Full name

Parts (for example, mechanisms for musical boxes) and accessories (for example, cards, discs and rolls for mechanical instruments) of musical instruments; metronomes, tuning forks and pitch pipes of all kinds: other: parts and accessories for the musical instruments of heading 9207

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 9209 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9209 Parts (e.g. mechanisms for musical boxes) and accessories of musical instruments (e.g. cards, discs and rollers for mechanical instruments); metronomes, tuning forks and pipes of fixed pitch of all kinds: 9209 30 strings of musical instruments - other: 9209 91 - parts and accessories of piano 9209 92 - parts and accessories of musical instruments of heading 9202 9209 94 - parts and accessories of musical instruments of heading 9207 9209 99 - other

This heading covers: (A) Metronomes, tuning forks and pipes of fixed pitch. This category of products includes metronomes, tuning forks and pipes with a fixed pitch, intended for musical or other purposes. Metronomes are small mechanical devices used to indicate the exact pace at which a piece of music is to be performed; they are usually enclosed in a pyramid-shaped box and may be provided with a bell. The main detail is a punching pendulum, hinged at the lower end; the movement of the pendulum can be accelerated or slowed down according to the scale located behind the pendulum. This category also includes metronomes used for industrial purposes; they are supplied with electrical contacts. Camertons are usually small U-shaped metal plates, which, vibrating, emit a single specified note; this group also includes large tuning forks for concert halls, consisting of a metal tongue installed on the resonator, it is struck with a hammer. Fixed pitch pipes (tuning pipes) are wind pipes that consist of one or more reeds or pipes; they usually emit several notes (4 or 6). This category of products also includes kam aertons used in medicine (in particular, for hearing testing, for which they are pre-tuned to sound in a wide range of vibrations and often placed in housings containing several instruments), for stroboscopic observations. Some are equipped with electrical devices to maintain vibrations. (B) Mechanisms for music boxes. See the Explanatory Note to heading 9208. (C) Strings of musical instruments. This category of goods includes strings for true string instruments (piano, harp, violins, cellos, mandolin, etc.). They are usually made from the following materials:

(1) Ketguta (usually from the guts of sheep). Ketgut strings consist of a certain number of veins according to the required thickness; each vein consists either of a strip of intestine cut along the length or of an entire intestine. (2) Silk. Silk strings, usually consisting of 140 elementary silk threads, externally look like kegut strings. They are covered with a thin layer of gum arabic and polished with white wax. (3) Mononity from chemical fibres (usually nylon). (4) Steel wire (usually of corrosion-resistant steel), aluminum, silver, copper, etc. Metal strings consist of either a single vein or a metal core coated with a metal wire (the volume wrapped around the core). Strings of this type are known as "metallic strings". (5) Veins, silk or nylon coated with metal wire (made of aluminum or other base metal with or without galvanic silver coating, silver, etc.). Metal wire is wrapped around the core, and strings of this kind are known as vein, silk or nylon entwined strings. Strings of musical instruments are recognized by their finish. (Steel strings are made of polished metal and their diameter is carefully calibrated. The core strings are perfectly uniform and the diameter is constant; some gut strings are white and translucent, others, however, such as harp strings, are sometimes painted red or blue, etc. Strings can also be identified by the way they are packaged (not large paper bags, envelopes, and similar packages, often with manual instructions printed on them). In addition, some strings (especially metal strings) have loops or small metal balls that allow them to be mounted on the instrument. This heading does not include wire, intestines and monofilaments of synthetic textile materials (cut or not in length) not identified as strings of musical instruments (referred to the relevant headings). (D) Other parts and accessories. This category of goods includes parts and accessories of musical instruments (other than those referred to in points (B) and (C) above, but does not include loudspeakers and amplifiers of sound frequency (heading 8518) and electrical units (engines, photovoltaics, etc.) not connected to parts or accessories of musical instruments. This category of goods includes: (1) Piano parts, organs, harmonies, or similar instruments, such as: fully equipped keyboards (i.e., a complete set of keys mounted on the frame); piano mechanisms (i.e., keyboard mechanisms with appropriate hammers, including dampers); piano boxes and harmonies; resonators; wooden or cast iron frames; pedal mechanisms and pedals; twistable pins; metal tongues (or canes) for suitable hammers; individual hymels, hymulators, and tubes; and hymels for hymels. Keys, registers, mechs and keyboards for accordions are also included here.

However, the heading excludes small plates of ivory, bone or plastics, merely cut to rectangular shape but requiring polishing, rounding of the corners or further working before use as coverings for the keys of musical instruments; these plates fall in their appropriate headings (heading 9601 or Chapter 39). (2) Parts and accessories of instruments of heading 9202 (string musical instruments), such as: bodies of mandolins, guitars or similar instruments; guitar and mandolin "machines" (i.e., pegs and worm or toothed wheels located at the head of the neck so that the strings can be correctly tensioned); parts of violins, cellos or similar instruments, e.g., backs, soundboards, necks (unworked or worked), fingerboards, nuts, bridges, tailpieces (on which the strings are fixed) and buttons therefor, ribs (between the soundboard and the back), pegs (tuning devices fixed on the head), string adjusters, etc., end-pins for cellos and double basses (for resting the instruments on the floor); bows and parts of bows (sticks, frogs, tension screws, etc.), including horsehair in hanks for bows; plectrums, mutes, chin-rests (for violins). (3) Parts and accessories for instruments of heading 9207, such as: soundboards (for electronic pianos, organs and carillons), pedal mechanisms and pedals, keyboards, tone wheels (for organs in particular). For electronic parts and accessories, see the Explanatory Note to heading 9207. (4) Parts and accessories for so-called "woodwind" instruments of heading 9205, such as: turned wooden parts of assemblies for so-called "woodwind" instruments (clarinets, flutes and similar instruments); metal bodies of instruments; slides; doubling systems; mouthpieces of various types and mouthpiece caps; reeds; keys; key-operating buttons; touchpieces, rings, thimbles, bells, mutes; key pads (for flutes, clarinets, etc.). (5) Parts and accessories for percussion instruments, such as: drumsticks, with soft or hard heads; beaters of various types; drum brushes; pedals used in dance bands; cymbal holders; drum shells and drum hoops, etc.; bars or plates, tables and supporting frames for xylophones or similar instruments; drum parchment or similar materials, cut to circular or approximately circular shape and clearly identifiable; cords (usually of true hemp, jute or sisal) for tensioning the parchment of certain instruments, such as drums; catgut or metal snares (for gripping) which pass across the snares of side drums, if identifiable as such. The heading also covers: (1) Music stands for fixing on instruments. Stands (other than monopods, bipods, tripods and similar articles of heading 9620) for holding instruments (e.g., side drums or saxophones). (2) Mechanical devices for playing musical instruments. These are auxiliary devices enabling keyboard instruments to be played mechanically by means of cards, discs or rolls; they may be operated

handles, pedals or bellows, or be mechanically or electrically operated. They may be mounted inside or outside the instrument (usually a piano or harmonium). (3) Cards, discs and rolls for mechanical musical instruments; these articles are classified here whether presented with or separately from the instruments for which they are intended (see Note 2 to this Chapter). The heading also excludes: (a) parts of general use, as defined in Note 2 to Section XV, such as hinges, handles, fittings (e.g., for pianos), of base metal (Section XV), and similar goods of plastics (Chapter 39); (b) tuning tools (heading 8205); (c) spring-operated motors (clockwork), not combined with other parts, for musical boxes or mechanical singing birds (heading 8412); (d) clock or watch movements of all kinds, not combined with parts or accessories of musical instruments (headings 9108 – 9110); (e) piano stools (heading 9401), music stands designed to stand on the floor or on the ground (heading 9403) and piano candlesticks (heading 9405); (f) rosin for bow strings, in cakes (heading 9602); (g) brushes for cleaning flutes, oboes, etc. (heading 9603).
