9105 91 00 — Other clocks: other: electrically operated

Other clocks: other: electrically operated

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers chronometers not elsewhere in this Chapter, which are designed mainly to indicate the time of day; they must

Watches and alarm clocks with clock movements for watches intended to be worn or carried ; watches and alarm clocks for watches intended to be worn or carried (as defined in note 3 to this chapter) are not included (heading 9103). The watches discussed herein may be operated by weights, springs, electrical, electromechanical, or electronic controls; they are usually regulated by a pendulum, a balance spiral system, a tuning fork, or a piezoelectric quartz oscillator. They are often supplied with a combat mechan (hourly, half-hour, quarter-hour), acting on a bell or gong, or musical device. Subject to the foregoing provisions, this heading includes: public watches; clocks for shops, houses, etc.; clocks measuring a certain period of time; special local shaped clocks (Nechetel watches, Paris watches, cuckoo clocks, Westminster chimes, etc.); clocks "puppets"; clocks triggered by coins; astronomical clocks or watches for observatories; self-winding clocks (winding, for example, from changes in temperature or atmospheric pressure); alarm clocks; clocks with a central arrowhead; electronic oscillary watches. This heading also includes watches for electric watch systems used in cities, factories, telephone stations, railway stations, airports, banks, hotels, schools, hospitals, etc. These systems consist of precision-adjusted primary clocks and secondary clocks, which are driven by the primary clock by remote control. Primary watches usually have a mechanical or electrical clock mechanism and a contact device for transmitting drive impulses to secondary clocks. Secondary clocks, showing hours and minutes, take their drive impulses at the end of each minute or half a minute. They have an electromagnet with a rotating or oscillating anchor that drives a gear mechanism and a stroke mechanism; each pulse from the primary clock translates the minute hand to one minute or half a minute. The gear mechanism may also be driven by an electrically operated spring or directly by an electric motor. Secondary hours of sleep are shown with central second hands in addition to hour and minute hands. In this case, the primary clock should have a special device that generates pulses every second, except for minute communication. It should be noted, however, that this heading does not cover secondary watches with minute and second hands only or with second hands only (for adjusting clocks, etc.); these watches fall in heading 9106. Secondary clocks can be used indoors or outdoors, can have two or more dials, and are designed to be mounted on a flat surface such as a table. Primary clocks sometimes control other electrical devices, such as time meters, signal clocks, switching devices, the recorders themselves, signal devices (calls, sirens, lamps), a beacon or lighting systems. This heading also includes network-powered synchronous clocks and compressed-air pneumatic installations used for the transmission and synchronization of time. This heading also includes marine or similar chronometers, that is, stationary high-precision chronometers designed for the purpose of

It is used to indicate time on ships, although some are also used for scientific purposes. These devices are usually larger than chronometric clocks and are installed in drawers; they can be mounted on a universal suspension. They usually have a two- or eight-day plant and, as a rule, a trigger with a latch, a cochlea, a device for converting the force of the main spring into constant pressure and an indicator of the working stock. This heading does not cover the following articles when presented separately: watch cases for watches not intended to be worn or carried (heading 9112), watch movements (heading 9109 or 9110) and parts of watch movements (usually heading 9110 or 9114). This heading also excludes: (a) deck watches (heading 9101 or 9102); (b) clocks fitted on dashboards and similar watches for land vehicles, aircraft, spacecraft or ships (heading 9104).

Notes to chapter 91 — Clocks and watches and parts thereof 4 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. This chapter does not cover:

(a) clock or watch glasses or weights (classified according to their constituent material);

(b) watch chains (heading 7113 or 7117, as the case may be);

(c) parts of general use defined in note 2 to Section XV, of base metal (Section XV), or similar goods of plastics (Chapter 39) or of precious metal or metal clad with precious metal (generally heading 7115); clock or watch springs are, however, to be classified as clock or watch parts (heading 9114);

(d) bearing balls (heading 7326 or 8482, as the case may be);

(e) articles of heading 8412 constructed to work without an escapement;

(f) ball bearings (heading 8482); or

(g) articles of Chapter 85, not yet assembled together or with other components into watch or clock movements or into articles suitable for use solely or principally as parts of such movements (Chapter 85).

2. Heading 9101 covers only watches with case wholly of precious metal or of metal clad with precious metal, or of the same materials combined with natural or cultured pearls, or precious or semi-precious stones (natural, synthetic or reconstructed) of headings 7101 to 7104. Watches with case of base metal inlaid with precious metal fall in heading 9102.

3. For the purposes of this chapter, the expression ‘watch movements’ means devices regulated by a balance-wheel and hairspring, quartz crystal or any other system capable of determining intervals of time, with a display or a system to which a mechanical display can be incorporated. Such watch movements shall not exceed 12 mm in thickness and 50 mm in width, length or diameter.

4. Except as provided in note 1, movements and other parts suitable for use both in clocks or watches and in other articles (for example, precision instruments) are to be classified in this chapter.
