Mineral substances not elsewhere specified or included: vermiculite, perlite and chlorites, unexpanded

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

EEC Council Decision No. 80 of 14.09.2021

Supplementary unit
Not applicable
Requirements and measures
5

None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Whether a measure applies to your goods depends on their characteristics and the shipping documents

VAT
22%

The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

2530 Mineral substances, not elsewhere specified or included: 2530 10 - vermiculite, perlite and chlorites, unfoamed 2530 20 - kiserite, epsomite (natural magnesium sulfates) 2530 90 - other

(A) EARTH COLOURS, WHETHER OR NOT CALCINED OR MIXED TOGETHER; NATURAL MICACEOUS IRON OXIDES The colouring earths classified here are naturally occurring clays mixed with white or coloured mineral substances, in particular iron oxide; because of their colouring properties they are generally used as pigments. They include: (1) Ochres (yellow, brown, red, Spanish red, etc.). (2) Siennas (Italian sienna, yellowish-brown, and burnt sienna, orange-brown, etc.). (3) Umbers (including burnt umber), brown or dark brown. (4) Black earths and natural Vandyke brown (Cassel and Cologne earth). Soluble Vandyke brown is a prepared pigment which falls in heading 3206. (5) Verona earth and Cyprus earth (green). Calcining or mixing together of different earth colours does not affect their classification. However, when mixed with other substances or put up as dispersions in water, oil, etc., they fall in Chapter 32. The heading excludes iron ores (heading 2601) and earth colours containing 70 % or more by weight of combined iron evaluated as Fe2O3 (heading 2821). However, micaceous iron oxides, used mainly as anti-corrosive pigments, remain in this heading, although they naturally contain more than 70 % by weight of combined iron. (B) MEERSCHAUM (WHETHER OR NOT IN POLISHED PIECES) AND AMBER; AGGLOMERATED MEERSCHAUM AND AGGLOMERATED AMBER, IN PLATES, BARS, RODS OR SIMILAR FORMS, NOT WORKED AFTER MOULDING; JET, OR BLACK AMBER (1) Natural meerschaum is a very light and porous hydrated magnesium silicate, white, yellowish, grey or pink, found exclusively in Asia Minor. It is extracted in small pieces (their sides rarely exceed 30 cm). These pieces are subjected to preliminary cleaning, scraping, polishing with wool and drying (in the sun or in an oven), and are then polished with flannel or wax to improve their appearance and to establish their grade or quality. Agglomerated meerschaum is obtained by agglomerating chips and other waste of natural meerschaum with binding agents (oil, alum, etc.) under the influence of heat. It is classified here only when in plates, bars, sticks or similar forms, not worked after moulding.

(2) Amber is a fossilized resin (also known as succinite or caraba). It usually comes in a variety of colors, from yellow to dark orange. Care must be taken not to confuse amber or succinite with gray ambra formed in gray whales and classified in heading 0510. Agglomerated amber (or ambroid) is a mineral formed by agglomeration of amber waste. It is classified in this heading only in the form of plates, rods, sticks or similar forms not processed after casting. (3) Gagat, or black amber, is a compact variety of lignite. It is very black, easily cut and polished. Although it is used in the manufacture of jewelry, it is not considered a gemstone in the Nomenclature. (C) strontsianite (calcified or uncalcified), other than strontium oxide, this category includes strontsyanite (natural strontium carbonates) and strontsyanite ash, which consists mainly of unpurified strontium oxide. This heading does not cover pure strontium oxide (heading 2816). (D) MINERAL SUBSTANCES, IN OTHER PLACE NOT NAME OR NOT INCLUDED; PERAMIC BATTER This category of minerals includes, inter alia: (1) Natural arsenic sulphides. There are two main varieties: (i) realgar, which is arsenic disulfide, bright red color, used in pyrotechnics; (ii) auripigment, which is arsenic trisulfide, bright yellow color, used in painting. Mispicel (arsenopyrite or iron thioarsenide) is also included in this heading. (2) Alunite, which is also called alum stone because it is used to make alum. This is a rubble-like substance of reddish-gray or yellowish color, soiling the fingers. (3) Vermiculite is a mineral similar to mica and similar in color, but it is usually in the form of smaller flakes; also chlorites and perlites are minerals that are chemically similar to vermiculite. These minerals swell when heated and in this form are used in the qualities of thermal insulation materials. However, in bundled form, they are classified in heading 6806. (4) Lydite is a very hard, rough, fine-textural and even fine-grained dark stone that is not affected by acids. Assay stones made of lidite (e.g. for testing precious metals) are classified in heading 6815. (5) Celestite (natural strontium sulfate); Icelandic feldspar (or calcite) and aragonite, which are crystalline calcium carbonates; lepidolite (lithium mica) (potassium and lithium fluoro-silicon aluminum) and ambligonite (aluminium and lithium fluorophosphate). (6) Orchard land, steppe land, marshland, marl, alluvium, peat, extracted soil and subsoil which, although used in agriculture or in hell-park farming, are not included in Chapter 31 (Fertilizers), regardless of whether they contain or do not contain negligible amounts of nitrogen in their natural state,

phosphorus or potassium. However, this heading does not cover natural sands of all kinds (heading 2505). (7) Pozzolan, Santorin, tracks and similar lands, sometimes called natural cements, as they are used in the manufacture of cements. (8) Limestone (known as "lithographic stone" and used in the printing industry) in its raw state. (9) A battle of pottery, brick and concrete. (10) Ores of rare earth metals (e.g. bastnesite, xenothyme, gadolinite), except for monazites and other ores used only or mainly for the extraction of uranium or thorium (heading 2612). (11) La stack dimmers used in enameling and obtained by treatment (purification with hydrochloric acid and very fine grinding) of zirconium sand. (12) Molybdenite "concentrate" obtained from molybdenum ores by certain physical treatments, such as washing, grinding, flotation and heat treatment (other than calcination), intended to remove traces of oil and water, for non-metallurgical use (lubrication). (13) Nsuthite, manganese ore containing at least 79 wt.% manganese oxides, not used in the metallurgical industry for the extraction of manganese, but used in electric batteries. (14) Natural cryolite, mined mainly in Greenland, snow-white, sometimes slightly colored, shiny and almost transparent, used as a flux in the electrolytic production of aluminum; natural chiolite, which, like cryolite, is sodium fluoroaluminate. This heading does not include chemically prepared fluorides similar in composition to cryolite and quiolite (heading 2826). This heading does not cover precious or semi-precious stones of Chapter 71.
