9019 10 — Mechano-therapy appliances; massage apparatus; psychological aptitude-testing apparatus

Mechano-therapy appliances; massage apparatus; psychological aptitude-testing apparatus

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 9019 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9019 Mechano-therapy appliances; massage apparatus; psychological aptitude-testing apparatus; ozone therapy, oxygen therapy, aerosol therapy, artificial respiration or other therapeutic respiration apparatus: 9019 10 – mechano-therapy appliances; massage apparatus; psychological aptitude-testing apparatus 9019 20 – ozone therapy, oxygen therapy, aerosol therapy, artificial respiration or other therapeutic respiration apparatus

(i) Mechanotherapy devices These devices are used primarily for the treatment of diseases of the joints or muscles by mechanical reproduction of various movements. It should be noted that such treatment is usually performed under medical supervision; apparatus of this heading should therefore be distinguished from ordinary equipment for physical or medical exercise intended for use before ma or in specially equipped rooms (heading 9506) (for example, elastic cords or devices for exercise; spring grippers of various kinds; rowing simulators for the reproduction of rowing movements; stationary single-coloured bicycles for training purposes or for the development of leg muscles). Since mechanotherapy covers only treatment involving joint movement, etc., this heading does not cover fully stationary appliances (e.g., staircases, Swedish walls, bars), even if they are intended for use in the rehabilitation of limbs; such articles fall within the relevant headings. In this heading, however, apparatuses may be regarded as mechanical even if they contain only comparatively simple mechanical devices such as springs, wheels, pulleys, etc. Subject to the above provisions, this heading includes:

(1) Apparatus for rotational exercises of the wrist. (2) Finger rehabilitation devices. (3) Apparatus for rotational foot exercises. Most of the devices of these three types consist mainly of grippers associated with levers, adjustable balances, devices for holding limbs, and all generally installed on the base. They're manual. (4) Apparatus for simultaneous bending and stretching of the knee and thigh. (5) Body exercises apparatus. (6) Apparatus for walking exercises consisting of a frame with forked supports and hand grippers resting on a series of wheels. (7) Apparatus for improving circulation, strengthening the heart muscles and rehabilitation of the lower extremities, consisting of a type of wheelless bicycle mounted on a frame, the pedals of which can be rotated when the patient is sitting on top or lying down. (8) Universal power-driven devices, which, through the use of interchangeable accessories, can be used for numerous mechanotherapeutic purposes (for example, for the treatment of diseases of the joints or muscles of the neck, shoulder, elbow, wrist, fingers, thigh, knee, etc.). Massage devices for the massage of body parts (abdomen, feet, legs, back, hands from hand to shoulder, hands, face, etc.) usually work by friction, vibration, etc. They can have a manual or power drive or belong to the e-lectromechanical type with the motor built into the working device (vibromassage devices). Especially the latter type may contain replaceable additional devices (usually rubber), allowing the use of different methods of exposure (brushes, sponges, flat or geared discs, etc.). This category of devices includes simple rubber rollers or similar massage devices. It also includes hydromassage devices for general or partial body massage under the influence of water or a mixture of water and air under pressure. Examples of such devices are complete massage baths equipped with pumps, turbines or blowers, pipelines, control devices and all necessary fittings; devices for massage of the breast under the action of water distributed through a series of small tips, installed inside a shape located above the chest and rotating from a jet of water introduced through a flexible tube. The following apparatuses are also considered to be massage machines within the scope of this heading: mattresses intended for the prevention or treatment of pressure sores by continually changing the places on which the patient's body rests, and by performing surface massage effects on tissues prone to death. (iii) apparatus for psychological tests for the determination of abilities These apparatuses are used by physicians, etc., to investigate the rate of reflex actions, coordination of movements and other physical or psychological reactions. They are used to test people whose occupations require special abilities (pilots, drivers, etc.), or to test the educational or professional inclinations and abilities of children.

This heading covers various types of such apparatus (e.g., devices for testing motor skills or dexterity; revolving seats designed for variable speed and sudden stopping, for testing the reactions of aircraft pilots). It should be noted, however, that this heading excludes apparatus normally used for the medical diagnosis of sight, hearing, the heart, etc. (heading 9018). Similarly, articles having the character of construction or building sets and equally suitable for use as amusements and for aptitude testing are classified as games or toys (Chapter 95). (IV) OZONE THERAPY APPARATUS This apparatus is designed for treating the respiratory organs by using the therapeutic properties of ozone (chemical formula O3), e.g., by inhalation. (V) OXYGEN THERAPY, ARTIFICIAL RESPIRATION OR OTHER THERAPEUTIC RESPIRATION APPARATUS This is used in rescuing drowning persons, in cases of electric shock, acute poisoning (e.g., by carbon monoxide), for weak newborn infants, in cases of post-operative shock, infantile paralysis (poliomyelitis), acute asthma, underdeveloped lungs, etc. These appliances include: (A) Appliances used instead of manual methods of artificial respiration, e.g., mechanical appliances which work by applying pressure to the patient's chest by means of an oscillating movement, forced inhalation, etc. (B) Oxygen therapy apparatus proper. These operate by the inhalation of oxygen or of a mixture of oxygen and carbon dioxide through a mask, or by supplying oxygen into a respiratory chamber consisting of a transparent plastic tent placed over the patient's bed. (C) Appliances known as "iron lungs", and similar appliances. These consist essentially of the following elements: (1) A chamber, made of metal, wood or glass fibre, to enclose the patient's body (the head remaining outside), or a smaller chamber of transparent plastics covering only the chest. (2) An independent unit containing an air-aspiration system and an emergency blower, which may be power-operated or hand-operated. (3) A thick airtight tube connecting the blower system to the chamber. Some of the oxygen therapy appliances described above (particularly oxygen tents) may also be used for administering aerosols, the patient simultaneously inhaling oxygen and a medicament dispersed by a micro-sprayer (see item VI below). This heading excludes hyperbaric chambers or decompression chambers (heading 9018). (VI) AEROSOL THERAPY APPARATUS This is used for administering a therapeutic agent in treating pulmonary, skin, gynaecological and ear, nose and throat diseases, etc., by dispersing (spraying) various medicinal solutions (hormones, vitamins, antibiotics, bronchodilators, essential oils, etc.) in the form of a mist.

Some of these appliances are individual (atomisers) and are designed for connection to cylinders of oxygen or compressed air, or for fitting in the oxygen tents described in item (V) above. Others are of the aerosol-generator type for doctors' consulting rooms or hospitals; these consist of a cabinet containing a motor-compressor unit, measuring instruments, the generator proper and various fittings (masks, nasal, buccal, gynaecological and other nozzles). This heading covers hand-held aerosol-type sprayers for irrigating the teeth or gums, operated by a compressed gas contained in a screw-on container; the action of the medicinal preparation used cleans the oral cavity and cures diseases such as periodontitis. PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), parts and accessories of the apparatus and appliances of this heading are classified in this heading. Such parts and accessories include oxygen tents and their fixing devices for oxygen therapy apparatus.
