Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, mandatory labelling, recycling fee, conformity assessment, export control, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
Exempt if the goods match a description on exemption list No. 1042. Otherwise 22%.

Explanatory notes to heading 9106 4 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
9106 Time-recording equipment and apparatus for measuring, recording or indicating time intervals by any means, with any clockwork or synchronous motor (e.g., time-recording devices, time-recording devices): 9106 10 time-recorders; time-recording devices 9106 90 others
Provided that they are propelled by a clock movement of any type (including secondary clock movements or clock movements with a synchronous electric motor) or by a synchronous electric motor with or without a gearbox, this heading covers: (i) wide-range apparatus for recording the time of day in which some action or operation is performed; and (ii) apparatus not elsewhere named for measuring, recording or indicating in any other way intervals of time. Such equipment may have dials showing hours, minutes or seconds. However, some devices of this heading, such as time-sensors, night-watchers and pigeon timers, are sometimes manufactured without dials. This heading covers (1) Time-registrars for registering the arrival and departure of workers in factories, workshops, etc. They consist of a case containing a watch, a date marker driven by a clock mechanism, a hammer and an ink tape. The employee inserts his card into the machine and mechanically or electrically turns on the hammer, which puts on the card a stamp with the exact date, hour and minutes. The number of hours he was present at work can then be calculated from the card. Mechanical clocks with an eight-day factory and watches driven by electricity are used most widely. They can be independent, connected to a primary clock, or serve as a primary clock. In the latter case, they sometimes include a combat mechanism or a siren (see the HS Explanatory Note to heading 9105). (2) Time recording devices similar to the time recorders referred to in paragraph (1) above, but also recording the month, year, serial number and other data; some of these devices are also equipped with a device for summing working hours (for example,
a day or a week. These devices are also used to stamp postal or accounting documents, dates on price tags, etc. (3) Night watches, usually portable. They have a clockwork mechanism that drives a paper dial or a device for indicating dates. With the help of a special key, the watchman registers his periodic visits (hour, minute, post number), at control points, a rotating paper dial is perforated or stamped or printed with ink tape on paper tape. (4) Pigeon timers to record the arrival of pigeons in the race. These are portable boxes containing a clock, a ring drum, and a device that marks the day, hour, minute, and second of arrival either by sealing on tape or perforating on a disk or paper tape. (5) Frequency control devices used in clock systems with synchronous motors, clock switches, etc. These devices have a dial showing the reference time, the time shown by the clock with a synchronous electric motor, and the difference between them. They consist mainly of a time difference indication mechanism, secondary clocks controlled by primary clocks indicating reference time, clocks with synchronous motor and various contact, signal or control devices. (6) Timers for measuring the duration of short-term events between the opening and closing of electrical contacts. These timers are used to monitor electricity meters, measure the speed of human reactions, etc. Their main parts are a synchronous electric motor, an electromagnetic clutch and a meter with a dial showing seconds and hundredths of a second; all this is placed in the housing. When the device is in operation, the synchronous motor operates continuously and is connected to the meter during the course of the measured phenomenon. Electric or electronic timers without clockwork or synchronous motor are excluded (heading 9031). (7) Table or stadium timers for sporting events, showing arrival time or playing time in minutes and seconds. Stadium clocks with clock dials are, however, excluded (heading 9105). (8) Stopwatches and other timers used to measure the duration of certain processes .They have a second dial t, a dial for summing minutes and a lever for starting and stopping. (9) Timers for recording the duration of telephone conversations; they operate as stopwatches and may have a combat mechanism. (10) Time-recording devices for sports competitions with clockwork with a synchronous electric motor, usually controlled by a quartz oscillator. They can record time to within one hundredth of a second, as well as the order of arrival or departure; they can work either photographically or by printing or perforating paper tape moving at a constant speed. Auxiliary devices for sports time recorders (timer racks and holders, shutters, photodiodes, instruments for acoustic, electrical or radiotelegraphic transmissions, etc.) are classified in the relevant headings. (11) Process timers for measuring short time intervals. They include a call after a specified number of minutes (usually up to 60);
a bell mechanism and a dial usually marked 0 - 10, 0 - 30 or 0 - 60. They are used in all fields where the duration of processes has to be controlled. However, time switches, which differ from process timers in that, instead of setting off a striking system at a predetermined time, they "make" or "break" an electric circuit, are excluded from this heading (heading 9107). (12) Secondary clocks (controlled by a master clock) with minute and seconds hands only or with seconds hands only (for regulating clocks, etc.). (13) Billiard counters in which a clock movement is used to indicate the playing time or the amount payable according to the time. (14) Chess clocks, consisting of two clock movements with dials showing the time in hours and minutes, and two buttons or levers by means of which these movements can be started or stopped. The heading does not cover the following articles when presented separately: cases for the apparatus referred to above (classified either in heading 9112 or in their appropriate headings, see the Explanatory Note to heading 9112), clock or watch movements of any kind (headings 9108 – 9110) and parts of such movements (generally heading 9110 or 9114). The heading also excludes: (a) instruments and apparatus of Chapter 90, whether or not incorporating a clock or watch movement of any kind, but not fitted with a time dial, such as tide recorders and seismographs (heading 9015), barographs and thermographs (heading 9025), manometers (heading 9026), gas, liquid or electricity supply or production meters (heading 9028), revolution counters, production counters, speed indicators, tachometers, taximeters, pedometers and instruments and apparatus for measuring short intervals of time by counting (heading 9029), curvimeters (heading 9031); (b) chronometers, chronographs and stop-watches (heading 9101 or 9102); (c) metronomes (heading 9209).
