Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The first part of this heading includes those products which have undergone any process other than those specified in the Explanatory Note to heading 2709. This heading includes: (A) "Disposable oil" (where some lighter fractions have been removed by distillation) and light, medium and heavy oils of more or less wide fractional composition obtained by distillation or processing of crude oil or crude petroleum products, sex scientists from bituminous rocks. These oils, which are more or less liquid or semi-solid, consist mainly of non-aromatic hydrocarbons, such as paraffinic, cycloparaffin (naphthenic).

These include: (1) petroleum spirit, (2) white spirit, (3) kerosene, (4) gas oils, (5) fuel oils, (6) spindle oils and lubricating oils, (7) white oils. The heading covers the fractions described above even if they have been subjected to further treatment to remove impurities (e.g., treatment with acids or alkalis, selective solvents, zinc chloride, adsorbent bleaching clay, etc., or redistillation), provided that such treatment does not result in the formation of separate chemically defined compounds in a pure or commercially pure state (Chapter 29). (B) Similar oils in which the weight of the non-aromatic constituents exceeds that of the aromatic constituents. They may be obtained by low-temperature distillation of coal, by hydrogenation or by any other process (e.g., cracking, reforming, etc.). The heading covers mixed alkylenes called tripropylene, tetrapropylene, di-isobutylene, tri-isobutylene, etc. These are mixtures of unsaturated acyclic hydrocarbons (octylenes, nonylenes, their homologues and isomers, etc.) and saturated acyclic hydrocarbons. They are obtained by polymerisation to a very low degree of propylene, isobutylene or other ethylenic hydrocarbons, or by separation (e.g., by fractional distillation) from certain cracking products of mineral oils. Mixed alkylenes are mainly used in chemical synthesis, as solvents or as diluents. Because of their high octane number they may also be incorporated, with appropriate additives, in petroleum spirit. However, the heading excludes liquid synthetic polyolefins of which less than 60 % by volume distils at 300 °C and a pressure of 1013 millibars (101.3 kPa) when a reduced-pressure distillation method is used (Chapter 39). Furthermore, the heading excludes oils in which the aromatic constituents predominate by weight, obtained by the treatment of petroleum or by any other process (heading 2707). (C) The products described in Items (A) and (B) above to which various substances have been added to render them suitable for particular uses, provided that they contain 70 % or more by weight of petroleum oils or of oils obtained from bituminous minerals as the basic constituents and that they are not covered by a more specific heading of the Nomenclature. Examples of such products are: (1) Petroleum spirit containing small quantities of anti-knock preparations (e.g., tetraethyl lead, dibromoethane) and anti-oxidants (e.g., para-butylaminophenol). (2) Lubricants consisting of mixtures of lubricating oils with varying quantities of other products (e.g., products to improve their lubricating

properties (such as hair oils and fats), antioxidants, anticorrosive substances, foam suppressants such as silicones. These lubricants include oils of complex compositions, oils for working in heavy conditions, oils mixed with graphite (graphite suspensions in oil and petroleum products derived from bituminous rocks), cylinder lubricants, oils for the textile industry and solid lubricants (consistent lubricants) consisting of cm alzoic oil, which contains 10 – 15% aluminum, calcium, lithium and other soaps. (3) Transformer and insulating oils (not used as lubricant), which are stabilized, specially purified oils with additives of antioxidants such as ditretbutyl paracrazole. (4) Lubricant-cooling liquids used to cool cutting tools and the material being processed. They consist of heavy oils with the addition of 10 to 15% emulgs of the atore (for example, alkali sulphoricinoleate) and are used in the form of aqueous emulsions. (5) Cleaning and washing oils used for cleaning engines, mechanical equipment and other units. These are heavy oils, usually containing small amounts of peptizers to facilitate the removal of resin, carbon deposits, etc., formed during the operation of the machine. (6) Molding oils used to facilitate the removal of ceramic products, concrete supports, etc. from moulds. These include heavy oils containing, for example, about 10% vegetable fats. (7) Hydraulic fluids, etc., including heavy oils, to which are added products that enhance their lubricating properties, antioxidants, anticorrosive and foam suppressants, etc. (8) Biodiesel mixtures containing 70 wt.% or more of oil or petroleum products derived from bituminous rocks. However, biodiesel and mixtures thereof containing less than 70 % by weight of oil or petroleum products derived from bituminous rocks are classified in heading 3826. Waste petroleum products are wastes containing mainly oil or petroleum products derived from bituminous rocks (described in note 2 to this chapter), mixed or not mixed with water. These include: (1) spent oil and similar spent petroleum products unsuitable for further use as primary products (e.g., spent lubricating oils, spent hydraulic and transformer oils). Waste petroleum products containing polychlorobiphenyls, polychloroterphenyls and polybromobiphenyls are formed primarily from the discharge of these chemicals from electrical equipment such as heat exchangers, transformers or power switches; (2) petroleum products in the form of sludge from petroleum storage tanks containing mainly these high concentration naves and additives (e.g., chemicals) used in the production of primary products; and (3) petroleum products in the form of aqueous emulsions or mixtures with water, for example, used in the process of oil leakages or in the process of petroleum products used in the process;

(4) Waste oils arising from the production, formulation and use of inks, printing inks, dyes, pigments, paints, polishes and varnishes. The heading excludes: (a) Leaded gasoline sludges and leaded anti-knock compound sludges from storage tanks of leaded gasoline and leaded anti-knock compounds, consisting essentially of lead, lead compounds and iron oxide and containing practically no petroleum oils, of a kind used mainly for the recovery of lead or lead compounds (heading 2620). (b) Preparations containing less than 70 % by weight of petroleum oils or of oils obtained from bituminous minerals, e.g., those used for the greasing or oiling of textile materials, and other lubricating preparations of heading 3403, and hydraulic brake fluids of heading 3819. (c) Preparations containing petroleum oils or oils obtained from bituminous minerals in any proportion (even more than 70 % by weight), falling in another more specific heading of the Nomenclature, or based on products other than petroleum oils or oils obtained from bituminous minerals. Such preparations include the anti-rust preparations of heading 3403 consisting of lanolin dissolved in white spirit, the lanolin being the basic material and the white spirit acting only as a solvent and evaporating after application. Similar preparations are also disinfectants, insecticides, fungicides, etc. (heading 3808), prepared additives for mineral oils (heading 3811), composite solvents and thinners for varnishes (heading 3814) and certain products of heading 3824, such as starting fluid for petrol engines, consisting of diethyl ether, 70 % or more by weight of petroleum oils and other constituents, diethyl ether being the basic constituent.
