Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9029 Revolution counters, production counters, taximeters, mileometers, pedometers and the like; speed indicators and tachometers, other than those of heading 9014 or 9015; stroboscopes: 9029 10 – Revolution counters, production counters, taximeters, mileometers, pedometers and the like 9029 20 – Speed indicators and tachometers; stroboscopes 9029 90 – Parts and accessories

(A) Counters indicating the total number of units of any type (turns, items, lengths, etc.) or the amount to be paid. However, this heading does not include the summation devices of heading 8473, the counters for the supply or production of gas, liquid or electricity of heading 9028, and the curvimeters or planimeters of heading 9017 or 9031. (B) Apparatus showing the speed of rotation or linear velocity in relation to the time factor (tachometers and speedometers) other than those specified in heading 9014 or 9015. (C) Stroboscopes of all kinds. Such apparatus and appliances are classified in this heading whether or not they contain a clock-operated recording device and whether or not they are equipped with a simple mechanical or electrical device for actuating signal apparatus, machine controls, brakes, etc. (A) COUNTING DEVICES (1) RPM counters. These devices count the number of revolutions of a mechanical part (for example, a car shaft). They consist mainly of a drive spindle transmitted to a pointer or a drum indicator. They usually have a device to reset the meter to zero. These meters can be connected to the rotating part either directly (in some cases, the part itself drives the drive mechanism) or by remote control. The drive spindle can be driven by the rotational, variable or pulsating movement of the rotating part (for example, encryption). It should be noted, however, that this heading does not include yarn rods, torsiometers and similar test or control apparatus containing revolution counters (heading 9031). (2) Quantity counters of production. These counters are similar in design to speed meters. They are used, in particular, for measuring length (for example, in spinning or torsion machines);

counting the movements of the machines (automatic scales, pump, movements of the shuttle in the spinning machine, etc.); or to count the number of products (printed sheets issued by the rotary printing machine, products transported by the belt conveyor, banknotes, etc.). In practice, the fields used for these purposes are usually revolution counters adapted to indicate the length or number of units in terms of the number of revolutions of the drive spindle. Electronic product counters. Recalculated products interrupt the beam falling on the photocell. The recording apparatus then counts the number of items that have passed through the beam. This also includes multichannel meters (e.g., used to monitor the output of multiple operators operating on the same machine). This category of meters also includes electromagnetic meters used in automatic telephone exchanges to count telephone calls made by a subscriber; they usually contain an electromagnet that drives a recording fur anism (rollers such as cyclometers, etc.), moving it one position whenever a pulse of electric current passes through its winding. (3) Counters to indicate working hours of machines, engines, etc. (time or clock counters). In practice, these are speed meters calibrated in working hours. (4) Counters of the number of entries. These meters are triggered by turnstiles or other devices installed at the entrances to museums, parks, sports grounds, etc., where they record the number of visitors or spectators. (5) Billionaire counters. These are mechanical meters (roller type, etc.) usually with manual control for recording an account. This heading does not include counters which use a clockwork to indicate the time in play or the amount to be paid on the basis of time (heading 9106). Billion markers of ball or sliding type fall in heading 9504. (6) Instruments and apparatus for measuring short intervals of time by counting which, if they do not have clock-type machines (including synchronous clock movements), are not included in Chapter 91. This heading also covers electronic pulse meters (transcalculation devices) (e.g. passenger meters on buses, trains, etc.). (7) Taximeters. Taximeters usually have a clock mechanism. They show the amount to be paid depending on the time and distance covered. (8) Mileometers. These are revolution counters for vehicles and are usually graded in linear units (miles, kilometers, etc.). Most milleometers are combined with speedometers. (9) Steppers.

These instruments have a clock-type mechanism and are used for approximate distance measurement. They contain a pendulum that moves the geared gear of the chu one unit at each step. The covered distance is calculated by the number of steps taken and their length. (10) Counters to be held in hand. These counters usually show no more than four numbers in fixed categories. The user presses the category button to activate the display. (B) AIDS METERS AND TAHOMETERS These devices differ from revolution counters and output counters from point (A) above in that they show the number of revolutions, speed, output, etc. per unit time (e.g., the number of revolutions per minute, miles per hour, kilometers per hour, meters per minute). They are usually installed on vehicles (cars, motorcycles, bicycles, locomotives, etc.) or machines (engines, turbines, paper-making machines, printing equipment, textile equipment, etc.). The speedometers and tachometers of this heading generally operate on one of the following principles: (1) A chronometric system. The measuring mechanism is combined with the clock mechanism. Sometimes time is measured by means of a separate chronograph, in which case the two instruments fall under the respective headings. (2) The centrifugal system. The vertical arm of the regulator, held by the spring, rotates along with the drive spindle. A pair of loads suspended from the regulator's shoulder is thrown to the sides by a centrifugal force so that the distance the regulator's shoulder moves is proportional to the speed. This displacement is transmitted to the arrow of the device. (3) Vibration system. This type is used for fast-rotating machines such as turbines, pumps, compressors, electric motors, etc. The mechanical resonance of the oscillations of the frame or bearings of the machine causes oscillations of graduated tongues with a frequency corresponding to the number of revolutions of the machine. (4) Magnetic (induction) system. A system of permanent magnets rotating along with the drive spindle generates vortex currents in a disc of copper or aluminum placed in a magnetic field. This current is proportional to the speed of rotation of magnets. The disc is thus “fun” or drawn into a circular motion, but its rotation is slowed by a restrictive spring. The disk is connected to an arrow showing the speed. (5) Electrical systems. These systems are either equipped with a photocell or run from a pulse generator installed in the machine. The speedometers and tachometers of this heading may be stationary or portable, simple or multifunctional (for example, maximum or minimum), differential (in this case they show the difference between two speeds in percentage), about connected with a summing counter or timer or a graphical

recording device, etc. This heading also includes certain devices which at the same time record speed, distance in miles, duration of movement and idleness, etc. (C) Stroboscopes make it possible to observe working machines as if they were moving slowly or stationary; they may also be used to measure the speed of rotation or the speed of reciprocal motion. In the latter case, they are more commonly known as strobe tachometers. Stroboscopes work on the principle of creating visible immobility or reduced speed in the observed mechanism by successive brief flashes of light (flares) at fixed intervals of time. The observed mechanism may be continuously illuminated for study by an optical instrument (a disc with one or more radial slits or "windows") that crosses the direction of view; or the mechanism may be placed in darkness and periodically illuminated for very short periods (flashes). The speed of the observed rotating or reciprocating movement of the mechanism can be determined by selecting the speed of the disk or the frequency of flashes until the impression of immobility appears. Stroboscopes based on the principle of continuous illumination consist of a clock mechanism driven by one or more strobe pulses, a speed regulator, an eyepiece, and a graduated drum (usually graduated in revolutions per minute). Stroboscopes, working on the principle of periodic lighting, are markedly different - depending on the device that creates flashes of light. The simplest types of devices consist of an ordinary lamp, a motor with a speed regulator that controls the frequency of flashes, and a graduated circular scale. Flashes can also be produced by a gas discharge lamp. These gas discharge strobes are much more complex in design and can be used to take photos or make movies; they are sometimes mounted on wheels or rollers. The flashes necessary to observe a rotating or reciprocating mechanism may be controlled by the mechanism itself. Synchronization is achieved using a spring-type interrupting device, a photocell, an electromagnetic relay, etc. Except when permanently fitted in strobes, cameras or film cameras are classified in the appropriate headings. Stroboscopes are used, in particular, to observe or measure the rotational frequency of motors, transmission mechanisms, textile equipment (such as spindles, coils, card tapes, shuttles), paper machines, printing equipment or machine tools. They are also used in medicine to examine the oscillations of the vocal cords. Subject to the provisions of Notes 1 and 2 to this Chapter (see general provisions), separately presented parts and accessories of apparatus or devices of this heading are also included in this heading.
