2712 90 110 0 — Crude ozokerite, lignite wax or peat wax "natural products"
Crude ozokerite, lignite wax or peat wax "natural products"
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents

Explanatory notes to heading 2712 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
2712 Vaseline nave; paraffin, petroleum microcrystalline wax, paraffin wax, ozokerite, brown coal wax, peat wax, other mineral waxes and similar products obtained as a result of synthesis or other processes, colored or unpainted: 2712 10 - petroleum vaseline 2712 20 - paraffin with oil content less than 0.75 wt.% 2712 90 - other
(A) Petroleum jelly. Petroleum jelly is a substance unctuous to the touch. It is white, yellowish or dark brown in colour. It is obtained from the residues of the distillation of certain crude petroleum oils, or by blending fairly viscous petroleum oils with such residues, or by blending paraffin wax or ceresin with sufficiently refined mineral oil. The heading covers crude petroleum jelly (sometimes called petrolatum), whether decolourised or refined. It also covers petroleum jelly obtained by synthesis. To fall in this heading, petroleum jelly must have a congealing point, determined by the rotating thermometer method (the ISO 2207 method is equivalent to the ASTM D 938 method), of not less than 30 °C, a density at 70 °C of less than 0.942 g/cm 3, a worked cone penetration at 25 °C, determined by the ISO 2137 method (equivalent to the ASTM D 217 method), of less than 350, and a cone penetration at 25 °C, determined by the ISO 2137 method (equivalent to the ASTM D 937 method), of not less than 80. The heading does not, however, cover petroleum jelly suitable for use for the care of the skin, put up in packings for retail sale in the manner usual for such use (heading 3304).
(B) Paraffin, petroleum microcrystalline wax, paraffin gatch, ozokerite, brown coal wax, peat wax, other mineral waxes and similar products resulting from synthesis or other processes, whether dyed or unpainted. Paraffin is a hydrocarbon wax extracted from certain distillation products of oil or petroleum products derived from shale or other bituminous rocks. This wax is translucent, white or yellowish and has a relatively pronounced crystalline structure. Petroleum microcrystalline wax is also a hydrocarbon wax. It is extracted from oil residues or from lubricating oil fractions obtained by vacuum distillation. It is less transparent than paraffin and has a more subtle and less pronounced crystalline structure. Usually its melting point is higher than that of paraffin. Its condition can vary from soft and plastic to hard and brittle, and its color from dark brown to white. Ozokerite is a natural mineral wax. In its pure form, it is known as ceresin. Coal wax (or montan wax) and a product known as "montane peck" are esters-containing waxes extracted from lignite sludge and brown coal. They are solid products, raw dark color, but in purified form can be white. Peat wax in physical and chemical properties is similar to brown coal wax, but slightly softer. Other mineral waxes of this heading (paraffin gach and scaly paraffin) are obtained as a result of the dewaxing of lubricating oils. They are less refined and have a higher oil content than paraffin. Their color ranges from white to light brown. This heading also includes products similar to those listed above and obtained by synthesis or any other method (e.g. synthetic paraffin and synthetic microcrystalline wax). However, this heading does not cover highly polymerized waxes such as polyethylene wax. They fall in heading 3404. All these waxes fall in this heading, raw or purified, mixed together or painted. They are used for the manufacture of candles (especially paraffin), in polishes, for insulation, appretting textiles, impregnation of matches, protection from rust, etc. However, the following products are classified in heading 3404: (a) artificial waxes obtained by chemical modification of brown wax or rustic mineral waxes; (b) mixtures, unemulsified or containing solvents, consisting of: (i) waxes of this heading mixed with waxes of animal origin (including spermacet), waxes of vegetable origin or artificial waxes; (ii) waxes of this heading mixed with fats, resins, mineral substances or other materials, provided that they are waxy.

(b) petroleum products in the form of sludge from storage tanks of petroleum products containing mainly these petroleum products and high concentration additives (for example, chemicals) used in the production of primary products; and
(c) petroleum products in the form of aqueous emulsions or mixtures with water, formed, for example, as a result of leakage of petroleum products, during the washing of a storage tank of petroleum products, or used lubricating and cooling liquids used in machining.
