Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

In accordance with Note 7 to this Chapter, this heading includes: (A) Instruments and devices for the automatic control of the flow rate, level, pressure or other variable parameters of liquids or gases, or for the automatic control of temperature, whether or not their action is based on an eletric phenomenon varying in accordance with the parameter to be automatically controlled, which are designed to bring this parameter to the desired value and to keep it, by stabilizing it from disturbances, constantly or periodically measuring the actual value; and (B) Automatic regulators which are automatically controlled by the operation of the electrical values, which are automatically controlled by the parameter, in order to be controlled by means of which it is constantly controlled by means of an electrical control.
(I) Devices and apparatus for automatic control of flow, level, pressure or other variable characteristics of liquids or gases or for automatic control equipment for liquids or gases and consists entirely of the following automatic control systems: A device for measuring an adjustable variable (pressure or level in the tank, room temperature, etc.); in some cases, a simple device that is sensitive to changes in the variable (metal or bimetallic rod, chamber or bellow containing expanding liquid, float, etc.) can be used instead of a measuring device. (A) A control device that compares the measured value to the desired value and includes the device described in paragraph (B) below. (C) Start, stop or actuate device. The apparatus for the automatic control of liquids or gases or for the automatic control of temperature under the terms of Note 7(C) to this Chapter shall consist of these three devices forming a single unit or, in accordance with Note 3 to this Chapter, of a functional unit. Some devices and equipment do not contain devices that compare the measured value with the desired value. They are directly switched on by the switch, for example, when a predetermined value is reached. Devices and apparatus for automatic control of flow, level, pressure and other variable characteristics of liquids or gases or for automatic control of temperature are connected to an actuator (pump, compressor, valve, furnace burner, etc.), which restores the prescribed value of the variable (for example, the level of liquid measured in the tank or temperature measured in the room) or in the case of a safety system, for example, stops the operation of the machine or apparatus in relation to which the regulation is carried out. This device, usually remotely controlled by a mechanical, hydraulic, pneumatic or electrical control, shall be classified in the appropriate heading (pump or compressor: heading 8413 or 8414; valve: heading 8481, etc.). If the automatic control apparatus is combined with the actuator, the classification of the whole shall be determined by Rule 1 or Rule 3(a) of the Basic Rules for the Interpretation of the Nomenclature (see paragraph (b) of the general provisions to Section XVI and the Explanatory Note to heading 8481). (A) Pressure controllers or regulators, also called manostats. They consist of a pressure-sensitive device, a control device that compares (for example, by means of an adjustable spring) the adjustable pressure with the prescribed value, and an electrical contact or small valve that causes the auxiliary servo system to operate. This apparatus can be used, for example, to control a pump with an electric motor or compressor that feeds a high pressure vessel, or to control the operation of the positioners of pneumatic valves, or in conjunction with a valve to regulate the flow, pressure, etc. of liquids or gases.
These pressure regulators differ from pressure-reducing valves or reducers of heading 8481 (sometimes also called pressure regulators). (B) Level controllers for automatic level control. In the float-type level controller, the float acts on the membrane or magnetic or other device that causes the electrical switch to go off; it in turn turns on or off the pump, valve, etc. In an electrode system, the liquid is connected to the ground and forms part of an electrical circuit. One pole of the transformer is also grounded. When the surface of the liquid comes into contact with the electrode, the circuits are closed and the relay is triggered. (C) Humidity regulators, sometimes also called humidistates, are devices for automatic humidity control in steam cabinets, furnaces, workshops, warehouses, etc. Their operation depends on a change in the length of the hair bundle or some other element sensitive to moisture, and usually they include a signal device or control an apparatus that can change the degree of humidity (vapor supply valve, humidifier or dehumidifier, fan, etc.). (D) Thermostats used for automatic temperature control. The main components of the thermostat are: (1) A temperature-sensitive element, the effect of which may depend on the following factors: (a) changes in the shape of the bimetallic strip (straight, U-shaped or spiral, etc.); (b) fluid vapor pressure; (c) expansion of a liquid or metal rod; (d) electrical resistance or thermocouple. In bimetallic strip thermostats, the latter is installed inside the plunger tube or in the housing. In thermostats with a metal rod, it is installed in a plunger tube. In steam pressure thermostats or liquid thermostats, the sensitive element may consist of a folding membrane comprising a liquid or a system comprising a membrane, a capillary tube and a bulb or knee. (2) A drum, disc or other device for pre-setting the desired temperature. (3) Includes or activates a device which consists mainly depending on the type of transmission (mechanical, electrical or fluid) used from a system of levers, springs, etc., a valve or electrical switch. This device includes a signal or device (usually remotely), such as a steam or hot water supply valve, boiler burner, air conditioner, fan, etc., that regulate the temperature. Thermostats are used in particular for temperature control in houses or other buildings, in furnaces, stoves, boilers, water heaters, cold storage plants, chimneys and gas tubes, steam engines or cabinets and other industrial or laboratory equipment.
(E) Temperature regulators for setting and maintaining preset temperatures in electrical heating appliances (cookers, grills, coffee makers, etc.), consisting of a bimetallic strip which, bending under the heat from a shunt resistor in the supply circuit, actuates a switch, making or breaking the supply circuit; the "on" and "off" periods (and hence the temperature of the heating elements) are determined by the setting of a manually operated dial; the "full" setting renders the bimetallic assembly inoperative and thus, particularly in the initial stages of heating, allows the heating element to operate continuously. The heading excludes: (a) "thermostatic" or "thermostat-controlled" evaporators, cabinets, etc., in which the temperature is kept constant by means of a thermostat and which fall in their appropriate headings; (b) thermostatically controlled valves (heading 8481). (F) Furnace draught regulators, used, for example, in central heating or air-conditioning installations for automatically controlling the air supply according to temperature, pressure, etc. (II) AUTOMATIC REGULATORS OF ELECTRICAL QUANTITIES, AND INSTRUMENTS OR APPARATUS FOR AUTOMATICALLY CONTROLLING NON-ELECTRICAL QUANTITIES THE OPERATION OF WHICH DEPENDS ON AN ELECTRICAL PHENOMENON VARYING ACCORDING TO THE FACTOR TO BE CONTROLLED The automatic regulators of this heading are intended for use in complete automatic control systems designed to bring and maintain a required factor, electrical or non-electrical, stabilised against disturbances, by constantly or periodically measuring its actual value. They consist of the following devices: (A) A measuring device (sensor, transducer, resistance probe, thermocouple, etc.) which determines the actual value of the controlled variable and converts it into a proportional electrical signal. (B) An electrical control device which compares the measured value with the desired value and gives a signal (generally in the form of a modulated current). (C) A starting, stopping or operating device (generally contacts, change-over switches or on-off switches, reversing switches or, sometimes, relay switches) which supplies current to the actuator according to the signal received from the control device. An automatic regulator within the terms of Note 7 (b) to this Chapter consists of the devices described in paragraphs (A), (B) and (C) above, assembled together as a single unit or, in accordance with Note 3 to this Chapter, as a functional unit. If they do not meet the definitions given above, these devices are to be classified as follows: (1) Electrical measuring devices generally fall in heading 9025, 9026 or 9030. (2) Electrical control devices are to be classified in this heading as incomplete automatic control instruments or apparatus.
(3) Starting, stopping or operating devices shall normally be included in heading 8536 (switches, relays, etc.). Automatic regulators are connected to an electrical, pneumatic or hydraulic actuator that returns the adjustable variable to the desired value. This actuator may be propellers with engine m, which regulate the gap between the electrodes of the arc furnace, motorized valve, which regulates the supply of water or steam to the boiler, furnace, machine for transformation into a fibrous mass, etc. The actuators are to be included in the relevant headings (adjustable propeller: heading 8425; motorized or solenoid valve: heading 8481; electromagnetic positioner: heading 8505; etc.). If an automatic controller is combined with an actuator, the classification as a whole shall be determined either by Rule 1, or by Rule 3(b) of the Basic Rules for the Interpretation of the Nomenclature (see paragraph (III) of the general provisions to Section XVI and the Explanatory Note to heading 8481). Electronic regulators operate on a triple electrical principle, not an electromechanical one. Their characteristic feature is the presence of semiconductors (transistors) or integrated circuits. These regulators are used not only for electrical quantities such as voltage, current, frequency, and power, but also for other quantities such as revolutions per minute, torque, traction, level, pressure, flow rate, or temperature. This heading also excludes: (a) interrupters combined in the same housing with a voltage regulator or current regulator intended for use in conjunction with internal combustion engines (heading 8511); (b) programmable controllers of heading 8537. Subject to the provisions of paragraphs 1 and 2 to this chapter (see general provisions), parts and accessories of the apparatus or devices of this heading are also included in this heading.
