Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9024 Machinery and devices for testing hardness, strength, compression, elasticity or other mechanical properties of materials (e.g., metals, wood, textile materials, paper, plastics): 9024 10 – machines and devices for testing metals 9024 80 – machines and devices other 9024 90 – parts and accessories
This heading covers a variety of machines and devices for testing hardness, elasticity, tensile, and compressive strength or mechanical properties of various materials (e.g. metals, wood, concrete, textile yarn and fabric, paper or cardboard, rubber, plastics, leather). It therefore does not include: (a) instruments or devices for the investigation of the microscopic structure of materials (e.g., metallographic and other microscopes - heading 9011 or 9012), the analysis of materials or the measurement of properties such as porosity, thermal expansion, etc. (heading 9027); (b) instruments or apparatus intended only for simple measurements or monitoring of width, thickness, etc. (e.g., parts to be worked, in shells, metal articles) (heading 9017 or 9031); (c) devices for the detection of damage, cracks, fractures, or other defects (heading 9031). The machinery and apparatus of this heading are generally used in industrial and research laboratories for the testing of manufactured articles (usually carefully selected or standard samples). They can also be used during manufacturing processes, in construction work (in workshops, on construction sites, etc.) sludge and to control products when shipped to shops, etc. They can range from large machines with mechanical, electrical or hydraulic drive of considerable mass (several tons) to small portable or even handheld appliances. Some "universal" types (e.g., for metal testing) may be used for hardness, tensile strength, bending, etc. tests using separate additional devices. Although they usually operate on a "start-stop" basis, some are designed for automatic or semi-automatic operation (for example, to test a large number of products at the exit of the assembly line). The test results can be established either by direct reading (sometimes using a simple optical device such as a magnifying glass, or even an integrated microscope or profile projector) or by separate microscopic examination of the test sample (for example, observing marks in determining hardness by pressing the ball into the metal). In addition, some machines may have a means of recording stresses, loads, etc., arising in the test sample. (I) Machines and devices for the testing of metals This category of goods includes machinery and devices for the following purposes: (A) Break tests on test specimens, rods, wire, cables, springs, etc. Break tests are used to determine the elasticity, strength limit and many other important properties of the metal. Breaking test machines
are of various types (e.g. vertical or horizontal type, with an infinite screw or with a hydraulic load); however, they mainly contain a vise or clamps to hold the test sample. (B) Hardness tests on test specimens, rods, mechanically processed parts, etc., the hardness of the metal being measured by the resistance of the metal to pressure. These tests include: (1) Determination of hardness by squeezing a steel ball (a ball of tempered steel or hard alloy), or the Brinell test. Indentation is made by applying constant pressure (but not by impact or repeated impact) to the steel ball using a lever, spring or piston; the diameter of the print is then measured with a microscope. (2) Testing hardness and indentation of a diamond pyramid. This test can be carried out using the Rockwell method (in which the depth of indentation is measured using a limbic comparison device) or the Vickers method (measuring the indentation area under a microscope). Other forms of these tests (Monotron, Shore, Knoop, etc.) are also used, and instruments for testing soft metals by crushing steel tools (for example, the Rockwell method) are also available. The above tests can be performed on the same machine. (3) A bounce test performed with scleroscopes or sclerographs: A small hammer (usually with a diamond pyramid at the end) is lowered from a given height to the surface of the test sample. The harder the metal, the higher the hammer rebound will be. (4) A pendulum hardness test in which oscillations of the pendulum resting on the sample are observed. The pendulum consists of an inverted U-shaped cast-iron body equipped in the middle with a steel ball. (C) Bending tests. (1) Tests performed on rods (with or without incision). The rod rests on two supports and is subjected to repeated blows by the woman until it breaks; thus its maximum resistance is determined. (2) Pressure tests (mainly for bars), bending tests (springs). (D) Ductility tests used mainly for sheet metal testing. The indented tool, usually provided at the end with a steel ball, is gradually pressed into the sheet to the point of penetration; the first scroll is recorded, and then the load and deviation are measured. (E) Bending tests (sheets, bars and wire), compression tests and cut-off tests (mainly for cast iron). (F) Fatigue testing: Test samples are not only subjected to simple loads as described above, but also to complex and variable loads. These tests are performed by rotating bend machines (samples rotate at high speed) or reversible torsion machines (in which the direction of torsion is reversed), electromagnetic fatigue testing machines, etc.
(II) MACHINES AND APPLIANCES FOR TESTING TEXTILES The main tests carried out by machines of this group include: (1) Tests for extensibility and resistance to rupture, tests for elasticity or breaking strength under load, etc. (and combinations of such tests). The material tested may be raw fibre or yarn, cords or ropes, ordinary fabrics, braids, belting, etc. These tests are carried out by means of dynamometers of various types, usually named according to their principle of operation (e.g., pendulum or beam dynamometers) or according to the material for which they are most often used (e.g., single yarn, twisted yarn or cord, glass fibre, skein or hank, fabric, bursting machines); these tests may also be carried out by means of extensometers. Some dynamometers are fitted with a ball device for testing fabrics for bursting. (2) Tests for detecting changes in the dimensions of textile specimens. The stretching or shrinkage of a fabric specimen is measured after it has been stretched in the dry or wet state. (3) Tests for wear and tear. These tests are carried out on textile goods which will be subjected to rubbing (sheets, clothing, table linen, etc.), and sometimes also on the yarn itself. Such tests are carried out by means of abrasion testers, wear testers, etc. A strip of fabric, stretched with suitable tension, is gradually worn away by an abrading tool (abrasive disc, rotating cylinder fitted with metal flanges, steel grinding wheel, etc.). Resistance to wear and tear is measured by the number of revolutions required for the abrading tool to rupture the fabric. The heading excludes instruments used for checking textile materials (e.g., yarn evenness testers; tension testers for determining the tension to which yarn is subjected on warping frames, winding devices, etc.; yarn twist counters and torsiographs for measuring the twist of yarn) (heading 9031). (III) MACHINES AND APPLIANCES FOR TESTING PAPER, PAPERBOARD, LINOLEUM, FLEXIBLE PLASTICS OR FLEXIBLE RUBBER These tests relate mainly to breaking strength (measurement of extensibility, breaking load, etc.) or to resistance to puncturing. They are carried out by means of dynamometers basically similar in construction to those used for textiles. This category includes testers for determining bursting strength, folding testers, etc. (e.g., for paper), instruments for measuring elasticity, instruments for measuring resilience by rebound, tensile testing instruments, abrasion machines, plastometers (e.g., for rubber or plastics). (IV) MACHINES AND APPLIANCES FOR TESTING OTHER MATERIALS Most of these materials (e.g., wood, concrete, rigid plastics) are subjected to tests for tension, bending, hardness, compression, shear, abrasion, etc., by means of machines and appliances similar in principle of operation to those used for testing metals (ball indentation, impact, etc.).
This heading also includes a large number of instruments, usually small in size, designed to determine tensile strength, bending resistance, compression, etc., of test samples cast in a molding mixture. It also includes tools for measuring the surface hardness of finished casting molds or foundry rods. Subject to the provisions of Notes 1 and 2 to this Chapter (see general provisions), parts and accessories of apparatus or devices of this heading are also included in this heading.
