From 9 August, new rules for confirming technical-regulation compliance on import
Russian Government Decree No. 867 of 10.07.2026 applies from 9 August 2026. It ties together the list of products for which the simplified authorisation regime does not work (EAEU HS codes from Ministry of Industry and Trade Order No. 4114 of 10.09.2024), and the conformity assessment procedure under EEC Council Decision No. 130. Three consequences for goods on that list. First: where conformity assessment is mandatory, customs will accept assessment documents only in the original. Second: if a certificate or declaration already exists for serially produced goods, the right to rely on it is confirmed separately, by a copy certified with the stamp of the applicant or the manufacturer. Third: without the mandatory marking, including the EAEU single conformity mark, import is closed. What to do. Match your goods' HS code against the list in Order No. 4114 before dispatch, and check that you hold the conformity documents in the original. Legal basis: Russian Government Decree No. 867 of 10.07.2026.
