Rice: rice in the husk (paddy or rough): other: other: medium grain
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Explanatory notes to heading 1006 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
1006 Rice: 1006 10 – unpeeled rice (raw rice) 1006 20 – peeled rice (unpolished) 1006 30 – semi-collapsed and whether completely collapsed rice, polished or unpolished, glazed or unglazed
92 1006 40 – Broken rice
This heading covers: (1) Unpeeled rice (raw rice), that is, a grain of rice in which the films are not separated. (2) Peeled rice (unpolished) (cargo rice) that, although subjected to mechanical peeling, still retains pericarp. Peeled rice almost always contains small amounts of raw rice. (3) Semi-collapsed rice, that is, a grain of rice with a partially removed pericarp. (4) Completely collapsed rice (bleached rice), that is, a grain of rice from which the pericarp has been removed by passing through special cone-shaped cylinders. Completely collapsed rice can be polished and then glazed to improve its appearance. The polishing process (to improve the matte surface of simply collapsed grain) is done on brush machines or "polished cones". "Eysing" consists in coating the grain with a mixture of glucose and talc in special glazing drums. This heading also includes “camolino” rice consisting of collapsed rice covered with a thin film of oil. (5) Crushed rice, that is, rice crushed during processing. This heading also includes: (a) enriched rice consisting of a mixture of plain collapsed rice and a very small amount (about 1%) of rice coated or impregnated with vitamins; (b) steamed rice which is still in the film, that is, before being subjected to other processing processes (for example, peeling, collapse, polishing), soaked in hot water or steamed and then dried. At some stages of the steaming process, the rice can be pressurized or kept in full or partial vacuum. The grain structure of steamed rice as a result of such processing changes slightly. After cutting and polishing, etc., such rice can be boiled in 20-35 minutes. Varieties of rice which have undergone a treatment which substantially alters the structure of the grain are not included in this heading. Rice boiled to full or partial preparedness and then dehydrated is classified in heading 1904. Partially boiled rice becomes ready for use after 5-12 minutes of cooking, and boiled to full readiness rice requires only soaking in water and bringing to a boil before consumption. "Air" rice produced by swelling and ready for consumption is also classified in heading 1904.

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. (A) The products specified in the headings of this chapter are to be classified in those headings only if grains are present, whether or not in the ear or on the stalk.
(B) The Chapter does not cover grains which have been hulled or otherwise worked. However, rice, husked, milled, polished, glazed, parboiled or broken remains classified in heading 1006. Similarly, quinoa from which the pericarp has been wholly or partly removed in order to separate the saponin, but which has not undergone any other processes, remains classified in heading 1008.
2. Heading 1005 does not cover sweetcorn (Chapter 7).
