules, disc calculators); instruments for measuring length, for use in the hand (for example, measuring rods and tapes, micrometers, callipers), not specified or included elsewhere in this Chapter: 9017 10 – drafting tables and machines, whether or not automatic 9017 20 – other drawing, marking-out or mathematical calculating instruments 9017 30 – micrometers, callipers, vernier callipers and gauges 9017 80 – other instruments 9017 90 – parts and accessories This heading covers drawing, marking-out or mathematical calculating instruments. It also covers hand-held instruments for measuring length. This heading, however, excludes: (a) mitre boxes and instruments used in the printing industry (e.g., chisels, gouges, engraving needles) (Chapter 82); (b) graphics tablets and digitisers (heading 8471); (c) pattern-projection equipment for producing masks and reticles on photoresist-coated substrates (such as equipment using light, electron beam, focused ion beam, X-ray or laser radiation) (heading 8486); (d) coordinatographs used for photogrammetric purposes (heading 9015). These include: (A) Drawing instruments. (1) Pantographs and eidographs for making reduced, enlarged or full-size reproductions of maps, plans, drawings, workpieces to be machined, etc. This heading also covers instruments used for plotting courses in navigation. (2) Drafting machines, usually employing a system of parallelograms, with or without drawing boards or tables. This heading also covers drafting machines incorporating automatic data-processing devices or working in conjunction with such machines. (3) Drawing compasses, dividers, proportional compasses, spring bows, ruling pens, dotting wheels, etc., in cases (e.g., drawing sets) or presented separately. (4) Set squares (standard, hatching, wooden or metal), adjustable set squares, T-squares (standard or hinged), French curves

drawing, rules (flat, square-section, for section-lining (parallel rules), standard, etc.). (5) Protractors, from the ordinary protractors found in drawing sets to the complex protractors used, e.g., in design work. (6) Stencils clearly identifiable as specialised for use as drawing instruments. Stencils not so specialised are classified according to their constituent material. (B) Marking-out instruments. (Marking-out consists of tracing construction lines, etc., on the surface of a workpiece to be machined, sawn, etc.) (1) Trammels (marking-out, carpenters', etc.) with plain or divided beams. (2) Scribers and centre punches. (3) Plates used as reference planes for marking out or for checking flat surfaces, etc. Straight-edges and squares (of cast iron, stone, etc.) with a precision flat surface. (4) Blocks with V-shaped and X-shaped notches for supporting cylindrical workpieces. This heading excludes motorised engraving tools for working in the hand (heading 8467). (C) Mathematical calculating instruments. Slide rules, disc calculators, cylindrical calculators and other calculating instruments based on the slide rule or on another principle of mathematical calculation, including, for example, pocket devices for addition and subtraction which are operated by selecting figures with a stylus according to a set procedure. This category also covers rules and discs for calculating photographic exposure, taking account of the state of the sky, the time of day, the chosen aperture, the type of subject and the emulsion speed. Calculating or accounting machines, however, are excluded (heading 8470). (D) Hand-held instruments for measuring length. These instruments are capable of indicating a length, i.e., the linear dimensions of the object to be measured, e.g., of a line (straight or curved), traced or imaginary, on the object. These instruments are therefore capable of measuring such quantities as diameter, depth, thickness and height, which are indicated in units of length (e.g., millimetres). These instruments must also have characteristics (size, weight, etc.) which allow them to be held in the hand while the measurement is being made. Instruments specially designed to be used, when taking measurements, permanently mounted on a stand or other support or connected to machines or other apparatus by flexible tubes, cables, etc., are excluded from this heading (heading 9031). This category of instruments includes: (1) Micrometers; instruments having a micrometer head, either of the screw type or of the non-screw type (non-screw types being of the sliding kind and generally electronic). They are used, for example, for measuring external and internal diameters, thicknesses, the pitch

of screw threads. The results of the measurement may be read on the screw itself, on a dial or on a digital display. (2) Callipers and slide gauges (vernier slide gauges, dial slide gauges or electronic slide gauges) for measuring, for example, diameter, depth, thickness. (3) Gauges having an adjustable measuring device. Gauges without adjustable devices, used only for gauging parts or for checking angles, shapes, etc. (e.g., plug gauges, ring gauges), are excluded from this heading (heading 9031). (4) Comparators (dial type) used for checking internal or external dimensional tolerances (e.g., checking of reaming or of straightening). They include measuring spindles, magnifying dial verniers and transmission systems (racks, gears, levers, springs, pneumatic, hydraulic, etc.). (5) Measuring rods (plain or graduated, straight or folding) and measuring tapes (e.g., spring rules, tapes wound on drums), including standard rods, measuring sticks and the like. This heading excludes devices specially designed for topographical surveying (land chains, levelling staves, ranging poles, etc.) and winch-type measures for mine shafts (heading 9015). (6) Graduated rules (school rules, etc.), including V-rules for measuring the diameter of convex bodies, and vertical measuring apparatus with movable sliders. (7) Map measurers (curvimeters); small instruments, with or without a dial, used for measuring distances on maps, plans, etc. PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), this heading also covers parts and accessories identifiable as suitable for use solely or principally with the machines, instruments and appliances described above, e.g., extension anvils for micrometers; stands for gauge blocks; micrometer stands; hinges or joints for folding rules.
