Barley: other
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Explanatory notes to heading 1003 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
1003 Barley (+): 1003 10 - seed 1003 90 - Other
Barley has a fuller grain than wheat. It is used mainly for animal feed, for the production of malt and, in polished or collapsed form, for the preparation of soups or finished products. Film varieties of barley differ from most other cereals in that their films grow to the grain in the process of growth and therefore they can not be separated simply by threshing or brewing. A grain of barley of this kind, straw-yellow color, pointed at the ends, is included in this heading only if it is filmed, that is, has a film. If the film is removed, such filmed barley is not included in this heading (heading 1104); this removed e requires a peeling process in which part of the pericarp is sometimes removed. A variety of barley which has no film in its natural state is included in this heading provided that the barley has not been treated by any other means than threshing or brewing. This heading does not include: (a) sprouted barley (malt), unroasted malt (see the HS Explanatory Note to heading 1107); (b) roasted barley (coffee substitute) (heading 2101); (c) malt sprouts separated from malt grains when dried and other brewing waste (barda, hops, etc.) (heading 2303).
91 Explanation of the subheading. Subheading 1003 10 In subheading 1003 10, the term “seed” means only barley which is regarded as seed material by the national competent authorities.

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention.
