Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
10%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 2007 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

2007 Jams, fruit jelly, marmalades, fruit or nut puree, fruit or nut paste, obtained by heat treatment, including with the addition of sugar or other sweeteners: 2007 10 – homogenized finished products – other: 2007 91 – – citrus 2007 99 – other

Jams are obtained by boiling whole fruits, fruit mass or certain types of vegetables (for example, squash, eggplant), as well as other products (for example, ginger, rose petals) with sugar in approximately equal proportions. When chilled, jams have a medium-density consistency and contain pieces of fruit. Marmalades are a type of jam usually made from citrus fruits. Fruit jellies are prepared by boiling fruit juices (squeezed from raw or boiled fruits) with sugar until the resulting product is hardened when cooled. Fruit jellies have a dense transparent consistency and do not contain pieces of fruit. Fruit or nut purees are prepared by boiling to a dense consistency of fruit mass passed through a sieve or powdered nuts with or without added sugar. Fruit purees differ from jams by a larger proportion of the fruit component and a more homogeneous consistency. Fruit or nut pastes (apple, quince, pear, apricot, almond, etc.) are condensed puree of hard or almost hard consistency. The products of this heading, usually prepared with sugar, may be sweetened in place of sugar by synthetic substances (e.g., sorbitol). This heading also includes homogenized products. This heading does not cover: (a) jelly and paste in the form of sugar or chocolate confectionery (heading 1704 or 1806, respectively); (b) table jelly made of gelatin, sugar and fruit juice and whether artificial fruit essence (heading 2106).

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. For the purposes of subheading 2005 10, the expression ‘homogenised vegetables’ means preparations of vegetables, finely homogenised, put up for retail sale as food suitable for infants or young children or for dietetic purposes, in containers of a net weight content not exceeding 250 g. For the application of this definition, no account is to be taken of small quantities of any ingredients which may have been added to the preparation for seasoning, preservation or other purposes. These preparations may contain a small quantity of visible pieces of vegetables. Subheading 2005 10 takes precedence over all other subheadings of heading 2005.

2. For the purposes of subheading 2007 10, the expression ‘homogenised preparations’ means preparations of fruit, finely homogenised, put up for retail sale as food suitable for infants or young children or for dietetic purposes, in containers of a net weight content not exceeding 250 g. For the application of this definition, no account is to be taken of small quantities of any ingredients which may have been added to the preparation for seasoning, preservation or other purposes. These preparations may contain a small quantity of visible pieces of fruit. Subheading 2007 10 takes precedence over all other subheadings of heading 2007.

3. For the purposes of subheadings 2009 12, 2009 21, 2009 31, 2009 41, 2009 61 and 2009 71, the expression ‘Brix value’ means the direct reading of degrees Brix obtained from a Brix hydrometer or of refractive index expressed in terms of percentage sucrose content obtained from a refractometer, at a temperature of 20 °C or corrected for 20 °C if the reading is made at a different temperature.

Additional notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. В товарной позиции 2001 овощи, фрукты, орехи и другие съедобные части растений, приготовленные или консервированные с добавлением уксуса или уксусной кислоты, должны содержать 0,5 мас.% или более свободной летучей кислоты в пересчете на уксусную кислоту. Кроме того, в грибах подсубпозиции 2001 90 500 0 содержание соли должно составлять не более 2,5 мас.%.

2. (a) The content of the various sugars expressed as sucrose (sugar content) in products of this Chapter corresponds to the refractometer reading at 20 °C multiplied by the following coefficient:

0.93 for products of subheadings 2008 20 to 2008 80, 2008 93, 2008 97 and 2008 99, or

0.95 for products of other headings.

However, the content of various sugars expressed as sucrose (sugar content) in the following products of this group:

products derived from seaweed and other algae prepared or preserved in a manner not specified in Chapter 12;

- products derived from cassava, maranta, salep, earthen pear or artichoke, sweet potatoes or sweet potatoes and similar root vegetables and tubers of high starch or inulin content of heading 0714;

products produced on the basis of grape leaves;

corresponds to the value obtained by processing the measurement results by high-performance liquid chromatography ("HPLC method") using the following formula:

S + (G + F) x 0.95, where

S is the sucrose content determined by HPLC method;

G is the glucose content determined by HPLC method;

F is the fructose content determined by HPLC method.

(b) “Brix number” in the subheadings of heading 2009 corresponds to the numerical reading of the refractometer at 20°C.

3. Products of subheadings 2008 20 to 2008 80, 2008 93, 2008 97 and 2008 99 shall be regarded as containing sugar additives if the "sugar content" in them exceeds by weight the percentage specified below, depending on the type of fruit or part of the plant consumed:

pineapples and grapes: 13%

Other fruits, including fruit mixtures, and other plant parts consumed: 9%
