9109 10 — Clock movements, complete and assembled, electrically operated (excl. watch movements)
Clock movements, complete and assembled, electrically operated (excl. watch movements)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

9109 Watch movements for watches not intended to be worn or carried, complete and assembled: 9109 10 – powered by electricity 9109 90 – Other
This heading covers all assembled watch movements not intended to be worn or carried, i.e. complete and ready for use; mechanisms having an analog time indication device (arrows) may be with or without a dial or arrows. The clockworks of this heading are intended mainly for the goods of headings 9104 to 9107, but they are included here even if they are designed to be included in instruments or apparatus of other groups (measuring or precision devices, meters, explosive devices, etc.). This heading does not cover: (a) spring- or weight-driven engines, etc., not fitted with descents, not adapted for the installation of descents, of heading 8412 (e.g. for music boxes); (b) time-driven movements for watches intended to be worn or carried as defined in Note 3 to this Chapter (see the Explanatory Note to heading 9108). This heading covers, inter alia, clock movements regulated by a balance-helix system or any other regulating system capable of determining intervals of time and having dimensions greater than 12 mm in thickness or greater than 50 mm in width, length or diameter; pendulum clock movements; electric clock movements with or without regulators (secondary clock movements, synchronous clock movements, etc.). For inclusion in this heading, synchronous and secondary watch movements must comprise, in addition to a synchronous motor or electromagnet, a gear transmission, that is, a transmission comprising parts such as the first, second, third and fourth wheel, minute wheel and clock wheel. Separately presented electromagnets and synchronous electric motors are included in the corresponding positions, regardless of whether they are equipped with a gearbox regulating the shaft speed. These watch movements can be unpolished, polished, with galvanic nickel or rhodium coating, silvered, gilded, lacquered, etc.

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. This chapter does not cover:
(a) clock or watch glasses or weights (classified according to their constituent material);
(b) watch chains (heading 7113 or 7117, as the case may be);
(c) parts of general use defined in note 2 to Section XV, of base metal (Section XV), or similar goods of plastics (Chapter 39) or of precious metal or metal clad with precious metal (generally heading 7115); clock or watch springs are, however, to be classified as clock or watch parts (heading 9114);
(d) bearing balls (heading 7326 or 8482, as the case may be);
(e) articles of heading 8412 constructed to work without an escapement;
(f) ball bearings (heading 8482); or
(g) articles of Chapter 85, not yet assembled together or with other components into watch or clock movements or into articles suitable for use solely or principally as parts of such movements (Chapter 85).
2. Heading 9101 covers only watches with case wholly of precious metal or of metal clad with precious metal, or of the same materials combined with natural or cultured pearls, or precious or semi-precious stones (natural, synthetic or reconstructed) of headings 7101 to 7104. Watches with case of base metal inlaid with precious metal fall in heading 9102.
3. For the purposes of this chapter, the expression ‘watch movements’ means devices regulated by a balance-wheel and hairspring, quartz crystal or any other system capable of determining intervals of time, with a display or a system to which a mechanical display can be incorporated. Such watch movements shall not exceed 12 mm in thickness and 50 mm in width, length or diameter.
4. Except as provided in note 1, movements and other parts suitable for use both in clocks or watches and in other articles (for example, precision instruments) are to be classified in this chapter.
