Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

2309 Products used for animal feed: 2309 10 Dog or cat food packaged for retail sale 2309 90 Other

This heading covers sweetened feeds and ready-made animal feeds consisting of a mixture of several nutrients, intended: (1) to provide animals with a rational and balanced daily raci on (full feed);

(2) To obtain an appropriate daily ration by supplementing farm-produced (i.e., produced on the farm) fodder with organic or inorganic substances (supplementary feeds); or (3) For use in making complete feeds or supplementary feeds. The heading includes products of a kind used in animal feeding, obtained by processing vegetable or animal materials to such an extent that they have lost the essential characteristics of the original material, for example, in the case of products obtained from vegetable materials, the characteristic cellular structure of the original vegetable raw material has become unrecognisable under a microscope. (I) SWEETENED FORAGE Sweetened forage is a mixture of molasses or other similar sweetening substances (generally more than 10 % by weight) with one or more nutrients. Sweetened forage is used mainly for feeding cattle, sheep, horses or pigs. Besides being highly nutritious, molasses also improves the palatability of the feed and thus extends the use of products of low nutritive value, such as straw and cereal chaff, flax shives and fruit pomace, which by themselves are not readily eaten by animals. As a rule, these sweetened products are fed directly to the animals. Some of them, however, e.g., mixtures of molasses with highly nutritious feeds such as wheat bran, palm kernel or coconut oil-cake, are used in the manufacture of complete feeds or supplementary feeds. (II) OTHER PREPARATIONS (A) PREPARATIONS DESIGNED TO PROVIDE THE ANIMAL WITH ALL THE NUTRIENTS REQUIRED TO ENSURE A RATIONAL AND BALANCED DAILY DIET (COMPLETE FEEDS) The characteristic feature of these preparations is that they contain products from each of the three groups of nutrients described below: (1) "Energy" nutrients, consisting of substances with a high carbohydrate content (high-calorie substances), such as starch, sugar, cellulose and fats, which are "burned" by the animal organism to produce the energy necessary for life and for achieving high weight gains. Examples of such substances are cereals, half-sugar mangolds, tallow, straw. (2) "Body-building" protein-rich nutrients or mineral salts. Unlike energy nutrients, these nutrients are not burned by the animal organism but contribute to the formation of animal tissue and of animal products (milk, eggs, etc.). They consist mainly of proteinous or mineral substances. Examples of protein-rich substances used for this purpose are the seeds of leguminous vegetables, brewing residues, oil-cake and by-products of milk processing. Mineral substances serve mainly for building bones and, in the case of poultry, for forming egg-shells. The substances most commonly used contain calcium, phosphorus, chlorine, sodium, potassium, iron, iodine, etc.

(3) "Functional" nutrients. These promote the assimilation of carbohydrates, proteinous and mineral substances. They include vitamins, trace elements and antibiotics. The absence or insufficiency of these nutrients usually results in disease. The three groups of nutrients listed above fully meet the animals' feed requirements. Their composition and proportions in the ration depend on the purposes of livestock production. (B) PREPARATIONS FOR SUPPLEMENTING (BALANCING) FARM-PRODUCED, I.E., PRODUCED ON THE FARM, FODDER (SUPPLEMENTARY FEEDS) Farm-produced fodder is usually rather low in proteins, mineral substances or vitamins. Preparations intended to make good these deficiencies and to ensure a well-balanced ration consist of proteins, mineral substances or vitamins, plus an additional quantity of energy feeds (carbohydrates) acting as carriers for the other ingredients. Although qualitatively these preparations have much the same composition as those described in paragraph (A) above, they are distinguished by their relatively high content of one particular nutrient. This category of preparations includes: (1) Fish or marine mammal solubles, in liquid, viscous, paste or dried form, obtained by concentrating and stabilising the residual water (containing water-soluble substances, namely proteins, B-group vitamins, salts, etc.) resulting from the manufacture of fish or marine mammal meal or oil. (2) Whole protein concentrate and protein fraction concentrate, obtained from lucerne leaf juice by heat treatment. (C) PREPARATIONS FOR USE IN THE MANUFACTURE OF THE COMPLETE FEEDS OR SUPPLEMENTARY FEEDS DESCRIBED IN PARAGRAPHS (A) AND (B) ABOVE These preparations, known in the trade as "premixes", are complex compositions consisting of a number of substances (sometimes called additives), the nature and proportions of which vary according to the requirements of livestock production. These substances are divided into three groups: (1) Substances which improve digestion and ensure good utilisation of the feed, and safeguard the health of the animals: vitamins or provitamins, amino acids, antibiotics, coccidiostats, trace elements, emulsifiers, flavourings and appetisers, etc. (2) Substances designed to preserve the feed (particularly its fatty components) from spoilage until it is consumed by the animal, such as stabilisers, antioxidants, etc. (3) Substances acting as carriers, consisting of one or more organic nutrients (manioc or soya flour or meal, middlings, yeast, various residues of the food industries, etc.) or of inorganic substances (e.g., magnesite, chalk, kaolin, salt, phosphates).

The concentration of the substances described in paragraph (1) above and the nature of the carrier are determined so as to ensure, in particular, homogeneous dispersion and mixing of these substances in the compound feedingstuffs to which the preparations are added. Provided they are of a kind used in animal feeding, this category also includes: (a) Preparations consisting of several mineral substances. (b) Preparations consisting of an active substance of the type described in paragraph (1) above with a carrier, for example, products of the antibiotics manufacturing process obtained by simply drying the mass, i.e., the entire contents of the fermentation vessel (essentially mycelium, the culture medium and the antibiotic). The resulting dry substance (whether or not standardised by adding organic or inorganic substances), with an antibiotic content generally in the range of 8 – 16 %, is used as a basic material for preparing, in particular, "premixes". The preparations of this group should not, however, be confused with certain preparations for veterinary purposes. The latter are generally identifiable by their medicinal character, the higher concentration of active substance and often by the way in which they are put up. The heading also includes: (1) Prepared food for cats, dogs, etc., consisting of a mixture of meat, meat offal and other ingredients, put up in airtight containers holding approximately the quantity required for a single feed. (2) Biscuits for dogs or other animals, usually made from flour, starch or cereal products mixed with greaves or meat meal. (3) Sweetened preparations, whether or not containing cocoa, designed solely for feeding to dogs or other animals. (4) Prepared bird food (e.g., consisting of millet, canary seed, husked oats and linseed, used as a principal or complete food for budgerigars) or fish food. Prepared animal food of this heading is often put up in the form of pellets (see the General Explanatory Note to this Chapter). The heading excludes: (a) Pellets made from a single product or from a mixture of several products which as such fall in one specific heading, even with the addition of a binder (molasses, starchy substances, etc.) in a proportion not exceeding 3 % by weight (headings 0714, 1214, 230 1, etc.). (b) Simple mixtures of cereal grains (Chapter 10), flours of cereals or of leguminous vegetables (Chapter 11). (c) Preparations which can be used either for feeding animals or as food for human consumption, where, in the manufacturing process, account has been taken of the nature, purity and proportions of the ingredients, the hygiene requirements have been met and, where appropriate, the packaging bears indications or any other information concerning their use (headings 1901 and 2106, in particular). (d) Vegetable waste, vegetable residues and by-products of heading 2308. (e) Vitamins, whether or not chemically defined, or mixtures of these compounds, whether or not dissolved in any solvent or stabilised by the addition of anti-oxidants or anti-caking agents, adsorbed on a substrate or provided with a protective coating, e.g., of gelatin, wax, fats, etc., provided that the quantity of the added substances or the extent of the treatment in no case exceeds that necessary for the preservation or transport of the products, and that the added substances or treatment do not

alter the character of the vitamins in such a way as to preclude their use for purposes other than the usual ones (heading 2936). (f) Other products of Chapter 29. (g) Medicaments of heading 3003 or 3004. (h) Protein substances of Chapter 35. (ij) Preparations which are, by nature, antimicrobial disinfectants, used in the manufacture of animal feeds to control undesirable micro-organisms (heading 3808). (k) Intermediate products of the antibiotics manufacturing process obtained by filtration and the first extraction stage, and residues of this process, with an antibiotic content generally not exceeding 70 % (heading 3824).
