9207 10 30 — Digital pianos, with keyboard

Digital pianos, with keyboard

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 9207 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9207 Musical instruments, the sound of which is produced, or must be amplified, electrically (for example, organs, guitars, accordions): 9207 10 – Keyboard instruments, other than accordions 9207 90 – Other

This heading covers musical instruments in which sound is produced or amplified by electrical means (including electronic instruments) (i.e. instruments from which it is impossible to derive normal sound without the use of their electrical or electronic components, even though the vibration devices with which they are supplied may produce faint sounds). In this respect, they differ from some other instruments (e.g., pianos, accordions, guitars) which, although they may be equipped with electric pickups or amplifiers, are nevertheless independent instruments suitable for playing without such devices in the same way as on similar instruments of traditional teepa. Electrically operated automatic pianos are not included in this heading (heading 9201). The instruments of this heading are generally based on the use of the following apparatus: (A) Electromagnetic generators. In one of the systems based on this principle, the generator has a drive shaft connected by a flexible clutch with a synchronous motor that rotates it at a constant frequency. Along the shaft in pairs are gears of different sizes, with each of them leading to two cranked wheels known as "tone" wheels. When the tool is connected to the network, the synchronous motor rotates the tone wheels with a frequency that varies depending on the diameter of the gears. Near each tone wheel, a permanent magnet is installed parallel to it, at one end of which there is a coil. When the gears rotate, the teeth are positioned at regular intervals around their edges under the poles of the respective magnets; as a result, changes in fields occur, which in turn create slight changes in current in the coils. These currents, having a predetermined frequency, are electrically amplified and transmitted to loudspeakers. This principle is used especially often for tools of the "organ" type. In another system such as harmonia, the “free tongue” moves through the pole of the permanent magnet, and its vibrations create a change in the magnetic field that occurs in the coil wound around the magnet. The resulting current is electrically amplified and transmitted to the loudspeaker. (B) Electrostatic generators of the following types: (1) strained wire generators. In these generators, the oscillations that occur when a wire with electric current is struck with a hammer create a change in capacity between the wire and the metal parts (to the ontacts) located next to it. The capacitance changes correspond exactly to the string vibrations so that they ensure correct reproduction when amplified. (2) Generators with an oscillating tongue, in which the current instead of strings goes through the tongues. (3) Generators with variable capacity capacitors in which the capacitors (capacitors) are rotated at a constant frequency by the motor.

(C) Lamp generators, including generators on gas discharge tubes. (D) Photovoltaic generators in which a light beam passing through a perforated disk is directed to a photocell. By accurately determining the number of slits of the disk screen, the corresponding number of current changes are obtained, and they create the required sound after amplification. Some of these instruments are called ele cromagnetic, electrostatic, electronic, radioelectric, photoelectric pianos, organs, accordions, carillons, etc., but they are almost always known by their registered trade names. They provide reliable reproduction of the sound of most musical instruments by simply changing registers. Such instruments can be described as "monophonic" if they produce only a sequence of individual notes, or "polyphonic" if they issue multiple notes at once (e.g., "organs"). Some can be played separately; others can be adapted to a regular piano, with the instrument played with the right hand and the piano accompaniment with the left. Such instruments fall under this heading, whether or not they are presented with piano. Electrical or electronic devices (particularly an amplifier and a loudspeaker), although generally essential to the normal operation of the instruments of this heading, are not included in this heading and fall within the relevant headings (Chapter 85) unless they form a single unit with the tool. If they are integrated or fitted in the same housing as the tool, they are classified with the tool, even if packed separately for ease of transport. This heading does not include watches of the traditional type (with dials) which are used with certain electronic sets of bells for automatic fighting of watches, half-hours, etc. (Chapter 91).

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. This chapter does not cover:

(a) parts of general use, as defined in note 2 to Section XV, of base metal (Section XV), or similar goods of plastics (Chapter 39);

(b) microphones, amplifiers, loudspeakers, headphones, switches, stroboscopes and other accessory instruments, apparatus or equipment of Chapter 85 or 90, for use with but not incorporated in or housed in the same cabinet as instruments of this chapter;

(c) toy instruments and apparatus (heading 9503);

(d) brushes for cleaning musical instruments (heading 9603), or monopods, bipods, tripods and similar articles (heading 9620); or

(e) collectors' pieces or antiques (heading 9705 or 9706).

2. Bows and sticks and similar devices used in playing the musical instruments of headings 9202 or 9206 presented with such instruments in numbers normal thereto and clearly intended for use therewith, are to be classified in the same heading as the relative instruments. Cards, discs and rolls of heading 9209 presented with an instrument are to be treated as separate articles and not as forming a part of such instrument.
