The list of exemptions from the ban on exporting goods from Russia has been widened

From 13 August 2026 Russian Government Decree No. 311 of 09.03.2022 on special economic measures in foreign trade applies in a new version, introduced by Decree No. 1005 of 11.08.2026. What has been added. The list of exemptions from the export ban now includes goods imported into Russia from 1 January 2025. There is one condition: customs must confirm that the goods being exported are identical to those previously imported. This is about re-export. The exemption does not cover everything. The decree excludes a long list of codes from it, among them X-ray film, turbines and their parts, compressors, machine tools, industrial equipment, semiconductors and integrated circuits, aircraft and vessels. Check your code against the list in Decree No. 1005. What to do. Before exporting previously imported goods, match their HS code against the current version of the list and gather the documents that prove the consignment is identical to the imported one.
