Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

In addition to profile projectors, this heading covers measuring or checking instruments, appliances and machines, whether or not optical. It should, however, be noted that this heading excludes instruments, apparatus, etc., falling in headings 9001 to 9012 or 9015 to 9030; in particular, it excludes: (a) astronomical instruments of heading 9005; (b) microscopes (heading 9011 or 9012); (c) surveying, etc., instruments and appliances of heading 9015; (d) instruments for measuring length, for use in the hand (heading 9017); (e) medical, surgical, etc., instruments and appliances of heading 9018; (f) machines or appliances for testing the mechanical properties of materials (heading 9024); (g) flow meters, etc., of heading 9026; (h) instruments and apparatus for measuring and checking electrical quantities and instruments and apparatus for measuring or detecting ionising radiations of heading 9030; (ij) automatic regulating or controlling instruments and apparatus (heading 9032).

(I) MEASURING OR CHECKING INSTRUMENTS, APPLIANCES AND MACHINES (A) These include: (1) Machines for balancing mechanical parts (dynamic, static or with an electronic balancing device), e.g., armatures, rotors, crankshafts, connecting rods, propeller shafts, wheels, flywheels. In dynamic balancing machines the parts rotate on two bearing pedestals or between centres, the unbalance being measured mechanically (tracing of diagrams on a recording plate, on the spring balance principle, etc.). Static balancing machines operate on the rocking principle, the unbalance being measured on linear or circular scales. They differ from dynamic machines in that the part to be balanced does not rotate. The unbalance is compensated either by counterweights or by removal of material. On machines fitted with an electronic balancing device, the vibrations caused by asymmetry are detected by a special sensing element and then amplified. The heading also covers balancing machines combined with machine-tools (e.g., a drilling machine) and used solely for correcting unbalance. (2) Test benches for engines and motors, electric generators, pumps, speedometers, tachometers and the like, consisting of a frame and a measuring or calibrating instrument. (3) Laboratory appliances of the type used for testing fuels, and in particular for measuring the octane number of petrol or the cetane number of diesel fuel. These appliances generally consist of an internal combustion engine, a dynamo, an ignition generator, heating resistors, measuring instruments (thermometers, manometers, voltmeters, ammeters, etc.). (4) Apparatus for testing and adjusting motor vehicle engines, for checking all parts of the ignition system (coils, sparking plugs, capacitors, batteries, etc.), for determining the best carburettor setting (by analysis of the exhaust gases) or for measuring the compression in the cylinders. (5) Planimeters for measuring plane areas (e.g., on plans, diagrams, skins or hides). A tracing point combined with a measuring device follows the outline of the area to be measured. Integrators, harmonic analysers and other instruments are based on the planimetric principle and may measure other parameters (e.g., volumes, moments of inertia). (6) Head contour measuring devices used by hatters, which operate by perforating a sheet of paper.

(7) Dial comparators, micrometric devices, electronic, opto-electronic and pneumatic gauges, whether or not automatic, and all devices and instruments for measuring lengths, angles and other geometrical quantities by means of such gauges. The heading also covers recording comparators and comparators fitted with a mechanical device which conveys mass-produced parts to the comparator and removes defective parts. However, the heading excludes dial comparators designed for use by hand and described in item D (4) of the Explanatory Note to heading 9017 (see exclusion (d) above). (8) Column-type measuring instruments for checking precision squares, heights or for other checks during production processes. (9) Sine bars and sine bars with adjustable table for checking angles. (10) Spirit levels used in many trades, including micrometric adjustable levels (spirit levels with built-in micrometer), block levels (a metal frame with two spirit levels) used in engineering, and liquid levels based on the principle of communicating vessels. It should be noted that levels specialised for surveying purposes are excluded from this heading (heading 9015). (11) Clinometers (with pointers or graticules, clinometer-rules, clinometer-protractors) for checking level in relation to the horizontal plane or for measuring the inclination of a surface. However, instruments also called clinometers, used in surveying for determining the elevation of ground, are excluded (heading 9015). (12) Plumb bobs. (13) Spherometers for measuring the curvature of spherical surfaces (lenses, mirrors, spectacle lenses, etc.). They consist of a base with three pins (at angles corresponding to those of an equilateral triangle), a graduated rule and a micrometer screw with a feeler. Other types of instrument (optical lens gauges) may be fitted with a dial to indicate the curvature directly. (14) Master gauges. (15) Multidimensional measuring equipment, including coordinate measuring machines, used for carrying out dimensional checks, either manually or mechanically, on various parts or components of machines. (16) Centring machines used by opticians, designed to determine and mark the axis and centre of a lens. (17) Micrometric reference measuring machines based on the micrometer principle. They consist of a fixed tailstock (with a contact indicator) and an adjustable headstock with a micrometer screw. (18) Apparatus for measuring or detecting vibration, expansion, shock or rattle, used on machine-tools, bridges, dams, etc. (19) Apparatus for checking textile materials, e.g., yarn sorting reels (wrap reels) designed to obtain a given length of yarn or of wool sliver (with or without tension regulator, counter and bell); torsiometers and torsiographs for determining the twist of yarn; tensiometers for

measuring the tension of yarn on textile machines (warping, winding, spinning, etc.); instruments for checking the regularity of yarn by winding it on a drum or board, usually incorporating a device for checking the spacing between the turns. (20) Surface finish testing instruments and machines for gauging the surface condition. In instruments of the mechanical or pneumatic types, gauging is carried out by means of a hard contact stylus or air jets. In instruments of the electrical type, a sapphire or diamond pick-up travels over the surface being tested and converts all irregularities of that surface into an electrical potential. The vertical movements of the pick-up are converted into an electrical potential either directly by means of a piezo-electric crystal or indirectly when they vary the capacitance of a capacitor or the inductance of a coil. This electrical potential is then amplified and measured. Comparison of the result of the measurement with the readings obtained when using selected surface roughness standards (small metal plates supplied for this purpose) gives a measure of the condition of the surface being tested. (21) Gear testing machines, using, for example, a lever amplifying system, for testing profile shapes, pitch circle diameters, tooth spacing and rolling contact, etc. (on spur gears and bevel gears), pitch, etc. (on helical gears and worm gears). (22) Instruments for measuring the contraction of a clay, etc., test specimen taken from a ceramic kiln during firing to determine the progress of the firing (pyroscopes). These instruments are often similar to callipers, but are calibrated in arbitrary units. (23) Instruments for measuring irregular surfaces (such as skins and hides) by means of a photoelectric process. (The difference in the current of the photoelectric cell depends on how uniformly a strongly illuminated sheet of glass is covered by the opaque surface being measured.) (24) Instruments for measuring the diameter of a filament by means of a photoelectric process, as described in item (23) above. (25) Instruments for the continuous measurement and checking of the thickness of metal sheets or strips in rolling mills, etc. (26) Ultrasonic thickness-measuring instruments which permit the thickness to be determined by observations made from one side only of the material. (27) Instruments for detecting cracks, fractures, flaws or other defects in materials (bars, tubes, profiles, machined articles such as screws, needles, etc.). They operate either on the basis of observing an image on a cathode-ray screen produced by magnetic variations, or by direct reading of variations in magnetic permeability shown on a graduated scale, or by the use of ultrasonic waves. The last group includes ultrasonic instruments for checking soldered or welded joints, which operate on the principle that any discontinuity in the medium through which ultrasonic waves pass deflects the beam. Defects may be measured either by observing the attenuation of the beam or by reflection methods. Observations may be made on the screen of a cathode-ray tube.

(28) Special instruments for checking watches or watch parts. These include: (i) instruments for checking hairsprings; (ii) amplitude meters for checking the amplitude of oscillation of the balance. A light beam, interrupted by the movement of the balance, is projected on to a photodiode, which gives the value of the amplitude; (iii) oscillometers for testing and checking complete watch movements. The movement is placed on a microphone, and each tick of the watch creates a potential which is amplified and fed to two electrodes. One of the electrodes is fitted with sharp points which thus perforate a record on a paper strip; (iv) instruments for the final checking of watches. They operate on the same principle as oscillometers (recording the ticking of watches placed on a microphone) but may also be fitted with a cathode-ray oscilloscope. (29) Special electrical instruments for measuring stresses and strains. They are based, for example, on the following principles: (i) variations in the resistance of a wire subjected to load (strain gauge instruments). However, electrical resistors known as strain gauges fall in heading 8533; (ii) variations in capacitance between specially constructed electrodes; (iii) electrical potentials generated by quartz or similar crystals subjected to pressure. This category also includes dynamometers used for measuring the compression or tractive force of hydraulic presses, rolling mills, materials-testing machines, etc., and also for load tests (aircraft). They generally consist of a metal body (cylinder, ring, etc.) to which the load is applied, and of a measuring apparatus graduated in units of mass which shows all changes in the shape of the metal body. However, dynamometers for testing the properties of materials are excluded from this heading (heading 9024). (30) Load cells which convert changes in the applied force (including mass) into proportional changes in voltage. These voltage changes are usually detected by instruments for measuring, controlling, weighing, etc., and expressed in the required units. (31) Electronic chronographs and chronoscopes for measuring the duration of an electrical contact. They consist of a capacitor which is charged through a high resistance while the contact is closed; the measurement is made on a valve voltmeter calibrated in units of time. (B) The heading also covers measuring and checking appliances and instruments of the optical type, such as: (1) Optical comparators or graduated-scale comparators for checking the dimensions of a manufactured part in comparison with a master; the movement of the feeler is magnified by an optical device (rotating mirror principle).

(2) Comparator benches for checking elongation, length, surface, etc. They comprise a table and frame, a sliding carriage and two mounted micrometer microscopes. (3) Measuring benches for large parts, thread gauges, hobs, lead screws for lathes, cross-members, etc. They comprise a frame and table, a viewing microscope, two micrometer microscopes and a projection apparatus. (4) Interferometers for checking flat surfaces. They are based on the principle of light interference and incorporate a standard optical interferometer for checking the shape and finish of the surface, and lenses with micrometric cross-hairs for measuring the interference fringes. However, the heading excludes standard optical interferometers (heading 9001) and interferometers for measuring refractive indices (heading 9027). (5) Optical instruments for determining the condition of surfaces by means of a combination of prism and lens. (6) Apparatus fitted with a high-speed pulse-type differential feeler and an optical viewing device, for photographic recording and measurement of profiles and surface condition. (7) Alignment telescopes for checking the straightness of beds or slides of machine-tools and for measuring metal structures. They operate on the basis of collimation or autocollimation and comprise a telescope and a collimator or mirror. (8) Optical straight-edges for measuring deviations from flatness; they comprise a hollow straight-edge with a prism and lens at each end and a micrometer with an eyepiece incorporating a feeler. (9) Micrometric reading apparatus for checking the movement of machine-tool tables; they comprise a micrometric device for reading the millimetre graduations on individual scales. (10) Optical goniometers or angle-gauging devices, designed for checking the profile angles of teeth or blades (rake angle) during sharpening. They comprise either an optical device with an objective, mirrors and a dial for reading the angle of incidence, or a shutter system with a mirror and adjustable eyepiece. (11) Focimeters for measurements on spectacle lenses. The apparatus and instruments listed above fall in this heading whether or not they are suitable for mounting on machines. It should be noted, however, that heading 8466 covers appliances for adjusting the position of the workpiece or tool on machine-tools or water-jet cutting machines, including optical appliances (e.g., optical dividing heads and optical circular tables) incorporating optical devices for facilitating the reading of scales, making adjustments, etc. (II) PROFILE PROJECTORS Profile projectors used for checking the shape and dimensions of a variety of objects (blanks cut to shape, gears and pinions for small mechanisms, screws, taps, cutters, etc.) or for examining surfaces. In most of these projectors, light from a lamp is collected into a beam by a condenser before being directed on to the specimen placed on a stage. The silhouette of the specimen is outlined in the beam and, after several reflections, is finally projected by a set of prisms on to a screen which is usually built into the projector. Some of these projectors are fitted with an intermediate stage on which a master part is placed.

PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), the heading also covers parts and accessories identifiable as suitable for use solely or principally with the machines, appliances and instruments described above, e.g., planimeter arms, stands and checking tables for dial comparators. Subheading Explanatory Notes. Subheading 9031 41 This subheading also covers optical instruments and appliances for inspecting integrated circuits, and optical instruments and appliances for inspecting photomasks or reticles used in the manufacture of integrated circuits. Subheading 9031 49 This subheading covers not only instruments and appliances which play an independent role or are used to enhance human vision, but also other instruments and apparatus which use optical elements or techniques.
