9028 30 — Electricity supply or production meters, incl. calibrating meters therefor

Electricity supply or production meters, incl. calibrating meters therefor

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9028 Meters of supply or production of gas, liquid or electricity, including calibration: 9028 10 – gas meters 9028 20 – liquid meters

9028 30 – electricity meters 9028 90 – parts and accessories

These meters are usually equipped with a device driven at a speed proportional to the flow rate of the liquid or the measured electrical value. They are often mounted in a shunt or branch of a highway or network, or connected to measuring transformers so that only a fraction of the flow passes through them, but are calibrated to show the full amount of O passing through the feed pipe or network. Meters for the supply or production of gas, liquid or electricity are classified in this heading, whether or not they are equipped with a clockwork recording device or a simple mechanical or electrical device for the actuation of control, signal, etc. devices. (I) Feed counts or production of gas or liquid These meters are used to measure, in units of volume, the amount of liquid passing through the pipe. Flowmeters which measure flow rates are not included in this heading (heading 9026). This heading includes household feed counters, factory feed or production counters and reference counters (to verify the accuracy of conventional counters). In addition to simple meters, this heading also includes special meters, such as maximum load meters, prepaid meters, price meters, etc. The supply or production counters consist of a measuring device (turbine, piston, diaphragm, etc.), a mechanism for adjusting the fluid intake (usually valves), a transmission (infinite screw, camshaft, gears or other systems) and a recorder or indicator (shooter or drum type) or both. (A) Gas supply or production meters. (1) Liquid counters. The measuring device usually consists of a drum or wheel broken into sections; it rotates in a cylindrical casing more than half filled with liquid (water, oil, etc.). The drum is rotated by gas, which, when entering the meter, fills the sections immersed in the liquid and raises them thus above the water level. The number of revolutions of the drum shall be indicated on the counting machine. A counter of another type (a counter with a vibrating bell) consists of a bell in which the gas passes successively a series of chambers; a bell having a central guide begins as a result to oscillate around an inclined axis that captures the shoulder of a crank connected to the driving spindle of the counting mechanism. (2) Dry meters. These counters come in several types. The measuring device may consist of pistons, membranes or fan wheels driven by pressure g as and connected to the counting mechanism. A conventional counter consists of a box divided into two sections by a partition. Each section, in turn, is divided

the median membrane; gas enters and exits these four sections sequentially. The variable motion of the membrane makes the counting mechanism work. (B) Meters for the supply or production of liquids (cold or hot water, oil, alcohol, beer, wine, milk, etc.), but not including pumps for liquids (even if equipped with measuring devices) of heading 8413. These meters include: (1) Counters with impeller or fan wheel. These meters are also called meters with the output of the result, since the volume of liquid is determined from their speed. The measuring device consists of a fan or impeller wheel that rotates at a speed proportional to the fluid flow. This rotation makes the counting mechanism work. (2) Diaphragm counters. These meters are similar to the dry gasometers described above. The cast iron cylinder is divided into two sections by a flexible membrane, which is stretched or compressed when the sections are alternately filled and empty. This movement makes the counting mechanism work. (3) Counters with reciprocating motion of the piston. These counters may consist of one or more pistons that make reciprocal movement inside the cylinders. As in a steam engine, the spool system alternately directs the measured liquid to the top and bottom of the piston and opens or closes the shut-off valves. The movement of the pistons sets in motion the counting mechanism. (4) Disk counters. In these counters, the piston is replaced by a rotating disk that divides the spherical chamber into two equal sections alternately filled and empty. The resulting oscillatory movement of the disc drives the meter mechanism. (5) Revolving piston counters. Such counters of the first type consist of a cylindrical working chamber equipped with a radial partition, which partially protrudes across the chamber. The measuring device is a cylindrical piston, the wall of which is divided according to the protrusion on the partition. Filling and emptying the section informs the cylinder oscillatory (semi-rotating) movement, and this movement is transmitted to the meter mechanism. In counters of another type, there is no partition in the working chamber, and a true rotational movement of the elliptical piston is obtained. In some cases, the counter consists of a oscillating bell in a fenced spherical chamber. The counters referred to in paragraphs (2) to (5) above are known as positive volumetric type. These meters measure the amount of electricity consumed (in ampere-hours or multiples of units) (quantity meters) or the amount of energy consumed (in watt-hours or multiples of units) (energy meters). If the voltage is constant, the meters

quantities may be calibrated in watt-hours (or in multiples of watt-hours). Some meters are designed for use with direct current, others with alternating current. This heading excludes apparatus such as voltmeters, ammeters, wattmeters, etc., which merely measure electrical quantities and are not designed to record the total quantity of energy or electricity consumed (heading 9030). This heading covers the following main types of electricity meters: (A) Meters with a moving measuring mechanism. These meters consist of one or more inductance coils, a rotating element (armature) whose speed of rotation is proportional to the quantity of electricity or energy consumed, a counting mechanism and a pointer or drum indicator (or a combination of both). Such meters are usually fitted with an "electric brake" using the eddy-current principle – a disc in which eddy currents are generated as it rotates between the poles of one or more permanent magnets. (B) Static meters. These meters consist of electronic static units, such as multipliers or quantifiers, fitted with an indicating device. They produce an electric current or resistance directly proportional to the quantity of electrical energy consumed. The indicating device may be mechanical (fitted with a pointer or drum indicator) or electronic. They include: (1) prepayment meters; (2) multi-rate meters (registering electrical energy supplied at two or more different rates); (3) maximum demand meters (indicating the maximum value of the average load over a given period); (4) peak meters (indicating consumption above a certain peak value); (5) excess meters (similar to peak meters, but also indicating the total energy used); (6) impulse meters (fitted with an impulse sensor); (7) reactive power meters; (8) demonstration meters; (9) direct-current meters (volt-hour meters (V·h), ampere-hour meters (A·h), watt-hour meters (W·h)); (10) impulse-input meters for connection to impulse meters, fitted with a consumption register and a totalising device or a maximum device (indicating or recording) or a device for counting excess over maximum consumption, etc.; (11) standard meters for checking and calibrating other meters.

Subject to the provisions of Notes 1 and 2 to this Chapter (see General Provisions), separately presented parts and affiliations to counters of this heading are also included in this heading.
