For goods on the list of strategically important goods, a knowingly wrong code is already false declaration, and smuggling on a large scale falls under criminal Article 226.1 of the Russian Criminal Code. For alcohol, tobacco and nicotine products, large scale starts at a value above 100,000 rubles. From 20 August 2026 that list has more entries on it.
