Time switches with clock or watch movement or with synchronous motor
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 9107 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
9107 Temporary switches with any vi or synchronous motor
This heading covers devices which do not have the character of clocks of heading 9105 but which are designed mainly to make or break electric circuits automatically at pre-determined times, generally at times fixed in accordance with a previously set daily or weekly programme. To fall in this heading, these devices must have a clock or watch movement of any kind (including secondary movements or synchronous motor movements) or a synchronous motor, with or without reduction gearing. Time switches are used for controlling lighting networks (for public places, shop windows, staircases, illuminated signs, etc.), heating systems (water heaters, etc.), refrigerating installations, pumps, two-rate electricity meters, etc. They consist of a mechanical or electrically operated clock or watch movement of any type, or a synchronous motor, usually with a dial with or without hands, a time-setting device (levers and pins), together with systems of driving relays, switches and commutators. The whole is enclosed in a case with terminals. The dial is usually graduated in hours, and sometimes also in days and months; the levers or pins on its periphery actuate the contact devices at the required times. Time switches with clock movements may be actuated by
Thermostats, pressure regulators, water level regulators, etc. This heading also includes switches for opening and closing circuits supplying electrical apparatus (television receivers, irons, washing machines, billiard table lights, etc.), which are switched on when coin is introduced and are switched off by a synchronous motor; the interval is determined by the number of coins dropped. The following articles do not fall within this heading if they are presented separately: housings for the devices referred to above (included either in heading 9112 or in the relevant headings, see the HS Explanatory Note to heading 9112), clockworks for watches of all kinds (headings 9108 to 9110) and parts of such clockworks (usually heading 9110 or 9114).

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. This chapter does not cover:
(a) clock or watch glasses or weights (classified according to their constituent material);
(b) watch chains (heading 7113 or 7117, as the case may be);
(c) parts of general use defined in note 2 to Section XV, of base metal (Section XV), or similar goods of plastics (Chapter 39) or of precious metal or metal clad with precious metal (generally heading 7115); clock or watch springs are, however, to be classified as clock or watch parts (heading 9114);
(d) bearing balls (heading 7326 or 8482, as the case may be);
(e) articles of heading 8412 constructed to work without an escapement;
(f) ball bearings (heading 8482); or
(g) articles of Chapter 85, not yet assembled together or with other components into watch or clock movements or into articles suitable for use solely or principally as parts of such movements (Chapter 85).
2. Heading 9101 covers only watches with case wholly of precious metal or of metal clad with precious metal, or of the same materials combined with natural or cultured pearls, or precious or semi-precious stones (natural, synthetic or reconstructed) of headings 7101 to 7104. Watches with case of base metal inlaid with precious metal fall in heading 9102.
3. For the purposes of this chapter, the expression ‘watch movements’ means devices regulated by a balance-wheel and hairspring, quartz crystal or any other system capable of determining intervals of time, with a display or a system to which a mechanical display can be incorporated. Such watch movements shall not exceed 12 mm in thickness and 50 mm in width, length or diameter.
4. Except as provided in note 1, movements and other parts suitable for use both in clocks or watches and in other articles (for example, precision instruments) are to be classified in this chapter.
Classification rulings for this code (1)

Technological timer (time relay) is a microprocessor device designed to count a given time interval (in hours, minutes, seconds or milliseconds) and generate control signals in accordance with the selected operating algorithm: on-line delay, on-line at a given time, on-time with a delay, symmetric repetition, asymmetric repetition.
Full descriptionCollapse description
Structurally made in the form of a shield mount housing, in which the main components are located: a quartz resonator, a microcontroller with a built-in pulse precursor, an output device in the form of an electromagnetic relay with a shift contact. The device is equipped with discrete inputs for connecting signal sources (sensors with NPN-type transistor output, reeds, switches, switches of the "dry contact" type), a piezoelectric sound emitter (buser) for sound signaling of the end of the program, a seven-segment screen with a keyboard that provides visual control of the device and user program input.
It has an output device in the form of an electromagnetic relay with a shifting contact, which closes and opens low-current electrical circuits at specified time intervals. The time interval is set by the user buttons of the front panel of the device. The basis of the time reference system is a microcontroller and a quartz resonator. The quartz resonator is included in the electronic circuit of the Kolpitz generator, generating rectangular pulses with a frequency of 16 MHz, which enter the microcontroller input. Next, the signal passes through a hardware pulse precursor built into the microcontroller, which converts the frequency to 1 kHz, which corresponds to a pulse period of 1 millisecond.
The microcontroller counts the pulses coming from the output of the precursor and compares their number with the user-defined value. At the time the accumulated account reaches the setting, the device automatically performs the function preset by the user at the stage of setting up the device. The seven-segment screen visualizes the time interval set by the user in the settings, as well as the time remaining before switching the output device, or the time elapsed since the start of the countdown. Technical specifications: power supply voltage 230 V, alternating current frequency 50 Hz, power consumption not more than 3 W, the number of inputs 3 pcs, the type of signals supported - NPN, "dry contact".
Overall dimensions (VhSHG) - 48x96x114 mm. Mass (no more) - 200 g. The delivery kit includes: device 1 pc., passport 1 pc., summary table of parameters 1 pc., fastening elements 1 set, sealing gasket 1 pc.
